Project name, size and location of site: First Ukrainian Presbyterian Church, located on
3811 NE 21st Street, Renton, WA. Site is 146,311 s.f.
Land use permits required for proposed project: Building Permit, Grading Permit, Land
Development Activity Permit, Hearing Examiner, Conditional Use Permit and SEPA
Approval.
Zoning designation of the site and adjacent properties: R-6
Current use of the site and any existing improvements: The north portion of the
property is developed with a church and paved parking areas. The east portion is
partially developed with a paved and gravel parking lot. The south parcel is developed
with a single-family residence. .
Special site features (i.e. Wetlands, water bodies, steep slopes): Wellhead protection
area zone 2.
Statement addressing soil type and drainage conditions: The lot is developed, the
storm water flows from existing roof and parking lot to existing catch basin and drainage
system on North of site on NE 21st Street. South side of site has grass and trees; it is
gently sloped with slope of 3.5%+/- down to south. The storm water runoff from the
South side currently disperses across the site towa rd South and flows to existing catch
basin and drainage system under NE 19th St of South side. There is no evidence of any
other on-site flows going off-site. The site does not receive any significant off-site flows
from the adjacent poperties. The soil on the site is glacial till with groundwater at 3.5'+/-
per the Geotechnical Report, and AgC Alderwood Series per Sheet 5 of the King County
SCS Soil Map.
Proposed use of the property and scope of the proposed development: The proposed
project includes parking lot expansions, a building addition and stormwater
infrastructure construction within the two developed parcels. We anticipate that the
building addition will include a crawlspace and wood framing with light foundation
loading. The parking lot expansions will likely include converting exiting graveled areas
into asphalt pave parking stalls and divelanes. The stormwater management may include
permeable pavements, shallow rain gardens, or bioswales near the parking lots.
Currently there are 99 parking stalls and with the additional 77 stalls, the total will be
176 parking stalls. Current building square footage is 17,211 and with the church
expansion addition (sanctuary), the total will be 18,900 s.f.
Access: Access to the church from the north part of the site will be from NE 21 st St and
from the south part of the site (to existing house) will be from SE 106th ST.
For plats indicate the proposed number, net density and range of sizes (net lot area) of
the new lots: N/A
Proposed off-site improvements (i.e. Installation of sidewalks, fire hydrants, sewer
main, etc.): Frontage improvements include new 5' sidewalk, new concrete curb and
gutter and new landscaping.
Total estimated construction cost and estimated fair market value of the proposed
project: $1M including site proposal and church expansion and renovation.
Estimated quantities and type of materials involved if any fill or excavation is
proposed: Approx. 800 CY of gravel to be removed; 800 CY of gravel and AC to be
imported.
Number, type and size of any trees to be removed: None.
Explanation of any land to be dedicated to the city: N/A
