The site is on two separate undeveloped parcels and the APN’s for the parcels are 3123059067 and 3123059094. The total lot area between both parcels is 4.62 acres (201,316 S.F.). Both parcels are currently zoned as Commercial Office (CO). The project’s Fair Market Value is estimated at $39.9M. The community will consist of a single four story building operating memory care on the first floor with Assisted Living on the upper three floors. The building will function as a licensed Assisted Living Facility, with a Memory Care endorsement on the Memory Care floor. The assisted living portion will have approximately 117 units while the memory care building will have approximately 19 units. The total building footprint is expected to be roughly 45,938 square feet. The Memory Care portion will be used to care for residents suffering from Alzheimer’s and other dementia related conditions. The site is currently zoned Commercial Office (CO), with a small section on the eastern-most area zoned R1, which is intended to be left undeveloped. The project site is neighbored by R14 zone designation to the south. After reviewing the Renton Municipal code, it is our understanding that our proposed use of assisted living and memory care is acceptable in the CO zoning designation per the Zoning Use Table shown in section 4-2-060. Because the proposed building will be placed on two adjoining parcels under the same ownership, we do not believe a lot consolidation is necessary. However, if required, we are willing to apply for a lot consolidation. We intend to allow access to our proposed building with an entrance along Talbot Road S. A fire lane is planned to connect to the parking lot and go behind the building. We propose to improve the existing right-of-way with connecting sidewalks from the neighbors to the north and south. We anticipate construction will last approximately 15 months from building permit issuance, and we expect the facility to be fully stabilized within 18 months from certificate of occupancy issuance. During construction, we intend for the construction company to operate out of a job trailer on-site, to be removed at project completion. Total construction cost is estimated at $27.8M. Approximately 29,900 cubic yards of cut and 5,000 cubic yards of fill will be required for construction, along with the removal of approximately 209 trees. According to the GeoTech report executed on the project site, there are protected slopes on the far eastern portion of the site that are also considered a medium landslide hazard. These protected slopes will be left alone during construction, however, and retaining walls will be erected in accordance with city guidelines. The proposed facility will be operated as the third Weatherly Inn community in the Pacific Northwest. All Weatherly Inn communities are owned and operated by the Bunn family, whose heritage in senior living concepts goes back to 1959.
