SUBJECT: IMPORTANT UPDATE Regarding: Monterey Meadows Plat
Construction Permit Number U16-001683
Craig,
The following items are required to be completed before the Public Works Construction
Permit can be signed off, the Performance Bond released, and the Final Plat can be
recorded. Please use this letter as a project closeout checklist to keep your project
moving smoothly through the City project closeout process.
I’ve included links to each of the specific forms you will be required to submit below.
You can also access all of our forms on our website. Proactive communication is
essential to complete this process in a timely manner. Review and approval of the
requested items may take several weeks. Please feel free to contact me if you have any
questions on any of the requirements.
1. Complete all utility, drainage, paving, grading, lighting, landscaping, and street
improvements for the project including any required offsite work.
a. This includes completion of all outstanding punch list items as requested
from the Construction Inspector and/or the City Maintenance Division.
b. The Construction Permit must be signed off by the Construction
Inspector, Brad Stocco (425-430-6582). Please contact the Construction
Inspector to set up a final walk-through.
c. Note: The maintenance walk-through period is 10 working days after the
inspector walk-through.

2. Deferrals. A Deferral Permit must be issued for any items that will not be
completed prior to plat recording. The Deferral Permit shall be issued before the
final punch list walk-throughs. Typical deferral items include final lift of asphalt,
raising of manholes and catch basins and associated paving, installation of survey
monuments, and striping / channelization of the roadway.
a. A completed Deferral Application will need to be submitted for review by
City staff. Once the deferral has been approved, a formal approval letter
will be sent providing you with the required surety amount for the
deferral (150% of the cost of the deferred items).
b. Deferral sureties must be secured with cash, check, or an Assignment of
Funds.
3. Record Drawings. Provide two full size paper sets of the Record Drawings. The
Construction Inspector will review the Record Drawings and create a punch list
of items. Once the Record Drawings are approved by the Construction Inspector,
final “As-Built” construction mylars must be submitted for City permanent
records. As-Built mylars are required to be kept on file with the City.
a. All plan sheets with utility construction work including those constructed
per design, must be verified and stamped and signed as “As-Built” by a
surveyor or engineer licensed in the State of Washington.
b. The mylars shall be labeled “As-Built” in large block letters and contain a
PE or PLS stamp.
c. “As-Built” CAD files are required with your record drawing submittal.
CAD files shall include all attached files. CAD base and sheet files shall
show all constructed utilities in their correct constructed location.
i. Minor changes from the approved construction drawings may be
noted by updating the stationing and/or callouts on the plan
sheets.
ii. Major changes from the approved construction drawings shall be
reflected in an updated base file with updated stationing and/or
callouts on the plan sheets.
4. Bond Quantity Worksheet. Submit an updated Bond Quantity Worksheet with
the final record drawings. The worksheet should reflect all final construction
quantities and shall be submitted to the City as an Excel file for review.
a. The City will verify the quantities against the Record Drawings and
provide you with a Bill of Sale for your signature with a Cost Data
Inventory Exhibit attached.
5. Maintenance Bond / Maintenance and Defect Agreement. After the
Construction Permit is signed by the Construction Inspector, a two year
Maintenance Bond must be posted with the City for 20% of the value of the
public improvements to be turned over to the City. The amount will be 20% of
the costs shown on the Cost Data Inventory Exhibit provided to you after
submittal of the Record Drawings and Bond Quantity Worksheet.
a. The original Performance Bond will be released after the Maintenance
Bond and Maintenance and Defect Agreement form is accepted by the
City.
6. Life Safety. Completion of all life safety items.
7. Overtime Inspection. Ensure all invoices billed for overtime inspection by our
inspection group are paid in full (if applicable).
8. Landscaping Completion and Inspection. When landscaping is complete,
contact project planner Jill Ding (425-430-6598) to set up a landscape inspection.
9. Coal Creek Utility District Infrastructure. Provide a letter that says that the
water infrastructure that has installed has been accepted in its entirety by Coal
Creek Utility District.
10. Final Plat Recording. Please coordinate Final Plat submittal items with Jan Illian
(425-430-7216).
