Alex,
Thank you for sending us Boeing's responses and the lighting study they did for the new Boeing Hanger Project. We
also appreciate the City putting the project on hold to give us a chance to review this information. Based on what we
have reviewed and the data we provided (i.e. USFWS monitoring data from the WDNR/WSDOT shoreline mitigation
project along Lake Washington near the project site), there appears to be the need for further review and analysis of
existing and proposed lightin potential impacts. As you and I discussed, we think there seems to be discrepancies
between the data sets that needs resolution. I cannot tell if the differences are due to methodologies, survey areas or
what.
We suggest that a first step to address our project lighting impact concerns is to have a meeting with relevant staff from
the City, Boeing and their light study consultants, MITFD, WDOE, WDFW, the Army Corps of Engineers, and Dr. Roger
Tabor/ USFWS staff who are monitoring the mitigation site. The purpose of this meeting would be to review the
available data and determine if additional lighting studies are needed and/or if additional mitigation measures are
needed to reduce lighting impacts. As part of this meeting, the City and/or Boeing should provide information regarding
the lighting reduction work done to date that was required as part of mitigation for the Cedar River maintenance
dredging.

Environmental Review Committee will be meeting at 2:30pm today to review the project and make a determination.

Alex,
We have reviewed the Notice of Application/ODNS and the available information for the proposed new hanger (Building
4-87) at Boeing’s 737 plant site. We offer the following questions/initial comments:
More information is needed regarding lighting at this new building which is approximately 250 feet from the OWHM of
Lake Washington. As we have been commenting on various projects at the Renton plant site and the City’s
maintenance dredging on the Cedar River, we are extremely concerned about artificial lighting and its impacts on
juvenile salmon and salmon predator behaviors. This proposed new building is near the WDNR/WSDOT mitigation site
on Lake Washington which has improved nearshore habitat for juvenile Chinook; however, per the attached monitoring
report, lighting associated with the Boeing plant site appears to have increased to the potential detriment of Chinook
salmon(see Attachments 1 and 2). The new building with additional artificial lighting could exasperate this condition.
Therefore, the applicant should provide more information about proposed artificial lighting; an analysis of potential
impacts from this lighting and light intensity that can reach the nearshore of Lake Washington; and how the applicant
will be avoiding, minimizing, and mitigation for artificial lighting impacts.
We appreciate the opportunity to review this proposal and look forward to the City of Renton/Boeing’s responses. If
