HomeMy WebLinkAboutMinor Revision CUP Letter with attachements_FUPC Church ExpansionDenisLawMayorCommunity&EconomicDevelopmentC.E.“Chip”Vincent,AdministratorOctober5,2017OscarGestosolHBArchitects2162084thAveSKent,WA98032Subject:MinorRevisiontoanapprovedConditionalUsePermitFirstUkrainianChurchParkingCUP,LUAO2-074DearMr.Cestoso:ThePlanningDivisionoftheCityofRentonhasreviewedyourapplicationforaConditionalUsePermitMinorRevision,ParkingModification,andSEPAaddendum.Followingreviewofyourapplication,thecitydeterminedthatyourproposaldoesnotmeetthecriteriaforaConditionalUsePermitMinorRevision,perRMC4-9-030G.2.MinorrevisionstoanapprovedConditionalUsePermitmaybepermittedbyanadministrativedeterminationiftherevisiondoesnot:involvemorethanatenpercent(10%)increaseinareaorintensityoftheuse;orresultinanysignificantenvironmentalimpactnotadequatelyreviewedormitigatedbypreviousdocuments;orexpandontopropertynotincludedintheoriginalproposal.OnJuly18,2017,theapplicantidentified(Exhibit1)thatthesanctuaryandchoirstageareahadatotalof341unfixedseats.Thisseatingcalculationisconsistentwiththesanctuaryphotos(Exhibit2)includedwiththepermitsetthattheapplicantprovidedonJuly7th,2017.Thesanctuaryphotosindicatethatthechurchhasplacedtemporaryseatingaroundthepewsinordertoaccommodatecongregationalgrowth.Theapplicantisproposingwiththeadditionatotalof442seats(Exhibit3)withinthesanctuary/choirstagearea.Thiswillincreasetheseatingcapacityby101seats,whichisgreaterthana10percentincreaseinintensityoftheuse,regardlessofwhetherbanquetseatingisincludedornot.Inaddition,basedoncorrespondencewiththeapplicant(Exhibit4)andletterfromthepropertyownersubmittedwiththeapplication(Exhibit5),thegravel/grassareaonsfte,whichisnotapprovedorpermittedforparking,iscurrentlyusedforparkingforcertainchurchactivities.Inaddition,thepropertyownerisproposingtoresurfaceandpavethesitetoaddadditionalparkingatalaterdate.Thisinformationindicatesthatthesitedoesnotadequatelyprovideenoughparkingtomeettheneedsofthechurch,whichisinconflictwiththeapplicant’srequestforamodificationfromparkingregulationstoallowforlessparkingthanwhatcoderequires.This1055SouthGradyWay,Renton,WA98057-rentonwa.gov
