The prosect site is 75,275 square feet and located within the Residential Multi -Family RM -F) Zone. A Wellhead protection area is mapped on-site. No other critical areas are mapped on the project site. The existing trees are currently located within 5 separate planting strips abutting the condominium structures. The applicant is proposing to remove trees due to the damaged caused to the curbing and asphalt by the tree roots. The applicant is proposing to immediately replant with five 2 -inch caliper Zelkova or Beech Trees. The trees will be staked for stability and property irrigated. Both Zelkova trees and certain varieties of Beech trees can reach a very large mature size. Based on comments from city arborist, Terry Flatley, these species may not be appropriate replacements for the five Maple trees and may cause conflicts in the future. Therefore staff recommends as a condition of approval that the applicant replace the five Maple trees with small species trees chosen from the City of Renton Approved Tree List (Exhibit 4). EXPIRATION DATE: June 13, 2018 GENERAL REVIEW CRITERIA 4-4-130H5: YES 1. The land clearing and tree removal will not create or contribute to landslides, accelerated soil creep, settlement and subsidence or hazards associated with strong ground motion and soil liquefaction. YES 2. The land clearing and tree removal will not create or contribute to flooding, erosion, or increased turbidity, siltation or other form of pollution in a watercourse. Land clearing and tree removal will be conducted to maintain or provide visual screening and buffering between land uses of differing intensity and consistent with applicable landscaping and setback provisions of the Renton Municipal Code. YES 4. Land clearing and tree removal shall be conducted in a way so as to expose the smallest practical area of soil to erosion for the least possible time, consistent with an approved build -out schedule and including any necessary erosion control measures YES S. Land clearing and tree removal shall be consistent with subsection D2 of this Section, Restrictions for Critical Areas — General, and RMC 4-3-050 — Critical Areas Regulations. YES fi. Retained trees will not create or contribute to hazardous conditions as the result of blowdown, insect or pest infestation, disease, or other problems that may be created as a result of selectively removing trees and other vegetation from the lot. YES 7. Land clearing and tree removal shall be conducted to maximize the preservation of any tree(s) in good health that is an outstanding specimen because of its size, form, shape, age, color, rarity, or other distinction as a community landmark. DECISION: The Stone Court Tree Replacement Routine Vegetation Management Permit is Approved with Conditions*. *CONDITIONS OF APPROVAL: The applicant shall replace the five Maple trees with small species trees chosen from the City of Renton Approved Tree List (Exhibit 4). SIGNATURE & DATE OF DECISION: June 13, 2017 Date Appeals of permit Issuance must be filed in writing on or before 5:00 p.m. on June 27, 2017, together with the required fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton WA 98057. Appeals to the Examiner are governed by RMC 4-8-110 and more information regarding the appeal process may be obtained from the Renton City Clerk's Office, 425-430-6510. Reconsideration: Within 14 days of the decision date, any party may request that the decision be reopened by the approval body. The approval body may modify his decision if material evidence not readily discoverable prior to the original decision is found or if he finds there was misrepresentation of fact. After review of the reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will be no further extension of the appeal period. Any person wishing to take further action must file a formal appeal within the 14 -day appeal time frame. City of Renton Department of Community & Economic Development Routine Vegetation Management Permit Stone Court Tree Replacement [UA17-000297, RVMP, Expiration: The Routine Vegetation Management Permit shall be valid for one year from the date of issuance. An extension may be granted by the Planning Division for a period of one year upon application by the property owner or manager. Application for such an extension must be made at least thirty (30) days in advance of the expiration of the original permit and shall include a statement of justification for the extension. Narrative: This project starts at Stone court condominiums which is a commercial property. The plan is to remove five maple trees that have grown too large for the garden bed. These tree roots are causing damage to the curbing and asphalt. This damage is causing a tripping hazard to pedestrians. We will grind the maple tree stumps. We will remove all debris created from stump grinding. We will install fresh fertile soil in preparation for new planting. The five removed maple trees will be replaced with Five 2 -inch caliper Zelkova or Beech trees. The trees will be staked for stability and properly irrigated. Compare the waiver form with the submittal requirements list and check off the items that are waived in order to determine what is required. I can assist you with the site plan/tree removal plan and neighborhood detail map. For the project narrative, please describe why you are proposing removal and what you are proposing for replacement.
