The subject property (APN 0723059001) is to the east of the Ce dar River along the southern shore of Lake Washington. The site, home to the Boeing 737 plant and associated support buildings, is located in the Urban Center (UC) zone and has a Commercial Mixed Use designation on the Comprehensive Land Use Map. The proposed hangar would be used as an extension of the final assembly building (4-81-82). The hangar would have space for two un-fueled 737 aircrafts to undergo troubleshooting of problems that may arise during final inspections. The proposed location of the hangar is near the northwest corner of the assembly building approximately 215 feet from the Lake Washington Ordinary High Water Mark (OHWM) and is outside of the Shoreline Jurisdiction of Lake Washington, Reach I, designated as Shoreline High Intensity. A High Seismic Hazard is mapped on the project site. No change in access to the site is proposed, but internal roads and parking may be affected. The applicant has not proposed any impervious surface increase, tree removal, or vegetation removal as a part of the project. The applicant submitted a Drainage Report, Geotechnical Report, and Parking/Traffic Analysis with the application. PROJECT LOCATION: 737 Logan Ave N, Renton, WA 98054 LEAD AGENCY: City of Renton Environmental Review Committee Department of Community & Economic Development The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). Conditions were imposed as mitigation measures by the Environmental Review Committee under their authority of Section 4-9-070D Renton Municipal Code. These conditions are necessary to mitigate environmental impacts identified during the environmental review process. Because other agencies of jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days. Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on June 22, 2018. Appeals must be filed in writing together with the required fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057. City of Renton Department of Community & Economic Development Environmental Review Committee Report BOEING MIGITATION HANGAR LUA18-000293, ECF Report of June 18, 2018 Page 2 of 5 ERC REPORT LUA18-000293 Project Location Map PART ONE: PROJECT DESCRIPTION / BACKGROUND The applicant is requesting Environmental (SEPA) Review for the construction of a 58,747 square foot hangar on the north side of the Boeing plant site. The maximum height of the proposed hangar would be 88 feet above grade. The hangar would consist of a high bay located in the northern portion of the building and a low bay located in the southern portion of the building. The high bay would be used to house two unfueled 737 aircraft as they undergo troubleshooting for issues that arise during the final inspection process. The low bay would include equipment storage areas, a service and storage area, and lockers. Existing utilities within the footprint of the proposed building would be relocated. The project requires the relocation of elements of the existing storm water conveyance system including a combined bypass, an oil/water separator, and new modular wet water quality treatment vault. No new impervious surface would be added to the site as a result of the project. See boxed area in more detail below Proposed new hangar City of Renton Department of Community & Economic Development Environmental Review Committee Report BOEING MIGITATION HANGAR LUA18-000293, ECF Report of June 18, 2018 Page 3 of 5 ERC REPORT LUA18-000293 PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS-M with a 14-day Appeal Period. B. Mitigation Measures 1. The applicant shall comply with the recommendations of the geotechnical report prepared by S&EE, dated April 23, 2018, or an updated report submitted at a later date. 2. The applicant shall submit documentation to the Current Planning Project Manager showing no net increase in artificial light levels at the OHWM as a result of the project. The documentation shall be submitted prior to Civil Construction Permit application submittal. C. Environmental Impacts The proposal was circulated and reviewed by various city departments and divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Earth Impacts: The subject site is located in an area with a known seismic hazard. As such the applicant submitted a Geotechnical Report, prepared by S&EE, dated April 23, 2018 (Exhibit 7). The analysis in the report primarily focused on the area near the proposed footprint of the mitigation hangar. S&EE relied on the soil characteristics observed in prior geotechnical reports prepared for Boeing, as well as new laboratory testing of a soil boring collected near the proposed structure. Similar to the results of previous borings across the site, the new boring found fill approximately five to seven feet (5’-7’) in thickness primarily consisting of loose sand with gravel. Native alluvial soils with varying degrees of density then extend approximately 100 feet below the fill. Older alluvial soils consisting of medium dense to dense sand, silt and silty clay have been