This information is also helpful to determine if available avoidance, minimization or compensatory mitigation measures will address the probable significant impacts or if an environmental impact statement will be prepared to further analyze the proposal. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal. Please answer each question accurately and carefully, to the best of your knowledge. You may need to consult with an agency specialist or private consultant for some questions. You may use “not applicable” or "does not apply" only when you can explain why it does not apply and not when the answer is unknown. You may also attach or incorporate by reference additional studies reports. Complete and accurate answers to these questions often avoid delays with the SEPA process as well as later in the decision-making process. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. INSTRUCTIONS FOR LEAD AGENCIES: Additional information may be necessary to evaluate the existing environment, all interrelated aspects of the proposal and an analysis of adverse impacts. The checklist is considered the first but not necessarily the only source of information needed to make an adequate threshold determination. Once a threshold determination is made, the lead agency is responsible for the completeness and accuracy of the checklist and other supporting documents. Give brief, complete description of your proposal, including the proposed uses and the size of the project and site. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. (Lead agencies may modify this form to include additional specific information on project description.) [help] The proposed project is a ±2,673-square-foot building addition that is to be constructed along part of the north end of the existing ±28,065-square-foot single-story office building that is located on an overall 3.08-acre (±134,174-square-foot) Lot 3 of the Strada da Valle Short Plat (City of Renton File No. LUA-02-042-SHPL, King County Recording No. 20110112900004). Nearly all the proposed building addition’s space (a floor plate of ±2,411 square feet) will be constructed for use as a high-security two-bay truck garage for pickups from and 4 Form Rev: 08/2016 deliveries to the existing building to be handled through the garage. A ±252-square-foot portion of the addition to the south of the parking garage floorplate (a portion of the addition that will lie beneath what is currently much of the existing building’s north eave at the interface of the addition to the existing building) will slightly increase the size of the space in the building available for office use. The addition and associated minor modifications to existing site improvements near the addition are proposed within a ±6,218-square-foot (0.143-acre) project site area. See EXHIBIT 2 [a color exhibit created on a base sheet of the OVERALL PROJECT SITE PLAN of the subject parcel (an exhibit that identifies the Project Site Area within the subject parcel)]. The street address of the subject parcel and existing building is 2500 East Valley Road, Renton, WA. The subject parcel’s Assessor’s Parcel Number is 302305-9103. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. [help] The street address of the subject parcel and existing building is 2500 East Valley Road, Renton, WA. The subject parcel’s Assessor’s Parcel Number is 302305-9103. A Vicinity Map is attached as EXHIBIT 1. 5 Form Rev: 08/2016 B. ENVIRONMENTAL ELEMENTS [help] 1. EARTH a. General description of the site [help] (check or circle one): Flat, rolling, hilly, steep slopes, mountainous, other _____________ b. What is the steepest slope on the site (approximate percent slope)? [help] 2 percent. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any agricultural land of long-term commercial significance and whether the proposal results in removing any of these soils. [help] A Geotechnical Report for the subject proposed U.S. Bank Expansion Project dated April 17, 2017 was prepared by Terra Associates, Inc. following a test boring for soils data in the location of the proposed building expansion performed on April 1, 2017 under the auspices of Terra Associates. The first paragraph of Section 3.2 (Soils) of the Geotechnical Report states as following: The soils observed in the test boring consist of approximately 9.5 feet of fill overlying native lacustrine and alluvial deposits. The fill soils generally consist of loose to medium dense, moist, silty fine sand to fine sandy silt with varying amounts of gravel and scattered brick fragments, and stiff, moist, clayey silt with scattered angular siltstone fragments. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. [help] No. e. Describe the purpose, type, total area, and approximate quantities and total affected area of any filling, excavation, and grading proposed. Indicate source of fill. [help] Less than 250 cubic yards of excavation and grading of site soils are expected to prepare the building addition for its foundation. No fill dirt is expected. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. [help] 6 Form Rev: 08/2016 The potential for erosion during clearing and construction is minimal due to (1) the small size of the project site area ±6,218 square feet, (2) the very flat existing concrete parking lot, walkway, and landscape strip areas that is proposed to be replaced by the building addition, a new area of concrete driveway, a new concrete walkway strip, and new landscape strips within the project site area, (3) the fact that less than 250 cubic yards of excavation, filling, and grading is expected, and (4) the fact that most of the project site area is within an existing parking lot. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? [help] About 90 percent of the 6,218-square-foot total project site area will be covered with impervious surfaces. (About 80 percent of the 6,218-square-foot project site is already covered with impervious surfaces.) h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: [help] Installation of a sediment trap, catch basin filters at existing parking lot catch basins, and straw wattles across an existing driveway to the project site area as shown on the project’s Temporary Erosion and Sedimentation (TESC) and Drainage Plan. Construction of the proposed project will reduce the area of pollution-generating impervious surfaces (parking lot and driveway areas) by a net of ±1,585 square feet (an area equal to about 25 percent of the 6,218-square-foot total project site area). 