The following briefly describes the application and the necessary Public Approvals. Please note that this is a re-notice of the application to include the applicant’s request of two (2) modifications from the development regulations related to minimum parking spaces and maximum retaining wall height. The original notice was issued on January 11, 2018. DATE OF RE-NOTICE OF APPLICATION: April 10, 2018 LAND USE NUMBER: LUA18-000011, ECF, SA-H PROJECT NAME: Weatherly Inn PROJECT DESCRIPTION: The applicant is requesting Hearing Examiner Site Plan Review, Environmental (SEPA) Review, and two (2) modifications for a proposed assisted living and memory care facility located at the 4500 block of Talbot Rd. S. The subject property is comprised of two (2) vacant lots (APNs 312305-9094 and 312305-9067) totaling 4.62 acres. The proposed four (4) story building would provide 116 assisted living units and 19 memory care units. Surface parking would be provided to accommodate 87 vehicles. The subject property is located in the Commercial Office (CO) zoning classification and Commercial Mixed Use (CMU) land use designation. The far eastern portion of the property is zoned Residential-1 (R-1) and will remain undeveloped. Access to the site would be provided via driveway from Talbot Rd S at the intersection of S 45th Pl. New public improvements include an 8-foot wide sidewalk, 8-foot wide planter strip, curb, and gutter along the property's frontage on Talbot Rd S. Stormwater mitigation would include the use of an on-site detention vault located below the surface parking lot for flow control and a modular wetland system for treatment. The proposed development would retain approximately 17-percent of the significant trees on the site. The applicant has requested modifications from the development regulations to provide 87 parking spaces instead of 147 spaces and to construct two (2) retaining walls where portions would exceed the eight (8) foot height limit with proposed heights up to 9.5-feet. The applicant has submitted geotechnical, drainage, traffic impact, and arborist reports with the master application. The City's Critical Area Map indicates the site may contain Geologically Hazardous Areas. PROJECT LOCATION: 18070 Talbot Rd. S (APN 3123059094 & APN 3123059067) OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS- M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance- Mitigated (DNS-M). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14- day appeal period will follow the issuance of the DNS-M. CONSISTENCY OVERVIEW: Zoning/Land Use: The subject site is designated Commercial Mixed Use (CMU) on the City of Renton Comprehensive Land Use Map and Commercial Office (CO) and Residential-1 (R-1) on the City’s Zoning Map. Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC 4-2-120; RMC Title IV Chapter 4; and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed project. These recommended Mitigation Measures address project impacts not covered by existing codes and regulations as cited above. 1. The applicant would be required to comply with recommendations of the geotechnical report and ensure the geotechnical engineer has reviewed the final construction/building permit plans. Comments on the above application must be submitted in writing to Matt Herrera, Senior Planner, CED – Planning Division, 1055 South Grady Way, Renton, WA 98057, by 5:00 PM on April 24, 2018. This matter is also tentatively scheduled for a public hearing on May 22, 2018, at 11:00 AM, Council Chambers, Seventh Floor, Renton City Hall, 1055 South Grady Way, Renton.
