HomeMy WebLinkAboutEx_07_Acoustical_Report November 15, 2023 Allen Koreis Powder River Development Services, LLC 2606 67th Way NW Olympia, WA 98502 Re: Acoustical Report – Dish Wireless SESEA00218E Site: 207 Main Avenue South, Renton, WA 98057 Dear Allen, This report presents a noise survey performed in the immediate vicinity of the proposed Dish Wireless telecommunications facility at 207 Main Avenue S in Renton, Washington. This noise survey extends from the proposed equipment to the nearest properties. The purpose of this report is to document the existing conditions and the impacts of the acoustical changes due to the proposed equipment. This report contains data on the existing and predicted noise environments, impact criteria and an evaluation of the predicted sound levels as they relate to the criteria. Code Requirements The site is located within the City of Renton zoning jurisdiction on property designated with a CD “Center Downtown” zoning and is in mixed residential and commercial use. All the receiving properties are in commercial use. WAC 173-60-030 identifies residential usages as Class A EDNA and commercial usages as Class B EDNA. The proposed new equipment includes equipment support cabinets, which are expected to run 24 hours a day. Renton Municipal Code Chapter 8-7-2 adopts by reference Washington Administrative Code Sections 173-60-020, 030, 040, 050, and 090 Under WAC 173-60-040, noise from equipment on a Class A EDNA property is limited as follows: Class B EDNA Receiver: Noise is limited to 57 dBA 24 hours a day. The equipment cabinets must meet this limit at the commercial receiving property to the west. Ambient Conditions Existing ambient noise levels were measured on site with a Svantek 971 sound level meter on November 14, 2023. Measurements were conducted as close to the proposed location as possible and the property lines in accordance with the State of Washington code for Maximum Environmental Noise Levels WAC 173-60-020. The average ambient noise level was 60 dBA. Application factors such as location, height, and reflective surfaces are accounted for in the calculations. The equipment will be located on the roof of the existing building approximately 70’ above grade surrounded by a stealth enclosure. The nearest receiving property is approximately 30 feet west of the equipment. Noise levels at other receiving properties, which are further away, will be lower and within code limits. Please contact our office if you have questions or need further information.
