Leslie A. Betlach City of Renton – Fawcett Property Scope of Work Parks Planning and Natural Resources Director Hansen Surveying is pleased to provide this Scope of Services and Fee Proposal for the Lot Line Adjustment (LLA) at the Lake Washington/Fawcett property on Lake Washington Boulevard. The purpose of said LLA is for the City to acquire a parcel of land to expand the park along May Creek for the benefit of the City and for public use. The park north of May creek is presently called the May Creek Trail and is used by the public as a nature path along the creek. The Fawcett property, which is south of May Creek, is currently not in use and consists of a variety of trees and blackberry bushes. The parcels of land to be included in the LLA are as follows: City of Renton: Parcel No. 3224059109 Address: 4260 Lake Washington Blvd North, Renton, Washington 98059 Legal descritption: Lot A, City of Renton Short Plat LUS-11-037-SHPL recorded under Recording Number 20110726900006. Fawcett Property: Parcel No. 3224059081 & Parcel No. 3224059043 (Lot “B”) Address: 4200 Lake Washington Blvd North, Renton, Washington 98059 Legal Description: Parcel 322405-9081 Lot 1 City of Renton Lot Line Adjustment Number LUA-05-069-LLA recorded under Recording Number 20051012900009, said Lot Line Adjustment being a portion of Government Lot 1, Section 32, Township 24 North, Range 5 East, W.M., in King County, Washington. Parcel 3224059043 Lot B of May Creek Short Plat, City of Renton Short Plat No. LUA-11-037-SHPL, recorded in the Real Property Records of King County Washington under Recording No. 20110726900006, situate in the County of King, State of Washington. Said properties are located on the West side of I-405 just South of the I-405 and Lake Washington Boulevard interchange with May Creek flowing between said parcels. The said properties are currently configured as follows: The desired configuration of said parcels is as follows: UNDERSTANDING THE PROJECT: The desired acquisition by the City will be approximately 5.2 acres for the expansion of the May Creek Trails. The desire for the Fawcett’s is to maintain a reconfigured property in the southeast corner being Lot B (green shaded lot in the above photo) and to acquire the reconfigured lot in the southwest corner (yellow shaded lot in the above photo) of the site along Lake Washington Blvd. The Fawcett’s desire is to build a home on said lot. The area of the lot is not to exceed 13,999 square feet. All the desires of the City and the Fawcetts will be accomplished by providing survey services in the manner of a Lot Line Adjustment performed by Hansen Surveying & consulting. The following anticipated survey services associated with the project are as follows: a. Attend meetings relative to the project for desired scope of land acquisition, topoghraphy, tree retention, boundary issues and for a means of clear communication between parties. b. Verify property boundaries and coordinate our existing survey for the Fawcett property with the David Evans Associates survey for the city parcel north of May Creek. c. Perform the additional topographical survey discussed in the meetings (per item a. above) to verify topography shown on existing survey of the Fawcett property along Lake Washington Boulevard and locate existing well and trees to be saved on said Fawcett property. In addition to the topography, we will set new property corners created by the Lot Line Adjustment. The new corners will consist of a 24” rebar with plastic cap and white lot board and long lath for good visibility. d. Draft maps of said additional topography, water well and trees. The topography maps will be a merger of an existing map that was created previously by Hansen Surveying in 2006. The additional topography will be of the east shoulder of Lake Washington Blvd and slopes adjacent thereto. It will also include the new driveway area to the new proposed Fawcett lot created by the Lot line Adjustment. e. Create Lot Line Adjustment maps that correspond with the intentions shown in the pictures above. The Hansen Surveying & Consulting P.L.S. will perform associated calculations to create said lots. In addition to creating the lots, any easements which need to be created will also be done at this time. f. Hansen Surveying & Consulting will provide items necessary for the presubmittal packet to submit to the city which will include the Maps, Lot calculations and density reports ect. g. Hansen Surveying & Consulting will provide the Submittal fee for the Lot Line Adjustment to the City of Renton as discussed in a previous meeting. The amount will be provided in the cost summary below. h. Hansen Surveying & Consulting will address any and all redlines and/or comments received from the City on submitted Lot Line Adjustment maps and will resubmit them back to the City. i. After Hansen Surveying & Consulting (HSC) gets the final approval of said Lot Line Adjustment Maps by the City, HSC will have a final review performed by our licensed surveyor. Upon the completion of the said review, HSC will submit the maps for recording.
