The project is within the SE % of Section 29; Township 24 N; and Range 5 E WM of the Public Land Survey. Project Description: The project scope includes redevelop 3 parcels (3.8 acres combined) into 15 single family homes including related site improvements. The request also includes a request for six variances from the City of Newcastle's Public Works roadway standards and a variance for locating retaining walls and rockeries within building setbacks. This determination is based on review of the project file including the following documents: Project SEPA15-005 environmental checklist & site plans; Wetland and Stream Reconnaissance, Geotechnical Engineering Study, City of Newcastle zoning and critical areas ordinances, the Comprehensive Plan, the City of Newcastle 2015 Stormwater Management Program; 2013-2018 Western Washington Phase 11 Municipal Stormwater Permit requirements and other information on file with the lead agency. Determination of Non -Significance (DNS): Threshold Determination The responsible official of the lead agency finds that the above-described proposal does not have a probable adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.210.030. This finding is made pursuant to RCW 43.21C, NMC 14.05 and WAC 197-11 after reviewing a completed environmental checklist and other information on file with the lead agency. The responsible official finds this information reasonably sufficient to evaluate the environmental impact of this proposal. This information is available to the public on request. This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date of this determination (June 24, 2016). Comment Period Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. Comments must be submitted no later than 5:00 PM on July 8, 2016 to: Thara Johnson, Senior Planner, City of Newcastle, 12835 Newcastle Way Suite 200, Newcastle, WA 98056. Appeal Period Appeals must be in writing and received at Newcastle City Hall no later than 5:00 p.m. on July 22, 2016. You should be prepared to make specific factual objections.
