PROJECT NAME: Illicit Discharge Code Amendments

DESCRIPTION: The City holds a Western Washington Phase II Municipal Stormwater Permit
(Permit) issued by the Washington State Department of Ecology. The Permit requires that the permittee adopt an
ordinance or regulatory mechanism to effectively prohibit illicit discharges into the City’s storm sewer system. RMC
4-6-030 regulates illicit stormwater discharges to the municipal separate storm sewer system to prevent
contamination of surface water, groundwater and watercourses. This section regarding illicit discharges needs to be
amended to meet the Permit requirements. The proposed draft code amendments update the definitions in RMC 4-
6-100 and clarify prohibited, allowable, and conditionally allowable discharges in RMC 4-6-030 to be consistent with
the current 2013-2018 Permit. The proposed draft code amendments also update definitions for consistency with the
Permit. Definitions for illicit connection, illicit discharge, and municipal separate storm sewer system are proposed to
be amended and the definition of stormwater is proposed to be added for consistency with the Permit definitions.
Finally, proposed amendments to RMC 4-6-030 section J. Discharge Prohibition include examples of illicit discharges,
definition of allowable discharges and definition of conditionally allowable discharges.
THE CITY OF RENTON ENVIRONMENTAL REVIEW COMMITTEE (ERC) HAS DETERMINED THAT THE PROPOSED ACTION
DOES NOT HAVE A SIGNIFICANT ADVERSE IMPACT ON THE ENVIRONMENT.

determination must be filed in writing on or before 5:00 p.m. on December 1, 2017, together with the required
fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057. Appeals to the Examiner
are governed by City of RMC 4-8-110 and information regarding the appeal process may be obtained from the
Renton City Clerk’s Office, (425) 430-6510.
IF THE ENVIRONMENTAL DETERMINATION IS APPEALED, A PUBLIC HEARING WILL BE SET AND ALL PARTIES NOTIFIED.
