HomeMy WebLinkAboutProject NarrativeProject Narrative The property owner(s) of 12420 SE Petrovitsky Road has been aggravated by a stormwater outlet pipe discharging onto its backyard, from a stormwater detention vault. The vault was originally constructed by the Do Property Development, and then acquired by King County before being annexed by the City of Renton. The constant discharge during the wet season renders a large portion of the backyard soggy and unusable. The City of Renton has received multiple complaints from the previous property owner (Mr. Meritt) and the current owner (Mr. Akinfolarin), and has committed to helping the residents alleviate this problem. The previous property owner (Mr. Meritt) agreed to grant the City a 15-ft easement from the north side of his property, so that the City can construction a drainage improvement solution to the property flooding problem. The City’s proposed solution is to construct a ditch to properly convey the stormwater runoff across the property to a roadside ditch (along the east side of the private driveway to the neighbor to 17409 126th Ave SE), and eventually into a pond/wetland system. The ditch would maintain the natural drainage pattern in this area, whereby surface runoff should flow northeast into the wetland system. There is no adequate cover for a piped system. The attached vicinity map shows the property, easement, proposed ditch, and the wetland. The wetland appears to be a large system traversed by the private driveway (126th Ave SE). All runoff that collects into the wetland on the east side of the driveway, eventually drains to the western portion of the wetland through a 12-inch culvert underneath the driveway. The City is currently in negotiation with the owner of 17409 126th Ave SE to obtain an access easement in order to maintain the ditch and culvert. Whereas there would be no construction activity in the wetland itself (and as such the project area in the wetland was designated as zero on the master application), the construction of the ditch is believed to take place in the wetland buffer, which is why this critical area exemption is being requested. The project is classified as a “modification of existing regional stormwater facility”, which is an exempt activity in the wetland buffer. This project falls under this category because it is modifying the way stormwater is drained from a regional facility, and concentrating it in a ditch rather than letting it spread over the backyard of a private property. The following is additional information about the proposed work: · Anticipated Dates of work: August or September 2017. Construction should take no more than 2 days · City of Renton maintenance staff will perform the work · Some brush in the path of the ditch will need to be cleared · Maximum excavation depth is 1.2 ft · There are no other permits required · No anticipated removal of trees.
