11. Give brief, complete description of your proposal, including the proposed
uses and the size of the project and site. There are several questions later in
this checklist that ask you to describe certain aspects of your proposal. You
do not need to repeat those answers on this page.
The existing site is approximately 37.25 acres. The total project work area is
approximately 8 acres. The existing use is a high school and is to remain
unchanged. The site lighting will be replaced and updated, except there will
not be change lighting to the existing fields. There will be no changes to the
existing school beyond what is listed below and there will not be an increase in
students or staff based on this work.
Project will include the following two phases:
Phase 1:
• Lower Parking Lot and Bus – Relocate bus drop off and pick up to South
Parking except for special needs buses, maintain emergency vehicle
pathway, and locate lighted bollard in front of sky-bridge to keep
vehicles from driving through.
• Faculty Parking Lot – Provide additional parking adjacent to existing
parking facility, repave existing facility and re-stripe.
• New East Side Parking and Emergency Vehicle Access – Provide
additional faculty parking on east side of school and enhance
accessibility. Provide emergency vehicle access to east side of school
and enhance building security.
• Main School Site Entry North – Provide new left exiting turn lane along
existing exist turn lane.
Phase 1 of the proposed project will start in June 2011 with completion
scheduled for the end of October 2011.
Phase 2:
• South Parking Lot – Relocate bus drop off and pick up, build a covered

pedestrian waiting structure and covered walkway access, and repave
the existing 210-stall parking lot and restripe.
Phase 2 will start in June 2012 and be completed by October 2012.
The project is intended to improve the safety and quality of existing school
district facilities.
The Culinary Arts addition and improvements project includes a 285 square
feet addition to be used as support space and finish, equipment, mechanical
and electrical improvements to two classrooms. Site work will be minimal and
include excavations for a concrete floor slab, footings and footing drains and
minor sidewalk extensions. The exterior finish will be brick to match the
existing. Roof shingles will be asphalt to match existing.
12. Location of the proposal. Give sufficient information for a person to
understand the precise location of your proposed project, including a street
address, if any, and section, township, and range, if known. If a proposal
would occur over a range of area, provide the range or boundaries of the
site(s). Provide a legal description, site plan, vicinity map, and topographic
map, if reasonably available. While you should submit any plans required
by the agency, you are not required to duplicate maps or detailed plans
submitted with any permit applications related to this checklist.
The project is located at 16426 - 128th Avenue SE, Renton, WA on King County
parcel numbers 282305-9004-03, 282305-9042-07 and 282305-9093-05 in the NE
Quarter of Section: 28, Township: 23 N, Range: 05 E.

B. ENVIRONMENTAL ELEMENTS
1. EARTH
a. General description of the site (underline one): Flat, rolling, hilly, steep
slopes, mountainous, other.
b. What is the steepest slope on the site (approximate percent slope)?
The steepest slope on the site is approximately 34 percent, located between the
softball and baseball fields on the west side of the property.
c. What general types of soils are found on the site (for example, clay, sand,
gravel, peat, and muck)? If you know the classification of agricultural soils,
specify them and note any prime farmland.
The Soil Survey of King County Area, Washington, as depicted by the Web Soil
Survey, was reviewed to determine the general nature of soils on the subject
site. The site was determined to contain Alderwood and Everett soils.
d. Are there surface indications or history of unstable soils in the immediate
vicinity? If so, describe.
No, there are no indications of unstable soil in the vicinity.
e. Describe the purpose, type, and approximate quantities of any filling or
grading proposed. Indicate source of fill.
There will be approximately 30,000 cubic yards of cut and approximately
15,000 cubic yards of fill anticipated for Phases I and II. There will be
approximately 30 cubic yards of cut and approximately 20 cubic yards of fill
anticipated on the project site for the Culinary Arts addition. Fill will be
sourced locally from an approved quarry, but the project contractor will
determine specific location.
f. Could erosion occur as a result of clearing, construction, or use? If so,
generally describe.

Yes, erosion could occur because of clearing and construction. However, the
implementation of a temporary sediment and erosion control plan using Best
Management Practices should mitigate impacts.
g. About what percent of the site will be covered with impervious surfaces after
project construction (for example, asphalt or buildings)?
It is anticipated that approximately 35 percent of the site will be covered with
impervious surfaces after the completion of the proposed improvements. The
existing impervious surface coverage is approximately 29 percent of the site.
h. Proposed measures to reduce or control erosion, or other impacts to the earth,
if any:
The proposal will follow the stormwater management design criteria outlined
in the City of Renton Surface Water Design Manual and erosion and sediment
control plans will be developed in accordance with the standards referenced by
the City of Renton. These measures include stockpile covering, catch basin
protection, silt fence, construction exit, and temporary construction runoff
storage facilities.
2. AIR
a. What types of emissions to the air would result from the proposal (i.e., dust,
automobile, odors, industrial wood smoke) during construction and when
the project is completed? If any, generally describe and give approximate
quantities if known.
Construction activities at the site could stir up dust particles. Construction
vehicles and equipment will also be a potential source of exhaust emissions.
After project completion, the primary sources and amounts of emissions will be
the same as they are now.
b. Are there any off-site sources of emissions or odor that may affect your
proposal? If so, generally describe.
There are no known off-site sources of emissions or odors observed that might
effect this proposal.

