CityofRentonDepartmentofCommunity&EconomicDevelopmentShorelineManagementPermitBoeingLiftStation,GateEntrance,andFuelSpillImprovementsLUA17-000175,SM,ECFDATEOFPERMIT:August1,2017Page3of124.ApronAislocatedonthewestbankoftheCedarRiver,andbothApronDandBuilding4-42arelocatedontheeastbankoftheCedarRiver.AllprojectareasarewithinReachAanddesignatedShorelineHighIntensity.5.TheD-50securitygateentranceislocatedonApronAoftheRentonMunicipalAirport.Thevariousimprovementswillenhancesecurityandimprovevehicularandpedestrianmovementattheentrance.Newfencing,pavementandcurbing,andconcretebollardswillbeinstalled,andtwoexistinglightsontheguardhousewillberelocatedtobetterilluminatethepedestrianandvehiclemovementarea.Totalareaofimpervioussurfacedisturbancewillbeapproximately1,900SF.6.ThesewerliftstationproposedforreplacementislocatednearBuilding4-42ontheBoeingplantsite.Theexistingliftstationandassociatedinfrastructurewillberemovedandreplacedwithanewsewagevault,twosubmersiblesewagepumps,a48”diametermanholeandtheassociatedcontrolsandpiping.Totalareaofimpervioussurfacedisturbancewillbeapproximately3,280SF.7.ThefuelspillcontainmentsystemwillbeinstalledonApronDattheBoeingplantsite.Thesystemwouldonlybeactivatedinthecaseofafuelspilleventandincludestheinstallationoftwo5,000galloncapacitytanksandtheassociatedpiping.Totalareaofimpervioussurfacedisturbancewillbeapproximately1,590SF.8.Thesiteislocatedinaseismichazardarea-noothercriticalareasexistonsite.9.PursuanttotheCityofRentonsEnvironmentalOrdinanceandSEPA(RCW43.21C,1971asamended),onJuly10,2017theEnvironmentalReviewCommittee(ERC)issuedaDeterminationofNon-Significance-Mitigated(DNS-M)fortheBoeingLiftStation,GateEntrance,andFuelSpillproject.TheDNS-Mincludedtwo(2)mitigationmeasures.A14-dayappealperiodcommencedonJuly14,2017andendedonJuly28,2017.Noappealsofthethresholddeterminationhavebeenfiled.10.Basedonananalysisofprobableimpactsfromtheproposal,theEnvironmentalReviewCommitteeissuedthefollowingmitigationmeasureswiththeDNS-M:i.IfanyNativeAmericangrave(s)orarchaeological/culturalresources(Indianartifacts)arefoundallconstructionactivityshallstopinaccordancewithRCW27.53.060and27.44.020,andtheowner/developershallimmediatelynotifytheCityofRentonplanningdepartment,concernedTribes’culturalcommittees,andtheWashingtonStateDepartmentofArcheologyandHistoricPreservation.ii.TheapplicantshallsubmitanarchaeologicalmonitoringandinadvertentdiscoveryplantotheDepartmentofArchaeologyandHistoricPreservationandanyinterestedTribesforreviewpriortothestartofanygrounddisturbing CityofRentonDeportmentofCommunity&EconomicDevelopmentShorelineMonogementPermitBoeingLiftStation,GateEntrance,andFuelSpillImprovementsLUA7-000175,SM,ECFDATEOFPERMIT:August1,2017Page4of12activities.DocumentationofthesubmittalshallbeprovidedtotheCityofRentonpriortotheissuanceofbuildingorconstructionpermits.11.Representativesfromvariouscitydepartmentshavereviewedtheapplicationmaterialstoidentifyandaddressissuesraisedbytheproposeddevelopment.Thesecommentsarecontainedintheofficialfile,andtheessenceofthecommentshavebeenincorporatedintotheappropriatesectionsofthisreportandtheDepartmentalRecommendationattheendofthisreport.12.LocalUtilitiesandIndustrialUsesarepermittedoutrightinTable4-3-090E1ShorelineUseTable.13.TheproposedimprovementsdonotcreateimpactsthatresultinalossofecologicalfunctionandhelpsupporttheexistingeconomicactivitieslocatedintheShorelineJurisdiction.Therefore,theproposaliscompliantwiththefollowingShorelineElementComprehensivePlanPolicies:SHOREUNEMASTERPROGRAMCRITERA:‘fA.COMPREHENSIVEPLANCOMPLIANCEANDCONSISTENCY,SHORELINEELEMENT:ThesiteislocatedintheShorelineHigh-IntensityOverlayDistrict.TheobjectiveoftheHighIntensityOverlayistoprovideopportunitiesforlarge-scaleofficeandcommercialemploymentcentersaswellasmulti-familyresidentialuseandpublicservices.Thisdistrictprovidesopportunitiesforwater-dependentandwater-orienteduseswhileprotectingexistingecologicalfunctionsandrestoringecologicalfunctionsinareasthathavebeenpreviouslydegraded.Developmentmayalsoprovideforpublicuseand/orcommunityuse,especiallyaccesstoandalongthewater’sedge.TheproposaliscompliantwiththefollowingShorelinepolicies:PolicySH-14.Shorelineuseanddevelopmentshouldbecarriedoutinamannerthatpreventsormitigatesadverseimpactssothattheresultingecologicalconditiondoesnotbecomeworsethanthecurrentcondition.Thismeansensuringnonetlossofecologicalfunctionsandprocessesinalldevelopmentanduse.Permittedusesshouldbedesignedandconductedtominimize,insofaraspractical,anyresultantdamagetotheecologyandenvironment(RCW90.58.020).Shorelineecologicalfunctionsthatshouldbeprotectedinclude,butarenotlimitedto,fishandwildlifehabitat,foodchainsupport,andwatertemperaturemaintenance.Shorelineprocessesthatshallbeprotectedinclude,butarenotlimitedto,waterflow;littoraldrift;erosionandaccretion;infiltration;groundwaterrechargeanddischarge;sedimentdelivery,transport,andstorage;largewoodydebrisrecruitment;organicmatterinput;nutrientandpathogenremoval;andstreamchannelformation/maintenance. CityofRentonDepartmentofCommunity&EconomicDevelopmentShorelineManagementPermitBoeingLiftStation,GateEntrance,andFuelSpillImprovementsLUA7-000175,SM,ECFDATEOFPERMIT:August1,2017Page5of12ObjectiveSH-E.Existingeconomicusesandactivitiesontheshorelinesshouldbevrecognizedandeconomicusesoractivitiesthatarewater-orientedshouldbeencouragedandsupported.PolicySH-18.Alleconomicactivitiesontheshorelineshallprovidefornonetlossof,‘ecologicalfunctionsduringconstructionandoperation.B.DEVELOPMENTSTANDARDS:ThesubjectsiteisclassifiedasShorelineHighIntensityontheCityofRentonShorelineOverlayMap.Thefollowingdevelopmentstandardsareapplicabletotheproposal:1.NoNetLossRequiredShorelineuseanddevelopmentshallbecarriedoutinamannerthatpreventsormitigatesadverseimpactstoensurenonetlossofecologicalfunctionsandprocessesinalldevelopmentanduse.Permittedusesaredesignedandconductedtominimize,insofaraspractical,anyresultantdamagetotheecologyandenvironment(RCW90.58.020).Shorelineecologicalfunctionsthatshallbeprotectedinclude,butarenotlimitedto,fishandwildlifehabitat,foodchainsupport,andwatertemperaturemaintenance.Shorelineprocessesthatshallbeprotectedinclude,butarenotlimitedto,waterflow;erosionandaccretion;infiltration;groundwaterrechargeanddischarge;sedimentdelivery,transport,andstorage;largewoodydebrisrecruitment;organicmatterinput;nutrientandpathogenremoval;andstreamchannelformation/maintenance.StaffComment:TheprovidedStandardStreamStudyNarrativeandHabitatDataReport,preparedbyAMECFosterWheeler,datedMarch2017,concludedthattheprojectwillresultinnonetlossofecologicalfunctionsintheriparianzoneoftheLCR________adjacenttoand100feetupstreamanddownstreamoftheprojectsite.2.ViewObstructionandVisualQualityViewCorridorsRequired:Wherecommercial,industrial,multipleuse,multi-familyand/ormulti-lotdevelopmentsareproposed,primarystructuresshallprovideforviewcorridorsbetweenbuildingswhereviewsoftheshorelineareavailablefrompublicright-of-wayortrails.N/AStaffComment:Theproposedimprovementsarenotstructuralinnatureandareprimarilylocatedunderground.Furthermore,acityparkislocatedbetweentheBoeingpropertyandtheOHWMoftheCedarRiver.Thisparkprovidespublicaccessandviewstotheriver.N’AMinimumSetbacksforCommercialDevelopmentAdjacenttoResidentialorParkUses:Allneworexpandedcommercialdevelopmentadjacenttoresidentialuseand