—IZñOPLANNINGDIVISIONRECEIVED06’19i2017ProjectNarrative—AMorganroth—TheCedarRiverleveesandfloodwallsarepartoftheCedarRiverSection205FloodHazardReductionProject(CedarRiver205Project)constructedincooperationwiththeUnitedStatesArmyCorpsofEngineers(USACE)withtheCityasthelocalsponsor.Theleveesarelocatedonthelower1.25milesoftheCedarRiverandextendfromWilliamsAvenueNorthtothemouthoftheCedarRiveratLakeWashington.TheCedarRiver205ProjectprotectsportionsofdowntownRenton,theBoeing737plant,andtheRentonAirportfromthe100-yearflood.TheCityisrequiredtomaintaintheCedarRiver205ProjectpertheprojectcooperationagreementwiththeUSACEthatbothpartiesenteredintopriortoconstruction.ThejointsealantsontheCedarRiverfloodwallshavesignificantlydeterioratedsincetheywereconstructedbetween1999and2000.RecentinspectionreportsbytheUSACEhaveraisedconcernaboutthedeteriorationofthejointsealantsandrequestedthattheCityaddressthisissue.Thejointsealantsproperlyprotectthewaterstopsthatinterlockwithadjacentwallsections.Thewaterstopsinsurethatfloodwaterfromtherivercannotseepthroughthewall.Assuch,replacingthejointsealantsonthefloodwallsiscriticaltopreservethestructuralintegrityofthefloodwallandensurethatitperformsitsfunctionoffloodprotection.Thus,primarily,thisrepairwouldenabletotheCitytoremaincompliantwiththetermsofitsagreementwiththeUSACEwhichobligatestheCitytoperformsuchperiodicmaintenance.MaintenanceisalsoneededtomaintaineligibilitytoreceiveFederalDisasterFundstorepairtheleveesifdamagedinafloodundertheUSACEPL84-99program.Secondarily,propermaintenanceisalsoaprerequisiteforcertifyingtheleveeswithFEMA.OnJuly10,2012USACEsentalettertotheCityindicatingthattheleveecertificationletterwouldexpireonAugust31,2013becausetheywouldnolongerbecertifyingleveesandwouldnotbeprovidingtheNationalFloodInsuranceProgramleveesystemevaluationtoFEMA.TheCedarRivet205ProjectleveesystemcertificationtoFEMAleveestandardsallowsforFEMAaccreditationoftheleveesystemasproviding100-yearleveloffloodprotection.AccreditationenablesthepropertiesprotectedbytheleveesystemtoremainmappedasprotectedareasinsteadofbeingmappedintheFEMA100-yearfloodplain,ensuringthattheprotectedpropertieswouldnotneedtoconformtofloodplaininsuranceanddevelopmentregulations.TetraTech,Inc.wascontractedbytheCityinDecember2015,toprovideallnecessaryengineeringconsultantservicesrequiredtorecertifytheCedarRiver205Projectleveesandfloodwalls.AleveecertificationreportisexpectedtobecompletedandsubmittedtoFEMAinFall2017.ReplacingthejointsealantsisneededsothatTetraTechwouldcertifytoFEMAbasedontheirengineeringcomputationsandjudgementthattheCedarRiverLeveesandFloodwallsprovidea100-yearlevelofprotectionTherefore,ashorelineexemptionpermitisrequestedforthisprojectunderthecategoryof“normalmaintenanceandrepairofexistingstructureordevelopment”.Thefollowingisadditionalinformationabouttheproposedwork:•AnticipatedDatesofwork:July-September2017.Sealantwillneedtobereplacedontopofthewallandboththelandandtheriverside.•Theworkwillconsistofhandtools.Noconstructionequipmentwillbeneeded.EXHIBIT2
