PROJECT DESCRIPTION:Puget Sound Energy (PSE) is requesting approval of a Shoreline Exemption and for
proposed replacement and maintenance activities on the existing natural gas distribution
service to the Renton Memorial Stadium, located at 405 Logan Ave N (Parcel #s
182305HYDR and 0723059053). Work will be located within the City’s Cedar River Trail
and will be within Cedar River Regulated Shoreline Jurisdiction (Shoreline High Intensity;
Cedar River Reach A). PSE states that the existing pipes and gas regulator station are
at the end of their useful life and need to be replaced. All proposed work will be in grass
and in the existing paved parking lot of the Stadium (See Exhibit 2). PSE will not be
blocking or disturbing the hard surface of the Cedar River Trail for this project . Work is
anticipated to begin during the summer of 2018, following Shoreline Exemption approval.
No tree removal is proposed with this project.

Approved with Conditions* on the proposed project in accordance with RMC 4.9.190C 'Exemption from Permit System'
and for the following reasons:
Maintenance and Repair: Normal maintenance or repair of existing structures or developments, including damage by
accident, fire or elements.

The proposed development is:
Consistent with the policies of the Shoreline Management Act .
Consistent with the guidelines of the Department of Ecology where no Master Program has been finally approved or
adopted by the Department.
Consistent with the City of Renton Shoreline Master Program.
CONDITIONS:PLN - Administrative Decision Condition
1. The applicant shall secure the area of work with temporary fencing, label the
fence with warning signage, and cover the holes when the site is unattended. These
measures shall be kept in place until work is completed.

prior to construction activities.

cover immediately following construction activities.

RECONSIDERATION: Within 14 days of the decision date, any party of record may request that the decision be reopened
by the approval body. The approval body may modify his decision if material evidence not readily discoverable prior to the
original decision is found or if he finds there was misrepresentation of fact. After review of the reconsideration request, if
the approval body finds sufficient evidence to amend the original decision , there will be no further extension of the appeal
period. Any person wishing to take further action must file a formal appeal within the 14 day appeal time frame.
APPEALS: The administrative land use decision will become final if not appealed in writing together with the required fee
to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057 on or before 5:00 pm, on June 26,
2018 (RCW 43.21.C075(3); WAC 197-11-680). RMC 4-8-110 governs appeals to the Hearing Examiner and additional
information regarding the appeal process may be obtained from the Renton City Clerk's office, Renton City Hall, 7th Floor,
(425) 430-6510.

Project Narrative for Shoreline Exemption
Project name, size, and location of site
PSE Renton Memorial Stadium Natural Gas Service Replacement
Work is located within the City’s Cedar River Trail and at the Renton Memorial Stadium
at 405 Logan Ave N (Parcel #s 182305HYDR and 0723059053).
Brief description of proposed work
Pugest Sound Energy (PSE) is proposing repair and maintenance activities on the existing
natural gas distribution service to the Renton Memorial Stadium. The existing pipes and
gas regulator station are at the end of their useful life and need to be replaced. All work
will be in grass and in the paved parking lot of the Stadium. PSE will not be blocking or
disturbing the hard surface of the Cedar River Trail for this project.
Basis for exemption request
The basis for the exemption request is that PSE will be performing repair and
maintenance work within 200 feet of the Cedar River OHWM. This work falls under
RMC 4-9-190C(3): Normal maintenance or repair of existing structures or developments,
including damage by accident, fire or elements. Replacement is the normal method of
repair for natural gas pipe distribution infrastructure, including pips and gas regulator
statations.
Anticipated dates of work
Summer 2018. The Renton Memorial Studium as requested PSE to do this work in the
less busy season of Summer, before the busy season of Autumn.

Statement addressing soil type and drainage conditions
According to USDA Web soil survey, 100% of the soil is Urban Land in the project area.
The parking lot of the stadium has existing drainage inlets and storm drain design.
