PROJECT NARRATIVE
Project name, size and location of site:
The Matveyev Short Plat is located on the east side of Park Avenue N,
south of N. 39h Pl. and north of N. 38th St.; Tax Parcel 334270‐0510. The
site’s address is 3810 Park Ave N, Renton WA 98056. The total area of
the site is 21,067 sq. ft. (0.47‐Acres). This project is being developed as a
Short Plat.
Land use permits required for proposed project:
Short Plat approval. Construction permit for frontage improvements
and construct the proposed shared driveway tract. The appropriate
permit will be obtained for removing the existing house and final short
plat.
Zoning description of the site and adjacent properties:
The current zoning of the property is R‐6. Properties to the north and
south and west are all zoned R‐6.
Current use of the site and any existing improvements:
Currently, there is a single‐family home and garage on the site.
Special site features (i.e., wetlands, water bodies, steep slopes):
The site slopes north at about 8%. According to the Preliminary
Per Geotech Report, there were no landslide areas onsite or within
direct proximity of the site.
Statement addressing soil type and drainage conditions:
According to the Preliminary Geotechnical Engineering Report by Earth
Solutions NW, LLC, the site is underlain with silty sand and sandy silt. The
report stated that infiltration is not feasible; therefore, basic dispersion
BMP’s and onsite storm system will be utilized for the drainage control.
Proposed use of the property and scope of the proposed development:
2‐lot single‐family residential development is proposed for the site.

For plats indicate the proposed number, net density, and range of sizes of the
new lots:
Two lots, with lot sizes approximately 7,947 sq feet and 10,047 sq ft
with a density of 4.84 units per acre.
Access:
Both lots will be accessed from Park Avenue N by a shared driveway
tract.
Proposed off‐site improvements (i.e., installation of sidewalks, fire hydrants,
sewer main, etc.):
Curb, gutter, sidewalk and landscaping along the property frontage is
required. No water/sewer main extensions are required.
Total estimated construction cost and estimated fair market value of the
proposed project:
Construction costs of approximately $30,000. The finished net value is
expected to be about $500,000 ±.
Estimated quantities and type of materials involved if any fill or excavation is
proposed:
Grading will be required for frontage improvements. Approximately
100 cu.yds. of excavation/fill will be required.
Number, type and size of any trees to be removed:
There are 12 significant trees on the site. Four (4) of the trees are non‐
viable (dangerous) per the Arborist’s Report. One (1) tree is in the
proposed public right‐of‐way/frontage improvements, 2 are in the
proposed shared driveway tract, leaving a total of 5 trees. Three (3) of
the 5 trees are proposed to be removed; 14” Plum, 15”
Common Hawthorn and 14” Birch. Two (2) trees will be retained; 2
Cedar trees (10” each).
The Arborist Report was prepared before the site plan design was
completed. The report was to establish the species, size and health of
trees.
Explanation of any land to be dedicated to the City:
The project is required to dedicate 6.5 ft of Right‐of‐Way along Park
Ave. N.
Any proposed job shacks, sales trailers, and/or model homes:
No job shacks, sales trailers or model homes are anticipated for this
project.
Any proposed modifications being requested:
A street modification request is included in this project for reduction of
regular neighborhood collector requirements.
Distance in feet from the wetland or stream to the nearest area of work:
There are no wetlands or streams near the site.
