HomeMy WebLinkAboutCedar-Highland_Addendum_SOW_2018-0301Scope of Work C e d a r s A t T h e H i g h l a n d s C r i t i c a l A r e a s R e v i e w —A d d e n d u m 1 otak City of Renton Cedar At The Highlands Critical Areas Review—Addendum Otak Project No. 32847B Addendum Proposal for Professional Services March 1, 2018 The following scope of work and cost estimate was developed by Otak, Inc. (Otak) to provide the City of Renton (City) with additional services associated with the Cedar at the Highlands proposed project. Otak had previously prepared a review of the Revised Critical Areas Study – “Cedars at the Highlands” Parcel #45750-0106 (Study) dated October 3, 2017 and prepared by Sewall Wetland Consulting, Inc. (SWC) for proposed construction of a 14-lot plat with associated infrastructure. The proposed project is located on Parcel #145750- 0110, off 160th Avenue SE in the City of Renton. Otak also reviewed additional support documents, including a preliminary site plan for the proposed project and previously prepared wetland delineation for a parcel to the north of Parcel #145750-0110. Otak submitted the review of the Study, dated December 6 2017, to the City of Renton. The Otak review recommended additional wetland delineation and characterization work to be conducted on site, including modification of wetland rating scores and associated buffers. Further characterization of two watercourses occurring on the subject property was also recommended. A technical memorandum, dated January 31 2018, was submitted to the City by Soundview Consultants (SVC). The SVC memo presented information and interpretations that differed from site conditions observed by Otak and SWC wetland scientists. This limited scope includes a site visit/meeting to observe conditions on the subject property with the City, SVC, and SWC. Based on the site visit, Otak will prepare a brief memo summarizing the results of the visit and providing conclusions of on-site conditions. Scope of Work Task 1—Site Visit In tandem with the City, SVC, and SWC Otak biologists will participate in a site visit to observe and evaluate existing conditions on the site. Specifically, wetland delineations, wetland ratings, and buffer dimensions and conditions will be evaluated and discussed, potential project elements impacts will be examined, and functions provided by on-site and Scope of Work Continued C e d a r s A t T h e H i g h l a n d s C r i t i c a l A r e a s R e v i e w —A d d e n d u m 2 otak adjacent wetlands, streams, and buffers will be field characterized as a component of the meeting. Assumptions: • Two Otak biologists will attend the field meeting that will last up to two hours. If an additional site visit is required for any reason, Otak will prepare a scope amendment for the specific effort. • Project area wetlands will not be delineated under this scope of work. Task 2—Memorandum of Findings (Addendum) Based on the field site meeting, Otak staff will prepare a brief memorandum that summarizes results of the field meeting, as well as conclusions regarding site conditions and consistency of the proposed project and environmental support documentation provided by the applicant with the Renton Municipal Code. This Memorandum will be provided in pdf format for City use. Deliverables: • Memorandum of Findings (Addendum) Task 3—Project Coordination This task will include general project management, development of the project approach, a site meeting if necessary, and coordination with City staff. Schedule and Fees Our proposed fee summary is as follows: Task 1—Site Visit $700 Task 2—Memorandum of Findings (Addendum) $600 Task 3—Project Coordination $150 Direct Expenses $50 Proposed Fee Total $1,500 Scope of Work Continued C e d a r s A t T h e H i g h l a n d s C r i t i c a l A r e a s R e v i e w —A d d e n d u m 3 otak Otak proposes to complete the above Scope of Work for a time and materials amount of $1,500.00. In-house reimbursable expenses and any outsourced direct expenses (e.g., postage/deliveries, mileage, etc.) will be invoiced at cost plus 10% and are included in the contract amount. This is a not-to-exceed scope of work; we will not exceed this budget without prior approval from the City of Renton. If conditions are found to be different from those described above, Otak will notify the City of Renton immediately to discuss any impacts to the scope of work and budget We appreciate the opportunity to work with you.
