NARRATIVE
On 10/23/2024, 1 was working uniformed patrol in a marked police car as 3R23. At approximately
1810 hours, officers were dispatched to an unknown injury accident at the intersection of NE 4th
St/Nile PI NE, which is located within the city limits of Renton, County of King, Washington. Dispatch
advised that someone had called and reported a 1 motor vehicle accident into a house with unknown
injuries.
As I was driving to the call, more people called in reporting similar circumstances regarding a motor
vehicle into a home. Some callers had reported the driver of the involved vehicle was outside of his
vehicle.
When I arrived at the scene, I located Unit 1 which was inside the backyard of 368 Nile PL NE,
Renton with the front end of the vehicle resting against a wooden shed. I saw that the driver of unit 1
and his sole front passenger were both out of the vehicle. I spoke to the driver of unit 1 at this time.
My conversation with him is summarized as follows:
The driver of Unit 1 stated he was headed home after picking up his young daughter from the YMCA.
Unit 1 had just turned from Nile Ave NE onto NE 4th St and said he was changing lanes. Unit 1 stated
that he saw something on the road and swerved out of the way. Unit 1 lost control of his vehicle and
ended up crashing through the northside fences of 372 and 368 Nile PL NE, Renton. The driver of
Unit 1 claimed that he thought the road was slippery and eventually lost control of his car and went
into the fence.
The driver of Unit 1 stated that he and his young daughter were the only ones in the vehicle. The
driver of unit 1 said that his young daughter, who is approximately 6 years old, was seated in the front
right seat and both of them were wearing their seat belts.
The driver of unit 1 stated that he was not injured at the time of the collision, but his daughter may
have hit her head.
Other officers and 1 inspected Unit 1 and noticed that the airbags did not appear to deploy. I also saw
that unit 1 sustained damage throughout the entirety of the vehicle.
I asked if the driver of Unit 1 would be willing to submit to voluntary standardized field sobriety test
(SFST) to which he agreed. I am currently trained by the Washington State Criminal Justice Training
Commission (CJTC) in SFSTs and have received additional training in advance roadside impaired
driving enforcement (ARIDE).
The driver of unit 1 informed me that he did have high blood pressure but was otherwise not on any
medication that would prevent him from driving a motor vehicle. He also informed me that he had no
issues walking in a straight line or balancing.
I checked for resting nystagmus which he did not have. I also checked for equal pupil size which he
had. I also checked for equal tracking of his eyes to my pen which he did have.
I then conducted the horizontal gaze nystagmus test on the driver of Unit 1. 1 performed each section
of the test twice. I did not notice any clues.
The driver of unit 1 also did not have any vertical gaze nystagmus present.
I then conducted the walk-and-turn (WAT) test with the driver of unit 1. The driver of Unit 1 was able
to maintain the start position while I went over the instructional phase with him. The driver of Unit 1

did not show any clues on the instructional portion of the test.
During the demonstration portion of the WAT, I noticed that the driver of Unit 1 had slightly brought
his hands out from the sides of his body to balance. I also saw that the driver had missed a heel-to-
toe movement twice on his first nine steps and once on his last nine steps. The driver indicated 2
clues on the demonstration portion of the WAT.
I then conducted the one-leg stand (OLS) portion of the test with the driver of Unit 1. The driver
performed the test and did not indicate any clues.
As I spoke to the driver of Unit 1, 1 did not smell any odors of intoxicants or see anything else that
would suggest impairment of the driver of unit 1 at the time of the collision.
It should be noted that upon a Department of Licensing (DOL) check on the driver of Unit 1, Unit 1's
driving status was suspended/revoked in the 3rd degree. Unit 1's vehicle was also expired as of
08/19/2024.
Other officers at the scene collected information for the owners of the homes at 372 and 368 Nile PI
NE, Renton as their fences and a shed were damaged as a result of the collision.
I was also able to speak to two witnesses who were at the location when the accident occurred. I first
spoke to Brandyn M. Hull (DOB: 02/08/1973) over the phone. My conversation with her is
summarized as follows:
Brandyn stated she was walking nearby before the accident had occurred. She said she was walking
northbound from 148th Ave SE (which is also Nile Ave NE) and took a right to head eastbound on NE
4th St. She had been walking on the south side of NE 4th St. Brandyn then clarified that she did not
witness the events leading up to the accident but described hearing a loud impact which drew her
attention. She described that she had seen Unit 1 and that the vehicle had gone through the fence by
the nearby homes described above.
I then spoke to another witness over the phone. She had identified herself to me as Taylor M.
Campbell (DOB: 04/30/1982). My conversation with her is summarized as follows:
Taylor was sitting in the front passenger seat of her vehicle while her daughter was driving. She
described that she and her daughter were facing northbound on 148th Ave SE (which is also Nile Ave
NE)just south of NE 4th St preparing to turn right to go eastbound. Taylor noticed Unit 1 was facing
southbound on the opposite side of the street on Nile Ave NE preparing to turn left onto NE 4th St to
head eastbound. Taylor said Unit 1 caught her eye because she is a car enthusiast and recognized
the unique car Unit 1 was. Taylor said that Unit 1 had successfully turned left onto eastbound NE 4th
St and that they had also turned right onto eastbound NE 4th St and were behind Unit 1. Taylor then
described that it appeared that Unit 1 had attempted to change lanes as they drove eastbound on NE
4th St. Taylor also mentioned that it appears Unit 1 was driving fast. Taylor then recalled she saw
Unit 1's rear end begin to fishtail and lose control. Taylor then saw that Unit 1 impacted the sorthside
curb of NE 4th St, caught some air, and plowed through the northside fences of the nearby homes
resulting in the property damage described above.
Based on the fact that the driver of unit 1 was described to have recklessly operated his motor vehicle
willfully and wantonly which resulted in a collision with significant property damage as described
above, officers found probable cause to arrest the driver for RCW 46.61.500 -reckless driving.
Additionally, based on the fact that the driver of unit 1 was described to have recklessly operated his

motor vehicle willfully and wantonly and resulted in a collision with significant property damage as
described above and the fact that his 6-year-old daughter was unlawfully seated in the front seat of
his motor vehicle, officers found probable cause to arrest the driver for RCW 9A.36.050 -reckless
endangerment.
Additionally, based on the fact that the driver of unit 1 had a DOL return that showed he was
suspended/revoked in the 3rd degree and the fact that he was operating a motor vehicle while
suspended, officers found probable cause to arrest the driver for RCW 46.20.342 -driving while
license suspended -3rddegree.
The additional traffic infractions were issued and mailed to the driver of unit 1 as follows:
RCW 46.16A.030 -Failure to renew expired registration over 2 months.
RCW 46.61.687 -Under 13 years old not in the back seat.
Unit 1's wife who was identified as Jong J. Lee (DOB: 02/07/1983, verified via DOL photo) eventually
arrived and took custody of Unit 1's daughter and left the scene.
Other officers waited for Bankers tow to arrive and take possession of Unit 1.
Officer J. Turner transported the driver of unit 1 to Valley Medical Center (VMC) to medically clear
him for booking into SCORE Jail. Officer J. Turner later informed me that the driver of unit 1 was
booked without further incident (Reference Sector Citations: 4A0726744, 4A0726745, and
4A0832275).
This concludes my involvement in this case.
