EF17516 CASE# 24-9838 OFCOLLISION 09/19/24 18:02 OF COLLISION�isi©�u NARRATIVE 24-9838 On 09/19/2023 at approximately 1808 hours, I was dispatched to an injury hit-and-run vehicle collision at the intersection of Talbot Road South and South 55th Street, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that the Renton Regional Fire Authority (RRFA) was responding for an involved party complaining of injury. Upon my arrival, I confirmed that the driver of Unit#2 was complaining of neck, arm, and leg pain. RRFA was already on scene and was evaluating the involved party upon my arrival. The involved party was treated at the scene and released by RRFA. While on scene, I noticed both involved vehicles remained at the scene, but I was informed by the driver of Unit#2 that both occupants of Unit#1 had fled the scene on foot. I requested additional Officers respond to conduct an area check. The driver of Unit#2 described the driver of Unit#1 as a White Female, in her 50's, wearing all camouflage and the passenger of Unit#2 as a White male, in his 50's with unknown clothing. The driver of Unit#2 stated that both were medium build and were last seen on foot westbound on SE 192nd Street. An area check was later conducted by several responding Officers which determined negative results. I was able to collect the driving information and independent summary of the events leading up to the collision from the involved party who remained on scene (Unit#2). Per the driver of Unit#2, she and her two juvenile passengers were traveling southbound on Talbot Rd S approaching the uncontrolled intersection of S. 55th ST. The driver of Unit#2 stated she was intending to turn left (east) onto S. 55th Street. Upon reaching the intersection, the driver of Unit#2 came to a stop to yield to oncoming traffic before making a left turn. While stopped, the driver of Unit #2 stated that Unit#1 had previously been traveling westbound on S. 55th ST and appeared to not stop at the stop sign-controlled intersection for their direction of travel, continuing out into the roadway and colliding into the front driver's side of Unit#2 causing significant and disabling damage to both vehicles. The driver of Unit#2 stated that the driver of Unit#1 apologized to her and said the "brakes went out" before packing up some personal belongings and walking away from the scene. Based on the above statements, 1 determined that the Driver of Unit#1 (UNKNOWN) is the proximate cause for the cause of collision as Smith did not grant the right of way to traffic already in the roadway and underway. Smith violated RCW 46.61.190(2) as every driver of a vehicle approaching an intersecting roadway shall stop where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of- way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. The driver of Unit#1 (UNKNOWN) also committed one (1) count of Hit-and-Run -Attended by being involved in an accident with another vehicle, which is attended, and failing to stop and remain at the scene until fulfilling all statutory duties (provide name, address, insurance company, policy, vehicle license, exhibit driver's license and render reasonable assistance to any person injured). Both Unit#1 and Unit#2 had to be towed due to extensive damage. An exchange of information was provided to the driver of Unit#2 and left on the dashboard of Unit#1. PAGE 3 OF 5 AND REPORT NO.
