HomeMy WebLinkAboutOtak Scope_Cedar-Highland_Review_SOW_2017-1023Scope of Work C e d a r A t T h e H i g h l a n d s C r i t i c a l A r e a s R e v i e w 1 otak City of Renton Cedar At The Highlands Critical Areas Review Otak Project No. 32847B Proposal for Professional Services October 23, 2017 The following scope of work and cost estimate was developed by Otak, Inc. (Otak) to provide the City of Renton (City) with a review of the Revised Critical Areas Study – “Cedars at the Highlands” Parcel #45750-0106 dated October 3, 2017 and prepared by Sewall Wetland Consulting, Inc. for proposed construction of a 14-lot plat with associated infrastructure. The proposed project is located on Parcel #145750-0110, off 160th Avenue SE in the City of Renton. Additional support documents will also be reviewed, including a preliminary site plan for the proposed project and previously prepared wetland delineation for a parcel to the north of Parcel #145750-0110. This scope of work involves Otak completing the following tasks: 1) evaluate the accuracy of the boundary delineation and classification of wetlands, streams, and buffers on the site; 2) evaluate demonstration of compliance with the City of Renton Municipal Code (RMC) Critical Area Regulations (Title IV Chapter 3, 4-3-050) for the proposed activity; and 3) . This independent secondary review will be based on a site visit and on documents provided to Otak by the City. Our approach to this work is divided into four tasks: 1) background review, 2) site visit, 3) preparation of a Memorandum of Findings, and 4) project coordination. If additional tasks are required they will be included under a scope addendum. Scope of Work Task 1—Background Review Otak staff will review documents submitted by the City related to the proposed BMC building site and proposed project relative to pertinent sections of the RMC. This information includes the document entitled Revised Critical Areas Study – “Cedars at the Highlands” Parcel #45750-0106, prepared by Sewall Wetland Consulting, Inc, dated October 3, 2017; a wetland delineation plan sheet for the property to the north of Parcel #45750- 0106 dated November 8, 2012; and the plat plan prepared by D.R. Strong Consulting Engineers and dated March 31, 2017. The documentation will be analyzed to determine whether it meets the requirements of the RMC with regard to critical areas and critical area Scope of Work Continued C e d a r A t T h e H i g h l a n d s C r i t i c a l A r e a s R e v i e w 2 otak buffers, and will also examine potential discrepancies between or among the documents with respect to evaluation of wetland and streams. Assumptions: • Any new plans submitted by the applicant during Otak’s review will be forwarded to Otak by the City. Task 2—Site Visit Otak biologists will conduct a site visit to observe and evaluate existing conditions on the site. Specifically, the wetland delineation, wetland rating, and buffer dimensions and conditions will be evaluated for accuracy, potential project elements will be evaluated for impacts, and functions provided by on-site and adjacent wetlands, streams, and buffers will be characterized. Assumptions: • Two Otak biologists will conduct a site visit that will last up to one full day. If an additional site visit is required for any reason, Otak will prepare a scope amendment for the specific effort. • Project area wetlands will not be delineated under this scope of work. • If a modification to the wetland delineation is required, Otak will describe the area of concern in the Memorandum of Findings (see Task 3), which is covered under this scope. If requested by the City, Otak will then prepare a scope amendment for an additional site visit to confirm the new wetland edges, either with the project biologist or after the biologist has revised the delineation, if necessary. Task 3—Report Review and Memorandum of Findings Based on our review of the project documents and the City’s municipal code, Otak staff will prepare a memorandum that summarizes our findings regarding: whether the proposed project and its documentation are consistent with the RMC; an evaluation of existing wetland and wetland buffer functions and probable project-related wetland and buffer impacts, and an evaluation of mitigation sequencing to avoid, minimize, and/or mitigate for impacts to wetlands and wetland buffers. The memo will also examine potential discrepancies between or among the project documents with respect to evaluation of wetland and streams. If any modifications are required to the critical areas report or proposed plat plan, Otak will provide specific instructions on how the applicant should adequately revise the documents. Deliverables: • Final Memorandum of Findings Task 4—Project Coordination This task will include general project management, development of the project approach, a site meeting if necessary, and coordination with City staff. Assumptions: • This task includes one 2-hour meeting (plus travel time) attended by an Otak scientist. Schedule and Fees Our proposed fee summary is as follows: Task 1—Background Review $650 Task 2—Site Visit $2,000 Task 3—Report Review and Memorandum of Findings $1,600 Task 4—Project Coordination $600 Direct Expenses $100 Proposed Fee Total $4,950 Otak proposes to complete the above Scope of Work for a time and materials amount of $4,950.00. In-house reimbursable expenses and any outsourced direct expenses (e.g., postage/deliveries, mileage, etc.) will be invoiced at cost plus 10% and are included in the contract amount. This is a not-to-exceed scope of work; we will not exceed this budget without prior approval from the City of Renton. If conditions are found to be different from those described above, Otak will notify the City of Renton immediately to discuss any impacts to the scope of work and budget We appreciate the opportunity to work with you.