c. Proposed measures to reduce or control emissions or other impacts to air, if
any:
Watering the ground as needed before and during clearing and grading
activities will control dust particles. Vehicles that are not being used in
construction activities will be shut off.
3. WATER
a. Surface Water
1) Is there any surface water body on or in the immediate vicinity of the site
(including year-round and seasonal streams, saltwater, lakes, ponds, and
wetlands)? If yes, describe type and provide names. If appropriate, state
what stream or river it flows into.
Based on the information derived through site reconnaissance and readily
available documents, four wetland areas were identified on southern portion
the school site and one constructed ditch designed and built as a stormwater
facility was identified in the northwest portion of the site.
2) Will the project require any work over, in or adjacent to (within 200 feet) the
described waters? If yes, please describe and attach available plans.
Work on the south parking lot will be within 200 feet of Wetland, but outside of
the wetland and its Category 3 associated buffer of 25 feet. The Culinary Arts
expansion area is more than 200 feet from any surface water bodies.
3) Estimate the amount of fill and dredge material that would be placed in or
removed from surface water or wetlands and indicate the area of the site that
would be affected. Indicate the source of fill material.
None.
4) Will the proposal require surface water withdrawals or diversions? Give
general description, purpose, and approximate quantities if known.
No.

5) Does the proposal lie within a 100-year floodplain? If so, note location on
the site plan.
According to Panel 53033C0983F of the FEMA National Flood Insurance
Program’s Flood Insurance Rate Maps, proposed project does not appear to lie
within a 100-year flood plain.
6) Does the proposal involve any discharges of waste materials to surface
waters? If so, describe the type of waste and anticipated volume of
discharge.
No.
b. Ground
1) Will ground water be withdrawn, or will water be discharged to ground
water? Give general description, purpose, and approximate quantities if
known.
No water will be withdrawn from or discharged to groundwater.
2) Describe waste material that will be discharged into the ground from septic
tanks or other sources, if any (for example: Domestic sewage; industrial,
containing the following chemicals...; agricultural; etc.). Describe the general
size of the system, the number of such systems, the number of houses to be
served (if applicable), or the number of animals or humans the system(s) are
expected to serve.
No waste material will be discharged into the ground. The site is connected to
sanitary sewer.
c. Water Runoff (including storm water)
1) Describe the source of runoff (including storm water) and method of
collection and disposal, if any (include quantities, if known). Where will
this water flow? Will this water flow into other waters? If so, describe.
A storm drainage plan will be prepared in accordance with the City of Renton
requirements. Storm water runoff will be collected in catch basins, open water

systems, downspouts, and area drains and conveyed to water quality and
runoff control facilities. The treated runoff will discharge to the downstream
system.
2) Could waste materials enter ground or surface waters? If so, generally
describe.
There is a potential for waste material to enter the surface waters. Pollutants
from automobiles and buses could also enter ground and surface waters if not
handled properly.
The proposed site improvements do not propose any waste materials to enter
ground or surface waters.
a. Proposed measures to reduce or control surface, ground, and runoff water
impacts, if any:
A comprehensive storm drainage system will be installed in accordance with
the City of Renton drainage requirements. Runoff will be mitigated by the use
of approved storm water detention and water quality facilities. Runoff will be
discharged to the existing downstream storm water system.
4. PLANTS

the proposed project improvements.

To our knowledge, there are no threatened or endangered plant species on or
near the project site.
d. Proposed landscaping, use of native plants, or other measures to preserve or
enhance vegetation on the site, if any:
A landscape plan reviewed and approved by the City of Renton will be
prepared for the project.
5. ANIMALS
a. Underline any birds and animals which have been observed on or near the
site or are known to be on or near the site:

used to meet the completed project's energy needs? Describe whether it will
be used for heating, manufacturing, etc.
Electricity will be used for new and replaced site lighting. The improvements
will not significantly add to the energy use on the site.
b. Would your project affect the potential use of solar energy by adjacent
properties? If so, generally describe.
No.
c. What kinds of energy conservation features are included in the plans of this
proposal? List of other proposed measures to reduce or control energy
impacts, if any:
No special measures are proposed.
7. ENVIRONMENTAL HEALTH
a. Are there any environmental health hazards, including exposure to toxic
chemicals, risk of fire and explosion, spill, or hazardous waste, that could
occur as a result of this proposal? If so, describe.
None.
1) Describe special emergency services that might be required.
Typical fire, police, and ambulance services may be necessary if there is an
accident or fire. The need for these types of services will not be increased due
to the proposed improvements at the high school.
2) Proposed measures to reduce or control environmental health hazards, if any:
Not applicable.
b. Noise
1) What types of noise exist in the area which may affect your project (for
example: traffic, equipment, operation, aircraft, other?
None.

