Determination of Non-Significance (DNS).
PART ONE: PROJECT DESCRIPTION / BACKGROUND
The planning process for the Civic Core Vision and Action Plan started in late 2016. Many
community workshops and events were held throughout the process with hundreds of participants.
The public process utilized a steering committee, stakeholder interviews, focus groups, community
workshops, community visioning, advisory committee, and an interactive map. The plan provides
many small actions that can be taken to fulfill the vision, but also has many big actions that
represent significant changes Downtown. None of these actions are being taken at this time. This is
a non-project action.
PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.
