PROJECT NARRATIVE - MOORMAN SHORT PLAT July 24, 2017
The Moorman Short Plat is a 3-lot, 0.52 acre development at 2004 Shattuck Avenue
South. The property is located to the southwest of the I-405/Talbot Road intersection in
the Talbot Neighborhood. The zoning of the property and the surrounding properties is
R-8 which allows up to 8 homes per acre. The net density is 6.67 homes per acre. This
application is for approval of a preliminary short plat.
The lots are accessed by way of a private access tract which will also include utilities and
stormwater facilities. To the north of this access tract is an 8 foot wide landscape tract
per current City requirements. The westerly 6.5 feet of the parcel will be dedicated to the
City to allow frontage improvements to be installed along Shattuck Avenue South. The
frontage improvements will include curb/gutter, an 8’wide planter strip, and a 5’ wide
detached sidewalk.
The remaining site area is divided into three lots which meet the lot size and lot width
requirements of the R-8 zone. The lot size for Lot 1 is 5486 sf, Lot 2 is 5088 sf, and Lot
3 is 8138 sf. Lot 1 will allow the home to face toward the access tract while the easterly
two homes will face toward Shattuck Avenue South to create an attractive streetscape for
the neighborhood. The future homes will be very compatible with the existing
neighborhood and will be required to meet the design guidelines for single family
detached homes.
It is anticipated that the construction cost for the short plat will be approximately
$150,000 and the estimated fair market value will be $450,000. The plat will not involve
a significant amount of grading since the site is gently sloping to the west. Soils consist
of loose to medium dense sandy and clayey silt and fine sandy silt overlying loose to very
dense sandy silt and sandy silt with varying amounts of gravel. The one existing house
and two fruit trees will be removed during plat construction. There are no sensitive areas
on the site.
