thevaultwillbesizedtomeettheneedsofboththeprojects.IftheadjacentprojectdoesnotgetconstructedeitherbeforeorconcurrentlywiththeVuecrestEstatesIIdevelopmentand/orifthestormwaterrequirementsforVuecrestIldevelopmentisnotincludedintheStormwaterDesignofVuecrestdevelopment,thenstormwaterfacilityisrequiredtobeconstructedseparatelyfortheVuecrestEstatesIIproject.Thereappearstobe2-Basinswithtwodifferentdischargelocations.Notethatflowscurrentlydischargingto102ndAveSEcannotbere-routedtothewestandmayberequireseparatewaterqualityandflowcontroltreatment.AppropriateindividuallotflowcontrolBMPswillberequiredtobeprovidedbytheproject.FinalplansanddrainagereportbasedontherequiredpertheCityofRentonAmendmentstothe2009KingCountySurfaceWaterManualisrequiredtobesubmittedwiththeutilityconstructionpermit.2.Ageotechnicalreport,datedDecember15,2014wassubmittedbyEarthSolutionsNW,LLC.Thereportidentifiesthesoilsassandglacialtill.Thesesoilswillnotsupportinfiltration.Thegeotechreportrecommendationshouldbeincorporatedinthestormwatervaultdesign.Stormwatervaultwillrequireseparatebuildingpermitreview.3.Thecurrentsurfacewatersystemdevelopmentcharge(SDC)feeis$1,350.00pernewlot.Feesarepayablepriortoissuanceoftheconstructionpermitandthefeeratethatiscurrentatthetimeofissuanceoftheutilityconstructionpermitwillbeapplicableandthefeesarepayablepriortoissuanceoftheconstructionpermit.4.AConstructionStormwaterGeneralPermitfromDepartmentofEcologyisrequiredsincegradingandclearingofthesiteexceedsoneacre.TRANSPORTATION/STREET1.Paymentoftransportationimpactfeeisapplicableonthesinglefamilyhouses.Thecurrenttransportationimpactfeerateis$2,214.44pernewlot.Thetransportationimpactfeethatiscurrentatthetimeofbuildingpermitwillbelevied.Paymentofthetransportationimpactfeeisdueatthetimeofissuanceofthesinglefamilybuildingpermits.2.MainStreetS(102ndAveSE)isaresidentialstreetwithexistinghalfstreetROWwidthof20feet.TomatchtheexistingpavedwidthfurthernorthonMainStreetS(102ndAveSE),ahalfstreetpavedwidthof11feet(insteadoftheproposed9.5feet)fromthecenterlineoftheROWisrequiredonthefrontage.Frontageimprovementsincludingstormwaterimprovements,0.5feetwidecurb,8feetwidelandscapedplanter,and5feetwidesidewalkisalsorequiredtobeprovided.ThiswillrequireaROWdedicationof4.5feet(subjecttofinalsurvey)ontheMainStreet5(102ndAveSE)frontage.Citystandardsincludeamaximumslopeof4H:1Vatthebackofsidewalks.Astreetmodificationrequestwassubmittedtoallowthesidewalktobelocatedatthebackofthecurbforasmallportionofthe102ndAveSE(MainStreet5)frontage,whichisacceptabletostaff.TheROWdedicationof4.5feetandthe11feethalfstreetpavementwidthalongwiththefrontageimprovementsisrequiredtobeprovidedbythedeveloper.3.Apublichalfstreet(RoadA)withimprovementsisproposedtoservetheinternalsiteaccessneeds.TheinternalaccessisproposedtoconnectwiththeproposedroadoftheadjacenttheVuecrestEstatesdevelopment(parcelID3123059048)situatedtothewestofthesite.IfthepublicroadextensionbytheadjacentpropertyisnotconstructedeitherpriortoorconcurrentlywiththeVuecrestEstatesIIprojecttoprovideacontinuouspublicstreet,thenaturnaround(asperCitystandards)withastubtotheadjacentpropertyisrequiredtobeprovidedbytheVuecrestEstatesIIproject.ThedeveloperhasincludedahammerheadturnaroundonRoadA.TheproposedinternalhalfstreetshouldbedesignedtomeettheCitystreetdesignstandardsandcode.TheCitycoderequirementforpavedwidthandROWwidthforpublichalfstreetis20feetpavedsurfacewithina35feetROWwidtha0.5feetwidecurb,8feetwidelandscapedplanter,and5feetsidewalkonERCMitigationMeasuresandAdvisoryNotesPage3of7
