HomeMy WebLinkAboutSEPA Addendum_Weston Heights PP_14-000958CITYOFANDECONOMICDEVELOPMENTADDENDUMTOENVIRONMENTAL(SEPA)DETERMINATIONOFNON-SIGNIFICANCE(DNS-M)-MITIGATEDPursuanttoWAC197-11-600(4)(c)andWAC197-11-625AddendumtotheWestonHeightsPreliminaryPlatasAddendedbytheCityofRenton(LUA14-000958)DeterminationofNon-Significance-Mitigated(DNS-M)DateofAddendum:May16,2016DateofOriginalIssuanceofSEPAThresholdDetermination:October6,2014Proponent:JayAnderson,SiteDevelopmentAssociatesProjectNumbers:LUA14-000958,ECF,PP,MODProjectNames:WestonHeightsPreliminaryPlatLocation:650&684NileAvenueNE,Renton,WA98059LeadAgency:CityofRenton,DepartmentofCommunity&EconomicDevelopmentReviewProcess:AddendumtopreviouslyissuedDeterminationofNon-Significance-Mitigated(DNS-M)Proposal/PurposeofAddendum:TheoriginalSEPAthresholddeterminationfortheWestonHeightsPreliminaryPlatwasissuedonOctober6,2014.Theoriginalapplicationincludedaproposalfora12-lotsubdivisionovera4.54-acresite.TheprojectsiteislocatedwithintheResidentialLowDensitylandusedesignationandtheResidential-4zoningdesignation.TheapplicantproposedsmalllotclusterdevelopmenttoutilizetheR-8developmentstandardsinexchangeforthededicationof30percentofthesiteasopenspace.Inadditiontothelots,three(3)tractsareproposedforsensitiveareas/openspace,stormdrainage,andprivatestreets.TheoriginalSEPAdeterminationincludedamitigationmeasurerequiringatrenchlesssewereconnectionthroughthewetlandforthelotsontheeastsideoftheplat(Lots10,11,&12)toensureagravitysewerconnectioncouldbemade.Thecurrentproposalraisestheelevationoftheeastside(Lots10,11&12,includingTractC)allowingtheinstallationofafunctioninggravitysewerconnectionfromtheeastsidetothemainrunningalongNE7thPlace,which AddendumtoEnvironmental(SEPA)ReviewPage2of4May16,2016wouldremovecompletelyremovethesewerfromthewetland.Raisingtheeastlotsisnotadirectresultofattemptingtoavoidthetrenchlesssewersystemtothewestlots.Inordertoprovideafunctioningdrainagedesign,theeastlots,includingTractCatthesouthernend,neededtobeelevated.ThegradingplanshowingtheelevationoftheCots10,11,&12wasreviewedandapprovedaspartofthepreliminaryplatapproval,howevertheelevationofthelotswasnotevaluatedatthattimeforalsoaccommodatingagravitysewersystemtoNE7thPlace.AfterfurtherdesignandreviewitwasdeterminedthattheproposedelevationsofCots10,11,&12wouldalsoaccommodateafunctioninggravitysewerconnectiontothemainrunningalongNE7thPlace.ThisalternativemethodforprovidingsewertoCots10,11,&12wouldmakeMitigationMeasure#2nolongerapplicabletotheproject.TheCity’sEnvironmentalReviewCommitteeissuedaDeterminationofNon-Significance-Mitigated(DNS-M)fortheWestonHeightsPreliminaryPlat.TheDNS-Mincludedtwomitigationmeasures.A14-dayappealperiodcommencedonOctober10,2014andendedonOctober24,2014.OriginalMitigationMeasures:1.ProjectconstructionshallberequiredtocomplywiththerecommendationsfoundintheGeotechnicalEngineeringStudypreparedbyGeoGroupNorthwest,Inc.(datedJuly3,2014)includingtheneedtooverexcavatepastloosefillandtheplacingofcompactedstructuralfill.2.Thesewerconnectionfromtheeastside(Lots10,11&12)shallbemadetothewestsideviaatrenchiessconstructionmethodtobeapprovedbytheCityandshallbebutt-fusionweldedHDPEpipe.Thereshallbenoconstructiontrencheslocatedinthewetlandorwetlandbuffer.Themanholesusedtomaketheconnectionforthispipeshallresidewithintheproposedpavedareas.Analysis:IthasbeendeterminedthattheenvironmentalimpactsoftheproposalwereadequatelyaddressedundertheanalysisofsignificantimpactscontainedwithinthepreviouslyadoptedDNS-M.BasedonWAC197-11-600(4)(c),theaddendumprocessmaybeusedifanalysisorinformationisaddedthatdoesnotsubstantiallychangetheanalysisofsignificantimpactsandalternativesintheexistingenvironmentaldocument.Theproposedrevisiontothesewerlocationoutsideofthewetlandandthereforeremovemitigationmeasure#2wouldnotchangetheanalysisorimpactsintheStateEnvironmentalPolicyAct(SEPA)Review.TheCityofRentonisherebyissuingaSEPAAddendumpursuanttoWAC197-11-600.ThisAddendumisappropriatebecauseitcontainsonlyminorinformationnotincludedintheoriginalDeterminationandtherearenoadditionalenvironmentalimpactsrelatedtoinclusionofthenewinformation.DECISION:TheCityofRentonisherebyissuingaSEPAAddendumpursuanttoWAC197-11-600toremovemitigationmeasure#2,whichstates:Thesewerconnectionfromtheeastside(Lots10,11&12)shallbemadetothewestsideviaatrenchlessconstructionmethodtobe AddendumtoEnvironmental(SEPA)ReviewPage3of4May16,2016approvedbytheCityandshallbebutt-fusionweldedHDPEpipe.Thereshallbenoconstructiontrencheslocatedinthewetlandorwetlandbuffer.Themanholesusedtomaketheconnectionforthispipeshallresidewithintheproposedpavedareas.AdditionalInformation:Ifyouwouldlikeadditionalinformation,pleasecontactJillDing,SeniorPlanner,CityofRentonPlanningDivision,DepartmentofCommunity&EconomicDevelopmentat(425)430-6598.ThereisnocommentperiodforthisAddendum,datedMay16,2016issuedbytheCityofRentonEnvironmentalReviewCommittee.
