PROJECT DESCRIPTION:The applicant is requesting a Shoreline Substantial Development Permit Exemption for
the construction of a new 6,844 square foot single family residence with an attached
garage. An existing 3,500 square foot single family residence would be removed. The
project site is located within the R-8 zone (Residential-8 dwelling units per acre) and is
located along the Shoreline of Lake Washington (Reach E) and is within the Shoreline
Residential designation. The standard shoreline setback and conservation buffer along
Lake Washington is 100 feet. The existing single family residence is currently located
80-feet away from the ordinary high water mark (OHWM), which is within the required
100-foot shoreline setback. The proposed footprint of the new single-family residence
would be located 100-feet landward of the OHWM with a deck that would project
approximately 20 feet within the 100-foot setback. As the Applicant proposes increasing
the distance between the proposed single-family residence and OHWM, the proposed
project would result in a net gain in habitat function as discussed in the report prepared
by Soundview Consultants, LLC dated May 29, 2018.

EXEMPTION JUSTIFICATION: An exemption from a Shoreline Management Substantial Development Permit is hereby
Approved on the proposed project in accordance with RMC 4.9.190C 'Exemption from Permit System' and for the
following reasons:
Construction on shorelands by an owner, lessee or contract purchaser of a single.family residence for their own use or for
the use of their family, which residence does not exceed a height of thirty.five feet above average grade level and which
meets all requirements of the state agency or local government having jurisdiction thereof. The existing single family
residence is currently located 80.feet away from the ordinary high water mark (OHWM), which is within the required
100.foot shoreline setback. The proposed single.family residence would be located 100.feet landward of the OHWM, which
complies with the 100.foot standard shoreline setback. As the Applicant proposes increasing the distance between the
proposed single.family residence and OHWM, the proposed project would result in a net gain in habitat function.

RECONSIDERATION: Within 14 days of the decision date, any party of record may request that the decision be reopened
by the approval body. The approval body may modify his decision if material evidence not readily discoverable prior to the
original decision is found or if he finds there was misrepresentation of fact. After review of the reconsideration request, if
the approval body finds sufficient evidence to amend the original decision , there will be no further extension of the appeal
period. Any person wishing to take further action must file a formal appeal within the 14 day appeal time frame.
APPEALS: The administrative land use decision will become final if not appealed in writing together with the required fee
to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057 on or before 5:00 pm, on June 29,
2018 (RCW 43.21.C075(3); WAC 197-11-680). RMC 4-8-110 governs appeals to the Hearing Examiner and additional
information regarding the appeal process may be obtained from the Renton City Clerk's office, Renton City Hall, 7th Floor,
(425) 430-6510.

Dear Mrs. Ding,
Soundview Consultants LLC (SVC) has been assisting Dr. Paul Joos (Applicant) with a Shoreline and Fish &
Wildlife Assessment and No Net Loss Analysis to support the redevelopment of a single-family residence on
the approximately 1.04-acre subject property located at 2909 Mountainview Avenue North in the City of
Renton, Washington. The subject property consists of one parcel located in the Southeast ¼ of Section 31,
Township 24, Range 05 East W.M. (King County Tax Parcel Number 33421039053). SVC investigated the
subject property to verify existing conditions in the Spring of 2018. This Technical Memorandum has been
prepared to document compliance of the proposed redevelopment with the City of Renton’s Shoreline Master
Program (SMP) codified in Renton Municipal Code (RMC) 4-3-090.
PROJECT DESCRIPTION AND BACKGROUND
Proposed Project
The Applicant proposes single-family residence redevelopment on the subject property. The existing single-
family residential structure is dilapidated and non-confirming and does not meet the residential needs of the
Applicant. The Applicant proposes to demolish the existing 2,438 square-foot single-family residence with an
attached 370 square-foot deck, and to construct a two-story, 3,634 square-foot single-family residence with an
attached 231 square-foot deck. The single-family residence to be demolished is located approximately 80 feet
from the ordinary high water (OHW) mark of Lake Washington. The proposed replacement single-family
residence will be located outside the 100-foot setback from OHW. The proposed structure location is
compliant with the standard 100-foot structural setback listed in the City of Renton’s SMP general development
standards (RMC Table 4-3-090D7a).
The subject property contains existing utilities that will be utilized for the replacement single-family residence.
The redevelopment was planned concurrently with an approved Washington Department of Fish and Wildlife
(WDFW) Hydraulic Project Approval (HPA) permit number 2016-4-610+01 (Attachment B) and U.S. Army
Corps of Engineers (USACE) Nationwide Permit (NWP) 27, permit number NWS-2016-317 (Attachment C),
which allowed construction of a new pier, drive piling, installing of two ground-based watercraft lifts, placement
of spawning gravel, and modify an existing bulkhead. Additionally, the NWP allowed aquatic habitat
restoration, establishment, and enhancement actions to place no more than 50 cubic yards of spawning gravel
waterward of OHW and pulling back the existing rock and concrete bulkhead approximately three to eight feet
behind OHW. These structures have been fully constructed, and as part of the approved NWP the Applicant
has completed the riparian restoration adjacent to the shoreline.
