This information is also helpful to determine if available avoidance, minimization or compensatory mitigation measures will address the probable significant impacts or if an environmental impact statement will be prepared to further analyze the proposal. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal. Please answer each question accurately and carefully, to the best of your knowledge. You may need to consult with an agency specialist or private consultant for some questions. You may use “not applicable” or "does not apply" only when you can explain why it does not apply and not when the answer is unknown. You may also attach or incorporate by reference additional studies reports. Complete and accurate answers to these questions often avoid delays with the SEPA process as well as later in the decision-making process. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. INSTRUCTIONS FOR LEAD AGENCIES: Additional information may be necessary to evaluate the existing environment, all interrelated aspects of the proposal and an analysis of adverse impacts. The checklist is considered the first but not necessarily the only source of information needed to make an adequate threshold determination. Once a threshold determination is made, the lead agency is responsible for the completeness and accuracy of the checklist and other supporting documents. Give sufficient information for a person to understand the precise A discussion about helicopter noise and helipad light emissions will be incorporated in the conditional use permit application. This proposal is for a private-use helipad that will, if approved, be located on top of a structure that is currently under construction. A number of approvals by the City of Renton will be necessary for the underlying structure to be authorized for occupancy. This proposal will require a conditional use permit issued by the City of Renton. This proposal is to activate and use a helicopter operating area (helipad) on the south side of the roof of Tower 2, the center tower of a three-tower office complex. The helipad, if approved, will be used by one or more tenants of the complex with a primary tenant having overall responsibility. Uses will be for the furtherance of business interests of a tenant or tenants. The landing area will made of concrete and will be 30' by 30' in size. location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. [help] Tower 2 is part of the Southport Office Development near the south shore of Lake Washington. The parcel number is 0523059216, The address is 1101 Lake Washington Boulevard North. This site is directly east of Renton Municipal Airport and west of Interstate 405. This proposed use is on top of a structure that is currently being built. Not applicable since this proposal is for a use on top of a structure. Not applicable since this proposal is for a use on top of a structure. Soils investigations and reports were prepared for the underlying structure (Tower 2) and its associated towers. Unknown although soils would have been thoroughly investigated and reported about in order to obtain construction/development permits for the overall site that contains all three office towers. [help] c.Proposed measures to reduce or control emissions or other impacts to air, if any: [help] 3.WATER [help] a.Surface Water: The concrete helipad will be 900 Square Feet in Size. It will be connected to an elevator and stairway by a concrete or paver surface. Since the entire roof of Tower 2 will be impervious this project will not create additional impervious surfaces. Erosion will not be created by this project. No impacts to earth are associated with this project. No emissions to air would be created by activities necessary to prepare the helipad for use. Those activities would be limited to installation of helipad lights and signs. During use, emissions would be created by operation of helicopter turbine engines. Quantities of turbine engine emissions depend on flight frequency. Turbine emissions over a year would be very small as compared to emissions from aircraft jet engines. No. There are no off-site sources of emissions or odors that would be related to this use. Modern helicopters are able to reduce both noise and emissions by shutting down engines and rotor systems within approximately 30 seconds after landing. If yes, describe type and provide names. If appropriate, state what stream or river it flows into. Lake Washington is approximately 650 feet northwest of the proposed use. The Cedar River runs south to north, the closest part of which is approximately 3,000 west of this proposed use. No work will be required within 200 feet of waters identified in 1) above. No fill or dredge material will be placed or removed from surface water or wetlands to activate this use. 4)Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. It should be noted that up until about 1975 some corporate helicopters used gas engines that sometimes leaked small amounts of fluids. Modern turbine helicopters such as those that will use this helipad do not leak fluids. It is anticipated that fewer than 4 amps of power will be necessary to operate all electrical fixtures. Electrical fixtures will only be active during landings/takeoffs and loading/unloading procedures. No. All electrical fixtures used at this helipad will use light-emitting diodes (LEDs) Good helipad design dictates the use of low-light LED fixtures to help pilots maintain adequate night vision. There are no health hazards, including exposure to toxic chemicals, that would occur as a result of normal operation of this helipad. Should an accident occur at the rooftop it is possible that a fire would occur. All fire code requirements will be complied with. Unknown. This subject would have been addressed as part of the office complex permitting process. None of which we are aware. It is anticipated that the Renton Fire Department will be provided with a tour of the helipad and associated equipment. There are no environmental health hazards associated with preparation or use of this helipad. Tower 2 of the associated office complex is west of Interstate 405 and east of Renton Municipal Airport. While exact noise levels are not known it is logically assumed that they are relatively high both as a result of constant I-405 traffic and sporadic flight operations conducted to and from the airport. Vehicular traffic is not expected to increase as a result of this proposal. Construction during preparation of this helipad will not create high levels of noise as it will be associated with installation of electrical equipment and signs. Helicopter noise during landings, takeoffs, start-up and cool-down periods is expected. Helicopter operators will be required to limit engine and rotor-system running times to the minimum necessary for safe operations and consistency with helicopter and engine manufacturer recommendations. No structures will be demolished during preparation or use of this helipad. The zoning designation is Urban Center (UC) and Urban Design District C. The comprehensive plan designation for this site is Commercial Mixed Use (CMU). Not applicable. The current shoreline master program includes properties within 200 feet of the ordinary high water mark (OHWM). This site is well in excess of that. During use, helicopters may be somewhat visible but this is not expected to be aesthetically displeasing. Glare would not be produced by any features of the helipad. During hours of darkness a lighted wind indicator would be visible to those within line of sight. Helipad perimeter lights would not be visible to the public nor would they create high levels of glare due to LED technology. No Off-site sources of light or glare are not expected to affect this use. The Southport Office Complex within which Tower 2 is located is served by numerous surface streets and Interstate 405. Public transit is generally in the area of this proposed use This proposal is not expected to create a need for or reduce the need for vehicle parking spaces. No. Yes. Renton Municipal Airport, from which air charter and private aircraft flights originate and terminate is immediately west of this proposed use. Water and rail uses are in the general area. No vehicle trips are expected to be created by this use.