2) What types and levels of noise would be created by or associated with the
project on a short-term or a long- term basis (for example: traffic,
construction, operation, other)? Indicate what hours noise would come from
the site.
Temporary, short-term noise impacts typical of construction projects will occur
with operation of equipment during construction. Construction will normally
occur between the hours of 7:00 a.m. and 6:00 p.m. subject to City of Renton
ordinances.
Long-term noises associated with existing high school use at the site will
continue to occur, however the noise level generated by the proposed
improvements will not be any greater than the existing noise level at the site.
These noise impacts are consistent with existing land use in the vicinity.
3) Proposed measures to reduce or control noise impacts, if any:
Noise impacts associated with construction phases of the project will be limited
in duration. To mitigate general noise impacts during the construction phases,
measures such as using and regularly maintaining efficient mufflers and
quieting devices on all construction equipment and vehicles will be taken.
8. LAND AND SHORELINE USE
a. What is the current use of the site and adjacent properties?
Lindbergh High School currently occupies the site. Current uses of adjacent
properties include the following:
East: Single family residential
North: Single family residential
South: Elementary School and church
West: 128th Avenue SE and Single family residential
b. Has the site been used for agriculture? If so, describe.
No.

There are structures associated with the existing high school, including the
main classroom building and gymnasium.
d. Will any structures be demolished? If so, what?
None.
e. What is the current zoning classification of the site?
The City of Renton zoning designation of the project site is R-8.
f. What is the current comprehensive plan designation of the site?
The City of Renton comprehensive plan designation is Residential Single
Family.
g. If applicable, what is the current shoreline master program designation of
the site?
None.
h. Has any part of the site been classified as an "environmentally sensitive"
area? If so, specify.
Yes.
i. Approximately how many people would reside or work in the completed
project?
There will be no change in the number of students or staff.
j. Approximately how many people would the completed project displace?
No one will be displaced as a result of the proposed project.
k. Proposed measures to avoid or reduce displacement impacts, if any:
None. There are no displacement impacts.

The proposed project will be designed to comply with applicable regulations.

The proposed project will not include the addition of any new housing units.

10. AESTHETICS
a. What is the tallest height of any proposed structure(s), not including

The tallest height of the proposed walkway structure is approximately15 feet.
The walkway structure will be a steel structure with a metal roof.
b. What views in the immediate vicinity would be altered or obstructed?
None. The proposed improvements will not result in any views being altered
significantly.
c. Proposed measures to reduce or control aesthetic impacts, if any:
No special measures are proposed.

11. LIGHT AND GLARE
a. What type of light or glare will the proposal produce? What time of day
would it mainly occur?
Except for the field lights, the existing exterior building and site lights at the
high school will be replaced as part of this project. The proposal does not
include any glare beyond that which currently exists at the high school.
b. Could light or glare from the finished project be a safety hazard or interfere
with views?
Although the existing high school lights are visible, they do not pose a safety
hazard or interfere with views from off-site locations. New light fixtures
proposed will not be a safety hazard or interfere with views.
c. What existing off-site sources of light or glare may affect your proposal?
None.
d. Proposed measures to reduce or control light and glare impacts, if any:
No special measures are proposed at this time.
12. RECREATION
a. What designated and informal recreational opportunities are in the
immediate vicinity?
There are sports fields located on the high school site.
b. Would the proposed project displace any existing recreational uses? If so,
describe.
No. The proposed project will not displace any recreational uses.
c. Proposed measures to reduce or control impacts on recreation, including
opportunities to be provided by the project or applicant, if any:
There are no special measures proposed.

13. HISTORIC AND CULTURAL PRESERVATION

To our knowledge, no such objects exist near the site.
b. Generally describe any landmarks or evidence of historic, archaeological,
scientific, or cultural importance known to be on or next to the site?
To our knowledge, no such objects exist near the site.
c. Proposed measures to reduce or control impacts, if any:
If cultural or archeological objects are found during site preparation work, the
Washington State Office of Archaeology and Historic Preservation will be
notified, and appropriate measures will be taken.
14. TRANSPORTATION
a. Identify public streets and highways serving the site, and describe proposed
access to the existing street system. Show on site plans, if any.
The high school is currently accessed by three accesses from 128th Avenue SE.
The northern existing site entrance will be modified to include a left hand turn
lane.
b. Is site currently served by public transit? If not, what is the approximate
distance to the nearest transit stop?
The closest public transit stop (Route 148*) is located north of the high school at
the corner of 128th Avenue Southeast and Southeast 164th Street and is operated
by King County Metro Transit.
c. How may parking spaces would the completed project have? How many
would the project eliminate?
There are currently approximately 342 existing parking spaces on the project

site. With the proposed changes, the site parking will be reduced by eight to
twelve stalls.
d. Will the proposal require any new roads or streets, or improvements to

There will not be any new roads or streets proposed because of the project.
e. Will the project use (or occur in the immediate vicinity of) water, rail, or air
transportation? If so, generally describe.
No.
f. How many vehicular trips per day would be generated by the completed
project? If known, indicate when peak volumes would occur.
There will not be any new vehicular trips beyond what is generated by the
existing use.