found up to a depth of approximately 160 feet. According to the City of Renton Critical Areas Maps, the project site is located in a seismic hazard area. The submitted geotechnical report concluded that the project site is located in an area of high liquefaction potential due the close proximity to the Seattle Fault. Due to the high potential for liquefaction near the project area during an earthquake, the report finds the use of a conventional spread concrete footings to be City of Renton Department of Community & Economic Development Environmental Review Committee Report BOEING MIGITATION HANGAR LUA18-000293, ECF Report of June 18, 2018 Page 4 of 5 ERC REPORT LUA18-000293 infeasible for the proposed structure. Instead, the report recommends the use of 20-inch diameter Augercast piles drilled to a depth of approximately 75 feet bgs (below ground surface). S&EE recommends that the Augercast piles be installed by an experienced piling contractor due to the various quality control measures necessary and the complexity of the installation process. S&EE estimates that due to the characteristics of the soil and ground water table during testing, approximately four to six inches (4”-6”) of settlement is possible under the proposed floor load. The report recommends preloading the slab area to pre-induce the settlement prior to construction. In addition, the report recommends the use of reinforced slab-on-grade to further reduce the potential for structural problems due to liquefaction during a seismic event. Due to the recommendations provided in the geotechnical report, staff recommends as a mitigation measure that the applicant comply with the recommendation in the provided report or an updated report submitted with the building permit. The geotechnical report would be required to be submitted with the building permit application for the construction of the building and compliance with the recommendations would be reviewed at that time. The applicant has indicated the project would result in approximately 63,000 square feet of replaced impervious area. The project would not increase the impervious coverage on-site overall. Mitigation Measures: The applicant shall comply with the recommendations of the geotechnical report prepared by S&EE, dated April 23, 2018, or an updated report submitted at a later date. Nexus: SEPA Environmental Review, RMC 4-4-060 Grading, Excavation and Mining Regulations 2. Air Impacts: It is anticipated that some temporary air quality impacts could be associated with site work and building construction required to complete the proposed project at this site. Project development impacts during construction activities may include dust as a result of concrete replacement and utility work, as well as exhaust from construction vehicles, equipment and/or machinery. These emissions would be temporary and are anticipated to rapidly dissipate. Dust control would be mitigated through the use of temporary erosion control measures, watering or other best management practices as identified in the construction mitigation memo provided by the applicant (see Exhibit 6). No further site specific mitigation is recommended for the identified impacts from typical vehicle and construction exhaust. Mitigation Measures: No further mitigation recommended. Nexus: N/A 3. Water a. Storm Water Impacts: The applicant submitted a Preliminary Drainage Plan and Technical Information Report (TIR) prepared by Berger ABAM, dated April 26, 2018 (Exhibit 8). The project contains greater than 2,000 square feet of replaced impervious surface and therefore the development is subject to Full Drainage Review in accordance with the 2017 Renton Surface Water Design Manual (RSWDM). Based on the City of Renton’s flow control map, the site falls within the Peak Rate Flow Control Standard area matching Existing Site Conditions and is within the Lake Washington and Cedar River Drainage Basin. All nine core requirements and the six special requirements have been discussed in the TIR. The project site is located within the Lake Washington and Cedar River drainage basin. The flowpath from the project site discharge point is less than a half mile to the 100-year floodplain of Lake Washington; therefore, the project qualifies for the direct discharge exemption in accordance with Section 1.2.3.1 of the 2017 RSWDM and must adhere to all requirements thereof. The project is classified as a redevelopment project in accordance with the definition of redevelopment project provided in the RSWDM. As a redevelopment project, the project is exempt from Core Requirement City of Renton Department of Community & Economic Development Environmental Review Committee Report BOEING MIGITATION HANGAR LUA18-000293, ECF Report of June 18, 2018 Page 5 of 5 ERC REPORT LUA18-000293 #8 – Water Quality as it meets the exemption criteria outlined in Section 1.2.8 of the RSWDM - #3 Cost Exemption for Parcel Redevelopment Projects. However, the applicant has elected to provide enhanced water quality treatment prior to discharge in