DEPARTMENTOFCOMMUNITYANDECONOMICDEVELOPMENTCTYOF—Renton0PLANNINGDIVISIONCERTIFICATEOFEXEMPTIONFROMCRITICALAREASREGULAT’ONSEVALUATIONFORM&DECISIONDATE:April25,2017___________PROJECTNUMBER:LUA17-000224PROJECTNAME:WSDOT1-405/SR167-DirectCo___________AreasExemptionPROJECTMANAGER:ClarkH.Close,SeniorPlannerAPPLICANT/CONTACT:LindaCooley/WSDOT/600108thAveNE,Suite400/Bellevue,WA98004PROJECTLOCATION:SR167/1-405InterchangePROJECTDESCRIPTION:Theapplicant,WashingtonStateDepartmentofTransportation(WSDOT)NorthwestRegion,isrequestingaCriticalAreasExemptiontoallowadditionaltemporarywetlandbufferimpactsforthe1-405/SR167Interchange-DirectConnectorProject(LUA15-000522).TheapplicantreceivedapprovalforaCriticalAreasPermitforthe1-405/SR167Interchange-DirectConnectorProjectonDecember4,2015.Thecriticalareasexemptionisnecessarytoallowtruckstoaccesstheexistinghaulroadfromthehillslopeexcavationareanearthenorthboundon-rampto1-405fromnorthboundSR167.Installationofthetemporaryaccesstoadwouldresultinanadditional5,321squatefeetofPantherCreekwetlandbufferimpact.Theareaiscurrentlydominatedbyblackberrieswithalderandbigleafmaplestrees.WSDOT’sDesign-BuildContractor,AtkinsonConstructionwouldextendthehaulroadalongtheeastsideofRollingHillsCreek.Thetemporarybufferimpactsareneededtoextendtheexistingquarryspallhaulroad.ThiswouldallowtruckstohaulfillmaterialandlargewoodydebrisfromtheTalbotHillslopeexcavationworkareadirectlytotheRollingHillsCreekchannelrestorationareaandtheSR167fillareas.Thetemporarilydisturbedareaswouldbere-vegetatedwithindigenousplantsappropriatetothesiteconditions.Followingtheadditionalroadworkandthenewchannelreconstruction,WSDOTisproposingthefollowingstepstorestorethewetlandbuffer:•Removalofanyhaulroadsurfacing(e.g.hogfuel)anddecompactionofhaulroadbyrippingto18”minimumdepth;•Proposedrestorationplantingareasnotimpactedbyconstructiontraffictobedecompactedto12”minimumdepth;•Proposedrestorationplantingareastoreceive4”finecompostamendmentincorporatedintodecompactedexistingsoilto10”depth.Asanalternative,12”depthCONCURRENCEDATE_________NAMEINITIAL/DATEt7JoC-UtLj_r.ct(zcfiinectorPojectCritical
