Introductions
Karen welcomed Jeannie to the Advisory Committee. HSAC members introduced themselves.
REACH Center of Hope Briefing and Tour
Maggie Breen, REACH Executive Director introduced herself and explained what REACH does for the community. The
Center of Hope (COH) is located in the City of Renton's old city jail. It is a day shelter serving women and ehildren. If not at
eapaeity,they will serve single women. Families are housed at COH during the day, and are assigned to one of two night
shelters-Harambee Church or the host church for that month
COH has helped 96 families move on to transitional or permanent housing. Women are provided with an intake and
develop a plan to address the issues that have made them homeless. They are expected to work on their plan and have
check in with staff/volunteers weekly to assess their progress.
Computers and phones and a variety of serviees are available to the women. A Public Health Nurse eomes in once a month,
as well as a mental health care provider from Valley Cities. Services are provided by two paid staff and a number of
volunteers. Families are provided with 2 meals, clothing and neeessities. There are shower and laundry facilities on site.
The school district provides transportation for the kids to and from school and the shelter. Hours of operation are Monday
through Friday 7:30am to 4pm and 7:30am to 2pm during the summer.
Review of the Funding Proeess
HSAC input was sought on the various faeets of the funding process: Needs,Application, Rating Tool/Rules,Scoring
reeommendation process,Other and the Parking Lot. [Input from the group will be written up and sent to the whole group
for review.]
Application
• Instruction; City speeifie information; 1/3 applicants did not follow instruetion and got dinged points. [Committee
agreed that applieation should clarify if ageney is from the City of Renton, if not we should not review. If we do
review applications from other eities,what can their ageney do for the City of Renton?] If agency does not submit
something, application will not be considered for funding. Answers should be more relevant, and we should offer
help for new agencies applying for grants
• Based on what is in application-rewards good grant writers. Committee believes we should allow knowledge of
agencies.
• Programs self-identified areas of need-committee ended up putting like senrices together. Committee thinks
agencies that do the same thing should be grouped together.

• Budget rating didn't work
• Committee would like questions to be more structured and have space for survey statistics. Is committee able to
view other cities rating tools? If yes,they would like to review and learn from them.
• Scoring 1,3,5 or 1,2,3,4,5; Committee agrees that 1-5 scoring is more informative and easier to score.
• Current performance not considered.Will be how?
• Rules:What are they going into process? Minimum, max level for new,top ranked get money funded in order.
Scoring, Discussions and recommendations
Committee would like to see one application per agency. This would limit the level of funding per agency. 7he
agency will not become dependent on our funds,which then we will be able to allocate

Survey to clients of agencies, supplemental application with Renton specific questions related to needs
assessment. Take care of Renton first versus regional.
Regional Evaluation of Funding Process
The survey done by all the SKC cities was included in their packet so the Committee member are familiar with what
data had already been collected.
Agency Evaluation of the Funding Process
Dianne reviewed a draft of the proposed survey Renton is planning to send to the agencies who applied to Renton.
The goal is to keep the survey as short as possible while obtaining the information to help us improve the process.
The committee felt that question 11 should include those who didn't submit completed tables, along with those
who didn't complete the required attaehments. 5ince agencies haven't been notified yet that they lost points for
incomplete tables, it was decided to customize that question and sent out specifically to that group. Those who
did submit the attachments and complete the tables will not receive that question.
Second Quarter Performance Report
Dianne explained which agencies were below their performance goals for the second quarter and reviewed the
reasons why and how they planned to address the issue.
Logging in to read the narratives
Staff felt the narratives provided a useful background and context to the committee and wanted the members
input on whether they felt they were useful. That majority there would like to continue receiving them, but felt it
would be more useful if they received the performance report for the quarter in conjunction with the narrative,so
staff will pravide performance information on all agencies, not just the ones not meeting their performance goals.
