Final grading is completed at the above referenced project. You are required by City to provide, to the current planning project manager, tree retention inspection/monitoring reports after initial clearing, final grading, and annually for two years by a qualified professional forester. The inspection/monitoring reports shall identify any retained trees that develop problems due to changing site conditions and prescribe mitigation. I visited the site 9/18/2017 and inspected the retained trees on the site. All but three of the retained trees stand upon a TRACT at the eastern portion of the project. The three single trees stand at the west end of the project, between Road B and SE 144th Street, along a shared Lot boundary. [This is amended from my 9/25/17 report. I returned to the site yesterday and counted all trees on site of regulated size, including the 16-dead/dying trees inventoried in attachment 3. The total tree count on this site is 129. The retained tree count is 113.] I identified 16 trees with visible problems; 12 are listed as Retained Trees. (See attachment.) The problems visible with the subject trees range from thinning canopies, significant lean, dead top of tree or whole tree death. Some of the retained trees had visible problems at the time of my January 2015 inspection, and are listed in the attached table. Since then, it, and tree 5904 have died. Trees 5680 and 6062 are showing similar symptoms, which appear to be caused by a root rot infection. This problem was likely in place prior to any site clearing and at the time of my first inspection. Six cedar trees are dying from the top down (5893, 5931, 5940, 5941, 5967 and 5973) and one non-retained tree has died (5887). This dieback pattern is visible on other forested area throughout the region, and does not appear to be a result of the changing site conditions on this site. Tree 5927 was marked ‘24’ in the field with orange paint (along with other trees with visible problems). This tree is naturally suppressed by adjacent trees, and its current condition is not a result of site clearing/grading. I expect this tree to continue to grow in its current suppressed state for some time. Tree 5947 is dead and has uprooted and leans toward the center of the TRACT. This occurred without any visible soil disturbance or root injury. It appears to me that the visible signs of tree decline and death are the result of natural process within a forest, and not the direct result of site changes from grading and clearing. I visited the site yesterday and performed a count of all trees on the site of regulated size: a total of 129. This includes 3 trees on a building lot near SE 144th Street, and 126 trees in the retention tract at the south end of the project. This total of 129 includes the 16-dead/dying trees in attachment 3: 12 retained, and 4 non- retained. My observations and conclusions are as of that date. 2) Care has been taken to obtain all information from reliable sources. All data has been verified insofar as possible; however, the consultant/arborist can neither guarantee nor be responsible for the accuracy of information provided by others. 3) The consultant/appraiser shall not be required to give testimony or to attend court by reason of this report unless subsequent contractual arrangements are made. 4) Construction activities can impact trees in unpredictable ways. All retained trees should be inspected at the completion of construction, and regularly thereafter as part of ongoing maintenance. 5) The consultant does not assume any liability for the subject tree and does not represent the transfer of such for any risks associated with the tree from the landowner to the consultant. Risk management is solely the responsibility of the landowner. I further certify that I am a member in good standing of International Society of Arboriculture (ISA), and the ISA PNW Chapter, I am an ISA Certified Arborist (#PN-0143A) and am Tree Risk Assessment Qualified, and am a Registered Consulting Arborist® (#379) with American Society of Consulting Arborists.