order to provide a benefit to Lake Washington and its aquatic habitat. Project water quality treatment will consist of surface water conveyance to oil/water separator vaults, which will direct surface water to several Linear Modular Wetland systems prior to discharge to the outfalls in Lake Washington. A Construction Stormwater General Permit from Department of Ecology will be required if grading and clearing of the site exceeds one acre. A Stormwater Pollution Prevention Plan (SWPPP) is required for this site. 4. Wildlife Impacts: According to the Environmental Checklist submitted by the applicant, the project is located in an area of threatened species under the Endangered Species Act, the Puget Sound Chinook salmon and Puget Sound steelhead trout. The proposed structure is located approximately 215 feet away from the Lake Washington OHWM and would not include any in-water work or work within the shoreline buffer. Comments submitted by Karen Walters, the Watersheds and Land Use Team Leader for the Muckleshoot Indian Tribe, expressed concern over potential light impingement created by artificial lighting associated with the new building (see Exhibit 9). Aquatic light impingement has the potential to impact juvenile salmon that use the nearshore habitat adjacent to Apron R. The applicant indicated in the Environmental Checklist that minimal exterior lighting on the structure would be installed as part of the project, but did not include any details on light type, intensity, or coverage. In order to better determine the impact of any new artificial lighting sources on the nearshore habitat, Staff recommends as a mitigation measure that the applicant submit documentation showing no net increase in artificial light levels at the OHWM as a result of the proposed project. The documentation should be submitted to the Current Planning Project Manager for review prior to Civil Construction Permit application submittal. Mitigation Measures: 1. Aircraft staging stalls are located on the western end of the project. A two-way vehicular drive aisle and pedestrian path separates the area uses and includes a dedicated fire access lane. There is an existing employee parking area located at the southern end of the project site. Stormwater r unoff from the existing site is collected in a series of private catch basins and conveyance pipes and routed through a combined oil/water separator and water quality vault prior to discharge into the existing outfalls within Lake Washington. The existing vault is located within the proposed building footprint. CODE REQUIREMENTS WATER 1. The applicant has not proposed the addition, removal or replacement of any public water utility lines or appurtenances. However, there are numerous utilities owned by Boeing, including water lines for domestic and fire protection within the proposed redevelopment area. The Civil plans should clearly identify the impacted private water lines and hydrants and their proposed relocations. 2. Relocation of the fire line will require separate fire permits. SEWER 1. The applicant has not proposed the addition, removal or replacement of any public sewer utility lines or appurtenances. Civil plans and permit will be required if the project results in the installation of a new, replaced, or relocated wastewater main. If floor drains are required by the building department, drains are required to be connected to the sanitary sewer system. Flows shall be directed through the floor drains that are installed in accordance with the Uniform Plumbing Code to an interior or exterior oil/water separator. A Preliminary Drainage Plan and Technical Information Report (TIR), dated April 26, 2018, was submitted by BergerABAM with the Land Use Application. Based on the City of Renton’s flow control map, the site falls within the Peak Rate Flow Control Standard area matching Existing Site Conditions and is within the Lake Washington and Cedar River Drainage Basin. The development is subject to Full Drainage Review in accordance with the 2017 Renton Surface Water Design Manual (RSWDM). All nine core requirements and the six special requirements have been discussed in the Technical Information Report. 3. Direct Discharge Exception - The project site is located within the Lake Washington and Cedar River drainage basin and the flowpath from the project site discharge point is less than a half mile to the 100-year floodplain of Lake Washington and qualifies for the direct discharge exemption in accordance with Section 1.2.3.1 of the 2017 RSWDM and must adhere to all requirements thereof. 4. The project is classified as a redevelopment project in accordance with the definition of redevelopment project provided in the RSWDM. As a redevelopment project, the project is exempt from Core Requirement #8 – Water Quality as it meets the exemption criteria outlined in Section 1.2.8 of the RSWDM - #3 Cost Exemption for Parcel Redevelopment Projects. However, the applicant has elected to provide enhanced water quality treatment prior to discharge in order to provide a benefit to Lake Washington and its aquatic habitat. Project water quality treatment will consist of conveyance to oil/water separator vaults, which will direct surface water to several Linear Modular Wetland systems prior to discharge to the outfalls in Lake Washington. 5. The proposed oil/water separator and water quality systems shall be designed in accordance with the RSWDM that is current at the time of civil construction permit application. Separate structural plans will be required to be submitted for review and approval under a separate building permit for the detention and/or water quality vault. Casne Engineering has been involved in, and performed Lighting Impingement Studies for, several projects where lighting modifications have been made adjacent to both the Cedar River and Lake Washington. We are familiar with the concerns that Boeing, the City of Renton, and the Muckleshoot Indian Tribe put on minimizing light pollution on these nearby bodies of water and the surrounding wildlife, and have prioritized this when discussing the design of exterior lighting for the 4-87 Mitigation Hangar building. To effectively minimize light impingement on to Lake Washington all fixtures selected to be installed for pedestrian egress lighting on the exterior perimeter of the 4-87 building are fully cutoff, fully shielded, IDA Dark Sky approved, and not to be installed at an elevation higher than 12-feet above grade. These are identified in the attached lighting model as fixtures 1 and 2. Located on the west side of the 4-87 building, four (4) floodlights are to be installed at an elevation of approximately 80-feet above grade. These fixtures, identified as fixture 3 in the attached lighting model, are to be aimed downward, directly at the aircraft, and designed specifically to be pointed westward to avoid impinging light on to Lake Washington. These fixtures will have manual controls and are not designed to automatically turn on at sunset, and shall only be used when performing maintenance on aircraft located outside of the 4 -87 building’s hangar doors. We also appreciate the City putting the project on hold to give us a chance to review this information. Based on what we have reviewed and the data we provided (i.e. USFWS monitoring data from the WDNR/WSDOT shoreline mitigation project along Lake Washington near the project site), there appears to be the need for further review and analysis of existing and proposed lightin potential impacts. As you and I discussed, we think there seems to be discrepancies between the data sets that needs resolution. I cannot tell if the differences are due to methodologies, survey areas or what. We suggest that a first step to address our project lighting impact concerns is to have a meeting with relevant staff from the City, Boeing and their light study consultants, MITFD, WDOE, WDFW, the Army Corps of Engineers, and Dr. Roger Tabor/ USFWS staff who are monitoring the mitigation site. The purpose of this meeting would be to review the available data and determine if additional lighting studies are needed and/or if additional mitigation measures are needed to reduce lighting impacts. As part of this meeting, the City and/or Boeing should provide information regarding the lighting reduction work done to date that was required as part of mitigation for the Cedar River maintenance dredging. We offer the following questions/initial comments: More information is needed regarding lighting at this new building which is approximately 250 feet from the OWHM of Lake Washington. As we have been commenting on various projects at the Renton plant site and the City’s maintenance dredging on the Cedar River, we are extremely concerned about artificial lighting and its impacts on juvenile salmon and salmon predator behaviors. This proposed new building is near the WDNR/WSDOT mitigation site on Lake Washington which has improved nearshore habitat for juvenile Chinook; however, per the attached monitoring report, lighting associated with the Boeing plant site appears to have increased to the potential detriment of Chinook salmon(see Attachments 1 and 2). The new building with additional artificial lighting could exasperate this condition. Therefore, the applicant should provide more information about proposed artificial lighting; an analysis of potential impacts from this lighting and light intensity that can reach the nearshore of Lake Washington; and how the applicant will be avoiding, minimizing, and mitigation for artificial lighting impacts. Design modifications that were considered include adjusting fixture mounting heights, re- aiming of fixtures closer inland, adding fixture cutoffs or shielding, and finally eliminating fixtures. During this process we identified two fixtures that had a direct impact on light levels along the Lake Washington shoreline. By eliminating these two fixtures we could achieve a calculated foot-candle reading of 0.0 fc with an acceptably minimized impact to the area lighting in front of the 4-87 hangar doors.