CityofRentonDepartmentofCommunity&EconomicDevelopmentShorelineManagementPermitBoeingLiftStation,GateEntrance,andFuelSpillImprovementsLUA7-000175,SM,ECFDATEOFPERMIT:August1,2017Page6of12publicparksshallprovidefifteenfeet(15’)setbacksfromadjacentpropertiestoattenuateproximityimpactssuchasnoise,lightandglare,andmayaddressscaleandaestheticimpacts.Fencingorlandscapeareasmayberequitedtoprovideavisualscreen.LightingRequirements:Displayandotherexteriorlightingshallbedesignedandoperatedsoastopreventglare,toavoidilluminatingnearbypropertiesusedfornoncommercialpurposes,andtopreventhazardsforpublictraffic.Methodsofcontrollingspilloverlightinclude,butarenotlimitedto,limitsontheheightoflightstructure,limitsonlightlevelsoffixtures,lightshields,andscreening.StaffComment:TheapplicanthasproposedtherelocationoftwolightsontheguardshackaspartoftheGateD-50improvement.Thelightswillberelocatedtopositionsunderthenewawningsoneachsideoftheguardshack.ThechangeindistancebetweenthelightsandtheOHWMwillbenegligible.Theguardhouseislocatedapproximately150feetuplandfromthewestbankoftheCedarRiver.Theproposedlighting,locatedapproximately7feetabovegrade,wouldbedirecteddownwardandawayfromtheriver.Accordingtothestudy,therelocationofthetwolightswouldnotresultinlightimpingementontheadjacentlowerCedarRiver.ReflectedLightstoBeLimited:Buildingsurfacesonoradjacenttothewatershallemploymaterialsthatlimitreflectedlight.StaffComment:Nonewstructuresareproposedasapartoftheproject.IntegrationandScreeningofMechanicalEquipment:Buildingmechanicalequipmentshallbeincorporatedintobuildingarchitecturalfeatures,suchaspitchedroofs,tothemaximumextentfeasible.Wheremechanicalequipmentcannotbeincorporatedinto‘I,architecturalfeatures,avisualscreenshallbeprovidedconsistentwithbuildingexteriormaterialsthatobstructsviewsofsuchequipment.StaffComment:Nonewmechanicalequipmentisproposedtobeplacedontheroofoftheguardhousebuilding.VisualProminenceofFreestandingStructurestoBeMinimized:Facilitiesnotincorporatedintobuildingsincludingfences,piers,poles,wires,lights,andotherfreestandingstructuresshallbedesignedtominimizevisualprominence.StaffComment:Thenewseven(7)foottallchain-linkfencingwithbarbedwire,trafficbollards,andjerseybarriersproposedforinstallationneartheguardhouseonApronAaresimilarinmaterial,scale,andcharactertoexistinginfrastructureontheAirportpropertyandisconsistentwiththevisualappearanceofmaterialsusedinconjunctionwithanindustrial,transporation-orienteduse.MaximumStairandWalkwayWidth:Stairsandwalkwayslocatedwithinshorelinevegetatedbuffersshallnotexceedfourfeet(4’)inwidth;provided,thatwhereADAN/A CityofRentonDepartmentofCommunity&EconomicDevelopmentShorelineMonagementPermitBoeingLiftStation,GateEntrance,andFuelSpillImprovementsLUA17-000175,SM,ECFDATEOFPERMIT:August1,2017Page7of12requirementsapply,suchfacilitiesmaybeincreasedtosixfeet(6’)inwidth.Stairwaysshallconformtotheexistingtopographytotheextentfeasible.3.CommunityDisturbances:-Noise,odors,nightlighting,waterandlandtraffic,andotherstructuresandactivitiesshallbeconsideredinthedesignplansandtheirimpactsavoidedormitigated.4.PublicAccessPhysicalorvisualaccesstoshorelinesshallbeincorporatedinallnewdevelopmentwhenthedevelopmentwouldeithergenerateademandforoneormoreformsofsuchaccess,wouldimpairexistinglegalaccessopportunitiesorrights,orisrequiredtomeetthespecificpoliciesandregulationsoftheShorelineMasterProgram.CedarRiverA:PublicphysicalaccessfromatrailparalleltothewatershouldbeprovidediftheRentonMunicipalAirportredevelopsinthefuture,balancedwithgoalsofecologicalrestoration.StaffComment:Publicaccesstotheshorelinewouldnotbechangedasaresultoftheprojects.5.BuildingandDevelopmentLocation—ShorelineOrientationShorelinedevelopmentsshalllocatethewater-dependent,water-related,andwater-enjoymentportionsoftheirdevelopmentsalongtheshoreline.Developmentanduseshallbedesignedinamannerthatdirectslandalterationtotheleastsensitiveportionsofthesitetomaximizevegetationconservation;minimizeimpervioussurfacesandrunoff;protectriparian,nearshoreandwetlandhabitats;protectwildlifeandhabitats;protectarchaeological,historicandculturalresources;andpreserveaestheticvalues.LocationofDevelopment:Developmentanduseshallbedesignedinamannerthatdirectslandalterationtotheleastsensitiveportionsofthesite.StaffComment:Allworkisproposedindevelopedareascomprisedof100percentimpervioussurfacesandalldevelopmentisproposedoutsideofthe100ft.shorelinebuffet,withtheexeptionofthe0-50securitygateentranceimprovementswhichislocated70ft.fromtheOHWM.Assuch,thelocationsidentifiedarelesssensitivethannon-developedareas.Approximately6,770SFoflanddisturbancewouldberequiredforthedevelopment.Alllanddisturbancewouldoccurwithinfullyimpervious,developedareasofthesite.MinimizationofSiteAlteration:Developmentshallminimizesitealterationinsiteswithsubstantialunalterednaturalfeaturesbyapplyingthefollowingcriteria:V CityofRentonDepartmentafCommunity&EconomicDevelopmentShorelineManagementPermitBoeingLiftStation,GateEntrance,andFuelSpillImprovementsLUA7-000175,SM,ECFDATEOFPERMIT:August1,2017Page8of12(a)Vehicleandpedestriancirculationsystemsshallbedesignedtolimitclearing,grading,andalterationoftopographyandnaturalfeatures.(b)Impervioussurfacingforparkinglot/spaceareasshallbelimitedthroughtheuseofunder-buildingparkingorpermeablesurfaceswherefeasible.(c)Utilitiesshallshareroadwayanddrivewaycorridorsandrights-of-waywhereverfeasible.(d)Developmentshallbelocatedanddesignedtoavoidtheneedforstructuralshorelinestabilizationoverthelifeofthedevelopment.Exceptionsmaybemadeforthelimitedinstanceswherestabilizationisnecessarytoprotectalloweduses,particularlywater-dependentuses,wherenoalternativelocationsareavailableandnonetlossofecologicalfunctionswillresult.StaffComment:TheproposedvehicleandpedestrianimprovementsattheD-50securityentrancewillrequireminimalgrading.Inaddition,theproposedimprovementswillnotalterexistingnaturalfeaturesastheworkareaislocatedinafullydevelopedareawith100%existingimpervioussurface.Thetotalareaofimpervioussurfacewillnotchangeasaresultoftheproposedimprovements.LocationforAccessoryDevelopment:Accessorydevelopmentorusethatdoesnotrequireashorelinelocationshallbelocatedoutsideofshorelinejurisdictionunlesssuchdevelopmentisrequiredtoserveapprovedwater-orientedusesand/ordevelopmentsorunlessotherwiseallowedinaHighIntensitydesignation.Whensitedwithinshorelinejurisdiction,usesand/ordevelopmentssuchasparking,servicebuildingsorareas,accessroads,utilities,signsandstorageofmaterialsshallbelocatedinlandawayfromtheland/waterinterfaceandlandwardofwater-orienteddevelopmentsand/orotherapprovedusesunlessalocationclosertothewaterisreasonablynecessary.NavigationandRecreationtoBePreserved:Shorelineusesshallnotdepriveother,‘usesofreasonableaccesstonavigablewaters.Existingwater-relatedrecreationshallbepreserved.6.StandardsforDensity,Setbacks,andHeightSetbacksandbuffersfromtheOHWM:Fornon-waterorientedusesa100footsetbackisrequiredfromtheOHWM.VStaffComment:TheexistingguardhouseislocatedmorethanlOOft.fromtheOHWM.Nootherstructuresareproposedaspartoftheproject.VVegetationConservationBuffer:100feet.
