HomeMy WebLinkAboutCedar River COW TUP Response August 25, 2017 Alex Morganroth, Associate Planner City of Renton Community & Economic Development 1055 South Grady Way Renton WA 98057-3232 RE: Verizon Proposed Cedar River Cell on Wheels (COW) at Bryant Motors Dear Alex, I am writing to respond to the letter received 8/15/17 regarding the Verizon Cedar River COW at Bryant Motors Temporary Use Permit Application. With regard to the items requested per the letter, attached are the following materials in response:  Cover Letter  Revised Drawings  Acoustical Report  RF Justification  NIER Report  Search Area Summary Description of Materials The attached plans have been revised to reflect the lowering of the Cell on Wheels (COW) mast and antennas heights from 45’ to 40’. The proposed temporary mobile generator is shown where the equipment The attached Acoustical Report indicates the proposal conforms to all applicable City Ordinances. The Noise Study considered the predictive noise levels produced from Verizon proposed antennas, electronic equipment cabinets, and the temporary mobile generator. The Report by SSA, was performed by an Independent 3rd Party provider that is very familiar with the proposed WTF equipment. The attached NIER Report indicates that the proposal complies with FCC guidelines. The Non-Ionizing Electromagnetic Exposure Report by Hatfield Dawson was also prepared by an Independent 3rd Party and Electrical Engineer. The Report considers the proposed Verizon antennas as far as the compliance of the proposed temporary facility with FCC. The attached RF Justification Letter was prepared by the assigned Verizon Radio Frequency (RF) Engineer for the area. The associated maps provide the technical design data for RF Engineering regarding the Verizon Wireless Network at the City core. The report includes: Map # 1 shows the existing and proposed site sin the City of Renton Core. Map # 2 shows the coverage/capacity from the existing sites in the City of Renton Core. Map # 3 shows the predicated model of coverage/capacity from the temporary use of the Cedar River COW. RECEIVED 08/29/2017 amorganroth PLANNING DIVISION Letter to City of Renton – Verizon Proposed COW at Bryant Motors 8/25/17 Page 2 RF Justification The issue is that although there is existing coverage in the Renton Core there is not adequate capacity to provide a level of service to meet current demands. As a result, Verizon has planned several permanent WTF sites in the area intended to meet and accommodate the demands for adequate wireless service. The proposed COW is a stop gap measure needed by Verizon to immediate augment the existing RF signal strength in the Renton core, needed while pursuing the proposed permanent WFT sites in the area to fill the hole as shown in the “Before COW” and “After COW” RF propagation maps. The proposed location of the COW considers many factors as to the existing and planned WTFs within the existing network. The selection of the subject COW location for temporary site meets the follow RF design considerations: 1. The need for proper location to existing and planned WTF sites needed to immediately fill the RF capacity hole without disruption to effectiveness of existing and planned sites . 2. The need for direct Line of Site (LOS) to the existing Central Renton site for the Microwave dish to achieve the required point to point LOS for the Verizon backhaul to/from the COW, into the Verizon Network switch. 3. The need for use of a City zoning district that will provide for adequate height of the COW/antennas regarding permitted uses with proper access for operation of such a facility. The proposed location is in the Commercial Arterial (CA) zone, has CA zoned properties on three sides, and is located on a vacant parcel with existing vegetative screening to buffer the proposed COW from adjacent (to North and NE) and nearby residential zones and residential uses. The proposed COW is located in an area with other structures of height such as mature trees to North and East, PSE wood poles adjacent to site, stadium lights and taller buildings to the South. Given the lowering of the proposed COW masts to 40’, the flush mounting of the antennas to the mast, and the possible elimination of all other equipment except the Mw dish on the mast, Verizon believes the proposed COW will be adequately screened at the base and blend in with other existing vertical structures in the area.
