Fire Station 15 Narrative September 2017
The City of Renton plans to construct a new neighborhood fire station at the southern portion of
the property and a new water reservoir at the northern portion. These two project site
development is coordinated and will share an access drive but they are separate projects and are
designed by different design teams and constructed by different contractors.
The projects will be executed in two phases. The initial phase will be the construction of the Fire
Station excluding the finish grading and paving of the west access drive, the rear apron, and
parking. The final grading and paving of these areas are included in the Reservoir project to allow
this portion of the site to serve as lay-down and assembly areas for the reservoir. Note that the
storm water systems for these areas will be constructed with in the initial phase.
The Conditional Use Application documents are separated by project with general reference to the
other project shown for coordination purposes. The information in the narrative below addresses
the Fire Station 15 project and its interface with the reservoir project. A second separate narrative is
provided for the reservoir project.

Zoning: The south portion is CN and the north portion is R6. Rezoning the site to
CN has been requested at the northern portion of the site which is
currently R-6.
Special site features The site is currently unimproved; and slopes gently upwards from the
southwest to northeast, varying in elevation from approximately 208 feet
to 226 feet. There are no unusual features or geologic conditions.
Statement soil type and drainage conditions
The site is underlain by recessional outwash over weather till soils. The
loose to medium dense recessional outwash will provide suitable bearing
for the proposed structure. Elastic settlement is expected during
construction due to new loads during construction. Site preparation
including compaction of existing soils and compacted structural fill are
recommended. Spread footing foundations are recommended.
Groundwater may be encountered but liquefaction is not a concern. The
site is considered Seismic Design Category D.
The Station Phase proposes approximately 8,730 SF of pollution
generating surfacing and will provide enhanced basic water quality
treatment. Storm drainage work will include the following:
1. On-site detention system for new and replaced pavement areas,
likely consisting of one underground detention facility with a flow
control structure.
2. On-site drainage structures (catch basins, area drains, trench drains,
etc.) and conveyance pipes.
3. On-site water quality facilities, including permeable pavement and a
storm filter catch basin system.
4. On-site OSM facilities, including a bioretention pond west of the
proposed building.
Proposed use A neighborhood fire station which will be in use at all times.
Access A new driveway will be provided at the west property line. This driveway
will provide joint access for both the fire station and the water reservoir. A
second driveway will be provided for fire truck exiting. The shared
driveway leading to both public and private parking for the fire station will
not be completed until the Reservoir project is completed as it will be used
for construction access drive for the Reservoir project.
Offsite improvements Offsite improvements consist or right-of-way development per City of
Renton standards.
Construction Contract Cost:
$3.5 million dollars
Quantities and type of fill/excavation
All fill placed at the site will be structural fill. Native soils at the top of the
site will be replaced with max. 8” lifts at 95% compaction.
Number, type and size of trees
Two existing trees will remain and require protection, the remaining 30 will
be removed due to poor condition or conflicts with site development. Tree
24 is an unknown species thought to be a Mulberry. It is located on site
and will be protected. Tree 32 is a Douglas Fir located offsite but
protection is recommended due to proximity to grading work.
Replacement trees will be planted in accordance with regulations.
Explanation of land to be dedicated to city: N/A
Job shack locations: The job shack for the Fire Station is proposed to be located near the street
and construction entrance at the east edge of the property. The second
will be located on the back half of the property, and accessed from a
second construction entrance along the west edge of the property, this
will be in place for approximately one year after occupancy of the station.
Modifications requested: A zoning change has been requested for CN on the full site. This would
replace the existing R-6 zoning at the northern portion of the site.
Other changes not expected to require a modification include reduction in
the landscape buffer at east edge is being requested to allow for a wider
access drive at the middle of the property, A second driveway for
apparatus, 36’ wide driveway for apron is requested. The Certificate of
Occupancy for fire station is requested to be allowed prior to full site
development. The Fire Station project proposes one ADA and one public
parking stall on site in accordance with codes. Private parking for
firefighters includes parking for 10 as determined by firefighters. As the
access drive and rear portion of the site will be developed with the
reservoir project, temporary on street ADA parking for one car is
requested, general public and fire fighters will use on street neighborhood
parking until completion of reservoir project. A temporary trash and
recycling service location will need to be designated.
