HomeMy WebLinkAboutC_ERC_Addendum_GrantPlaceTownhomes_170411_V1CITYOFANDECONOMICDEVELOPMENTRenton;•ADDENDUMTOENVIRONMENTAL(SEPA)DETERMINATIONOFNON-SIGNIFICANCE(DNS-M)-MITIGATEDPursuanttoWAC197-11-600(4)(c)andWAC197-11-625AddendumtotheGrantAveTownhomesasAddendedbytheCityofRentonfLUAO7-018,SA-A,ECF)DeterminationofNon-Significance-Mitigated(DNS-M)DateofAddendum:May2,2016DateofOriginalIssuanceofSEPAThresholdDetermination:March14,2007Proponent:SatwantSinghProjectNumber:LUA15-000885,PP.PPUDandLUAO7-01$,SA-A,ECFProjectName:GrantPlaceTownhomesProposal/PurposeofAddendum:TheapplicantisrequestingaPreliminaryPlannedUrbanDevelopmentandaPreliminaryPlatfortheconstructionofamulti-familydevelopmentcontaining36zerolotlinetownhomes.In2007theapplicantreceivedHearingExaminerSitePlanapprovalalongwithEnvironmentalReviewfortheconstructionofasimilar36unittownhomedevelopmentonthesamesite(LUAO7-O18).However,theHearingExaminerSitePlanapprovalexpiredin2011.TheapplicantisnowproposingtomaintainmuchoftheoriginalproposalinordertoeliminatetheneedforadditionalEnvironmentalReview.Giventhepropsoaldoesnotexceedthenumberofunitevaluatedaspartoftheoriginalproposal,additionalEnvironmental‘SEPA’Reviewisnotrequired.Thedevelopmentwouldbecomprisedof8separatemulti-familyresidentialstructuresandadensityof22.98du/ac.Thevacant2.12acresiteislocatedwithintheResidentialMulti-FamilyfRMF)zoningclassificationandtheResidentialHighDensity(HD)ComprehensivePlanlandusedesignation.ThesubjectsiteislocatedontheeastsideofGrantAveSjustnorthof518thStat1600GrantAveS.AccesstothesiteisproposedvianewloopalleyextendedfromGrantAveS.Therearenocriticalareaslocatedonsite.ThePPUDwouldbeusedtovarystreet,setback,impervioussurface,buildingCoverage,andlotstandards.Theapplicanthasproposedenhancedopenspace,pedestriancirculation,vehicularcirculation,pedestrianamenities,andlandscapingasapublicbenefit.Theapplicanthasindicatedthattherevisedproposalincludesthesamenumberandtypeofunitsandheightastheexpiredproposal.Thedifferencesbetweentheproposedandexpired AddendumtoEnvironmental(SEPA)ReviewPage2of4May2,2016siteplansincludesthesubdivisionoftheproperty,increasedsetbacksfromneighboringdevelopedproperties,anddifferentarchitecturaldetailing.Additionally,vehicularcirculationnowincludesaloopedpublicalleyaroundtheperimeterofthesiteasopposedtothecentrallylocatedstreetterminatiinginacul-de-sac.Finally,theapplicantisproposingtosupplyandinstalltwoelectronicallyoperatedaccessgatesforentryandexit,totheimmediatedneighborhood,inordertoprovidesecondaryaccess.PursuanttotheCityofRenton’sEnvironmentalOrdinanceandSEPA(RCW43.21C,1971asamended)onMarch14,2007theEnvironmentalReviewCommittee(ERC)issuedaDeterminationofNon-Significance—Mitigated(DNS-M)fortheproject.TheDNS-Mincludedthefollowing10mitigationmeasures:1.Theapplicantshallberequiredtocomplywiththerecommendationsincludedinthegeotechnicalreport,“GeotechnicalEngineeringEvaluation,Grant’sPlace,RentonWA,PreparedforTridor,Inc,”byNelsonGeotechnicalAssociates,Inc.,datedJune10,2005.2.SiteconstructionshallbelimitedtooccurbetweenApril1standNovember1st.3.DuetotheproposeddrainagetoRollingHillsCreek,theprojectmustcomplywiththe2005KingCountySurfaceWaterDesignManualtomeetbothdetention(ConservationFlowcontrol—a.k.a.Level2)andwaterqualityimprovements.Thedrainagereportmustberevisedtobeincompliancewiththestandardsrequiredasaconditionofapprovalandresubmitted.4.Theapplicantshallprovidedocumentationthatensuresthatastormwaterdetentionstructureisapermitteduseoftheoverheadtransmissionlineeasement(recordingnumber5162689)area.ThedocumentationshallbeprovidedtotheDevelopmentServicesDivisionpriortoreceivingutilityconstructionpermits.5.TheapplicantshallberequiredtoprovideaTemporaryErosionandSedimentationControlPlan(TESCP)designedpursuanttotheDepartmentofEcology’sErosionandSedimentControlRequirementsoutlinedinVolumeIIofthemostrecentDepartmentofEcologyStormwaterManagementManual.ThisconditionshallbesubjecttothereviewandapprovaloftheDevelopmentServicesDivisionpriortotheissuanceofbuildingpermits.6.Theapplicantshallfollowtherecommendationsofthereport,“TridorTownhomesSiteAccess/TrafficimpactFeeAnalysis,”bylakeTrafficEngineering,Inc.,datedNovember25,2006.Theserecommendationsshallbeadheredtopriortooccupancyoftheproject.7.ATransportationMitigationFeeshallbeassessedat$75peraverageweekdaypeakhourtripsgeneratedfromtheproject.Thefee(estimatedat$14,250.00)shallbepaidpriortoissuanceofbuildingpermits.8.Theapplicantshallsubmitinformationsufficienttocalculaterequiredfireflowpriortoissuanceofbuildingpermits. AddendumtoEnvironmental(SEPA)ReviewPage3of4May2,20169.TheapplicantshallpaytheappropriateFireMitigationFeebasedonarateof$388.00pernewmulti-familyunit.FireMitigationFeesshallbeassessedfortheresidentialunitspriortoobtainingbuildingpermits.10.TheapplicantshallpaytheappropriateParksMitigationFeebasedon$354.51pernewmulti-familyunitpriortoobtainingbuildingpermits.A14dayappealperiodcommencedonMarch19,2007andendedonApril1,2007.Noappealsofthethresholddeterminationwerefiled.TheproposalwillnotchangetheanalysisorimpactsintheoriginalSEPAReview.However,sincethetimeofissuancetheCityhasimplementedanewImpactFeeordinancewhichsupersedesthemitigationmeasuresforParks,Transportation,andFiremitigationfees.Additionally,theapplicanthaselectedtocomplywiththe2009stormwatermanual.Finally,theapplicanthasorwillberequiredtoprovideanupdatedGeotechnicalandTrafficImpactReport.Therefore,mitigaitonmeasures#1,#3,#6,#7,#9,and#10arenolongerapplicabletothepropsoal.ApplicablemitigationmeasurestoberetainedincludeMitigationMeasures#2,#4,#5,and#8.Theproposalwillnotchangetheanalysisorimpactsinthe1995StateEnvironmentalPolicyAct(SEPA)Review.TheCityofRentonisherebyissuingaSEPAAddendumpursuanttoWAC197-11-600.ThisAddendumisappropriatebecauseitcontainsonlyminorinformationnotincludedintheoriginalDeterminationandtherenoenvironmentalimpactsrelatedtoinclusionofthenewinformation.Location:1600GrantAveSLeadAgency:CityofRenton,DepartmentofCommunity&EconomicDevelopmentReviewProcess:AddendumtopreviouslyissuedDeterminationofNon-Significance-Mitigated(DNS-M)AdditionalInformation:Ifyouwouldlikeadditionalinformation,pleasecontactRocaleTimmons,SeniorPlanner,CityofRentonPlanningDivision,DepartmentofCommunity&EconomicDevelopmentat(425)430-7219.ThereisnocommentperiodforthisAddendum,datedMay2,2016issuedbytheCityofRentonEnvironmentalReviewCommittee.
