SUBJECT: Shoreline Substantial Development Permit for I-405, Renton to Bellevue Project,
Stage 1
File No. LUA17-000808, SM, CAR, SMV
Dear Sir or Madam:
Enclosed is the Shoreline Substantial Development Permit (SSDP) for the above referenced
project. The permit was issued by the City of Renton on May 9, 2018. WSDOT (SEPA lead
agency), issued a Determination of Non-significance (DNS) and Adoption of Existing
Environmental Document for the I-405 Corridor Program in March 2006. WSDOT is in the
process of updating the environmental analysis completed for the Renton to Bellevue
Project through a NEPA Re-evaluation. The Re-evaluation compares the environmental
effects of Stage 1 to the Renton to Bellevue 2006 Environmental Assessment (EA) and 2008
Finding of No Significant Impact (FONSI) to determine whether it would result in any n ew
significant effects not evaluated previously. The Re-evaluation also updates information
about existing conditions that have changes since the project was evaluated.
We are filing this action with the Department of Ecology and the Attorney General per WAC
173-14-090. Please review this permit and attachments and contact me at (425) 430 -7289 if
