HomeMy WebLinkAboutShorelineNarrative Talbot – PACCAR 115 kV Transmission Line Reconductor Project Narrative Shoreline Exemption Project name, size, and location of site PSE Talbot-PACCAR 115 kV Transmission Line Work within the shoreline environment is located within the City’s Cedar River Park at 1715 Maple Valley Hwy (parcel #s 1723059013 and 1723059015). Brief description of proposed work Puget Sound Energy (PSE) is proposing repair and maintenance activities on approximately 1.5 miles of existing 115 kV transmission line within the City of Renton. This will include selective wood pole replacement and pole reframing, as well as replacement of the existing conductor. The existing transmission corridor crosses through the Cedar River shoreline environment (200 feet from the ordinary high water mark (OHWM)). Work proposed within 200 feet of the OHWM associated with the transmission project includes the replacement of 3 existing wood poles and the 115 kV conductor that crosses over the Cedar River. Basis for exemption request The basis for the exemption request is that PSE will be performing repair and maintenance work within 200 feet of the Cedar River OHWM. This work fall under RMC 4-9-190C(3): Maintenance and Repair: Normal maintenance or repair of existing structures or developments, including damage by accident, fire or elements. Replacement is the normal method of repair for transmission line infrastructure, including poles and conductor. Anticipated dates of work September – October 2018 Other permits required for proposed project None within shoreline. Critical Areas exemption elsewhere along corridor. Total estimated construction cost and estimated fair market value of the proposed project $375,000 (within shoreline jurisdiction) Estimated quantities and type of materials involved if any fill or excavation is proposed Net excavation will be minimal. Pole holes will be augered or excavated with a vac truck. Estimated excavation for 3 poles will be approximately 40 cubic yards per pole (120 cubic yards). Excavated soil will be used to backfill holes where existing poles are removed. Number, type and size of any trees to be removed No tree removal is proposed. Distance from closest area of work to the Ordinary High Water Mark of the shoreline The closest pole to be replaced is approximately 70 feet from the OHWM. Nature of existing shoreline (e.g. high bank, naturalize, rip rap, bulkhead, etc.) See Field Investigation discussion on Page 2 of project Stream Study. If the proposed project exceeds a height of 35-feet above the average grade level, discuss the approximate location of and number of residential units, existing and potential, that will have an obstructed view No residential units or other regulated structures are included with this project.
