Project Narrative
The proposed project involves developing three single family residential lots with three new
single family homes in the Lower Kennydale area of Renton. Two of the existing tax lots are
vacant, while the third is currently improved with a home and detached garage. The garage
currently obtains vehicular access via North 33rd Place. The existing home and detached garage
are proposed to be removed to make way for a new home on the lot. The applicant is seeking to
obtain a modification from Renton Municipal Code section 4-7-150E.5, which states “alley access
is the preferred street pattern for all new residential development except in the Residential Low
Density land use designation (RC, R-1, and R-4 zones). All new residential development in an area
that has existing alleys shall utilize alley access. New residential development in areas without
existing alleys shall utilize alley access for interior lots.” The applicant would like to demonstrate
to the city that they meet the second part of the code which states “If the developer or property
owner demonstrates that alley access is not practical, the use of alleys may not be required.” The
applicant believes that alley access is not practical for this project, and would like to be able to
provide vehicular access to these lots via North 33rd Pl.