2. AIR [help] a. What types of emissions to the air would result from the proposal during construction, operation, and maintenance when the project is completed? If any, generally describe and give approximate quantities if known. [help] Emissions from construction trucks and equipment will occur, primarily during project site construction. When the project is completed, emissions to the air will occur from medium-size delivery trucks traveling to and from the proposed two-bay truck garage. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. [help] No. 7 Form Rev: 08/2016 c. Proposed measures to reduce or control emissions or other impacts to air, if any: [help] None. 3. WATER [help] a. Surface Water: 1) Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. [help] An unnamed linear wetland categorized as Type III under the City of Renton Critical Areas Regulations lies off-site to the east of the project site area within the west right- of-way margin of SR 167 (the Valley Freeway). 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. [help] Yes. The project site lies within an area at the north end of an office development that was completed in 1991, an area that is nearly entirely surfaced with a concrete-paved parking lot and driveway, concrete curbs, and walkways and that has some interior landscape strips that are proposed to be replaced with other landscape strips. The northeast corner of the proposed single-story addition to the north end of the existing single-story office building is the part of the building that will be closest to the off-site wetland, about 87 feet away from it. An existing concrete paved parking lot and a 10- foot-wide existing landscape strip will remain on the subject parcel between the building and the off-site wetland. See attached EXHIBIT 2; see also attached EXHIBIT 3 (a color exhibit created on a base sheet of the project’s TOPOGRAPHIC MAP, DEMOLITION SITE PLAN & PROJECT SITE PLAN). 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. [help] None. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. [help] No. 8 Form Rev: 08/2016 5) Does the proposal lie within a 100-year floodplain? If so, note location on the site plan. [help] No. 6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. [help] b. Ground Water: 1) Will groundwater be withdrawn from a well for drinking water or other purposes? If so, give a general description of the well, proposed uses and approximate quantities withdrawn from the well. Will water be discharged to groundwater? Give general description, purpose, and approximate quantities if known. Describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to serve. [help] Section 1.0 (Project Site Overview) of the May 18, 2017 Storm Drainage Report prepared by the civil engineering and land surveying firm Bush, Roed & Hitchings concerning the U.S. Bank Expansion proposal explains existing and proposed post- development drainage conditions as follows: Existing Conditions: The existing project area drains to catch basins in the private parking lot to the southwest and southeast of the project area across relatively flat slopes. These catch basins tie into an existing on-site detention and water quality system that includes Lots 1 and 2 directly to the north. This on- site storm drainage system connects and drains into a public storm main in East Valley Road from Lot 2. See Figure 1 –Project Site Overview. 9 Form Rev: 08/2016 Post-Developed Conditions: The proposed building addition will have a negligible effect on the existing drainage patterns. Drainage from the new roof is proposed to tie directly into the detention system via a perforated pipe connection. The remaining replaced driveway surfaces will drain to their respective, existing on-site catch basins. No changes will be made to the existing stormwater conveyance system. 2) Could waste materials enter ground or surface waters? If so, generally describe. [help] No. 3) Does the proposal alter or otherwise affect drainage patterns in the vicinity of the site? If so, describe. [help] No. (See the response to Question B3c1, above.) d. Proposed measures to reduce or control surface, ground, and runoff water, and drainage pattern impacts, if any: [help] (a) Continue use of the existing stormwater detention and conveyance system on the subject parcel, including the system’s existing grass-lined swale components) and (b) reduction of the area of pollution-generating impervious surfaces by a net of ±1,585 square feet. 4. PLANTS [help] a. Daphnoides Rhododendrons and Hollywood Juniper specimens are to be transplanted. This plant material is consistent with overall site landscaping and will enhance the cohesive “look” of the new landscape area in relation to existing site landscaping. Native ground cover (Gaultheria procumbens) to be planted in north and east landscape planting beds with shade conditions. e. List all noxious weeds and invasive species known to be on or near the site. [help] None known. 5. ANIMALS [help] a. List any birds and other animals which have been observed on or near the site or are known to be on or near the site. Fish: bass, salmon, trout, herring, shellfish, other Mammalian species expected to occur within the wetland critical area and its vegetated buffer within the nearby west margin of the Valley Freeway right-of-way include gray squirrel (Sciurus spp.), Virginia opossum (Didelphis virginiana), skunk (Mephitis spp.), and raccoon (Procyon lotor). The following avian species may use the area: American Crow (Corvus brachyrhynchos), American Robin (Turdus migratorius), Song Sparrow (Melospiza melodia), Black- capped Chickadee (Poecile atricapillus), Golden-crowned Kinglet (Regulus satrapa), Ruby-crowned Kinglet (Regulus calendula), and Dark-eyed Junco (Junco hyemalis). Song Sparrow (Melospiza melodia) activity was observed within the wetland during the site visit. No critical wildlife habitat area is present on, abutting, or adjacent to the subject parcel. b. List any threatened and endangered species known to be on or near the site. [help] No threatened or endangered species are known or expected to be associated with the subject parcel. c. Is the site part of a migration route? If so, explain. [help] Yes, the Pacific Flyway. d. Proposed measures to preserve or enhance wildlife, if any: [help] Installation of the proposed landscaping. e. List any invasive animal species known to be on or near the site. [help] None known. 6. ENERGY AND NATURAL RESOURCES [help] 12 Form Rev: 08/2016 a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. [help] Electricity and natural gas. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. [help] No. c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: [help] The proposed garage space will be unheated. The proposed addition to the existing building will comply with applicable energy code provisions. 7. ENVIRONMENTAL HEALTH [help] a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste that could occur as a result of this proposal? If so, describe. [help] No. 1) Describe any known or possible contamination at the site from present or past uses. [help] None known. 2) Describe existing hazardous chemicals/conditions that might affect project development and design. This includes underground hazardous liquid and gas transmission pipelines located within the project area and in the vicinity. [help] None known. 3) Describe any toxic or hazardous chemicals that might be stored, used, or produced during the project's development or construction, or at any time during the operating life of the project. [help] None. 13 Form Rev: 08/2016 4) Describe special emergency services that might be required. [help] None. 5) Proposed measures to reduce or control environmental health hazards, if any: [help] No environmental health hazards are foreseen. b. Noise [help] 1) What types of noise exist in the area which may affect your project (for example: traffic, equipment, operation, other)? [help] None. 2) What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site. [help] Construction-related noise (from operation of construction vehicles and equipment) expected during the period of construction will occur primarily during daylight hours, Monday through Friday, although some of the work might occur on weekends. Work on weekends, evenings, or nights is not expected to be a disturbance to any residences because the nearest residence is more than 800 feet away from the proposed addition (to the east across the Valley Freeway from the proposed addition). The office use of the existing office building on the subject property currently operates Monday through Friday from 6:30 AM to 11:00 PM and is expected to continue to operate during those hours for the foreseeable future. (Weekend use is an unlikely future possibility.) Only ±252 square feet of the proposed addition (9.4 percent of the addition’s space) will expand the office portion of the building. Use of the proposed two-bay garage by special delivery trucks for pickups and deliveries may occur during any of the days and hours when the office use is in operation. 3) Proposed measures to reduce or control noise impacts, if any: [help] No special measures to reduce or control noise impacts are needed because (1) the construction project is small and will be very short term and (2) the nearest residence is more than 800 feet away from the proposed addition (to the east across the Valley Freeway from the proposed addition). 14 Form Rev: 08/2016 8. LAND AND SHORELINE USE [help] a. What is the current use of the site and adjacent properties? Will the proposal affect current land uses on nearby or adjacent properties? If so, describe. [help] The current use of the subject parcel is office, and the use of the abutting parcel to the north is also office. Across East Valley Road from the project site is a 479,000-square-foot rectangular-shaped office-warehouse building called the Valley Distribution Center. South of the subject parcel on which the project site is located is the Lumber Market, a lumber company with indoor and some outdoor facilities. The Valley Freeway (SR 167) is adjacent to the east side of the site. Open space lies adjacent to the east side of the Valley Freeway right-of-way with a single-family residential neighborhood to the east of it. b. Has the project site been used as working farmlands or working forest lands? If so, describe. How much agricultural or forest land of long-term commercial significance will be converted to other uses as a result of the proposal, if any? If resource lands have not been designated, how many acres in farmland or forest land tax status will be converted to nonfarm or non-forest use? [help] During the 1980s, the parcel on which the subject project site is located was used for parking large trucks. In 1991, the current building and associated site improvements were completed. Whether the parcel was ever previously used as working farmlands or working forest lands is unknown. 1) Will the proposal affect or be affected by surrounding working farm or forest land normal business operations, such as oversize equipment access, the application of pesticides, tilling, and harvesting? If so, how: [help] No, because there are no surrounding working farms or forest lands. c. Describe any structures on the site. [help] There is a ±28,065-square-foot single-story office building on the parcel within which the subject project is located. d. Will any structures be demolished? If so, what? [help] No. e. [help] The subject parcel (and other parcels in the Kent-Renton Valley within which the subject parcel is located) are mapped as a seismic hazard area in the City of Renton public GIS mapping system. i. Approximately how many people would reside or work in the completed project? [help] Only about two people are expected to work in the ±252-square-foot portion of the proposed addition, a portion that will be used to expand the existing office portion of the building. No one is expected to generally work in the two-bay garage, which is intended for use for package pickups and deliveries and possible overnight and over- weekend parking of trucks. j. Approximately how many people would the completed project displace? [help] None. k. Proposed measures to avoid or reduce displacement impacts, if any: [help] N/A. l. [help] The only proposed exterior lighting will be from a total of six decorative lighting fixtures to be installed on the three outer walls of the addition. [help] A five-foot-wide paved walking track that was installed in 1991 along with a shallow grass- lined stormwater detention pond along the subject parcel’s south edge in conjunction with the construction of the existing building is available for use of the subject building’s employees. b. Would the proposed project displace any existing recreational uses? If so, describe. [help] No. c. Proposed measures to reduce or control impacts on recreation, including recreation opportunities to be provided by the project or applicant, if any: [help] None. 13. HISTORIC AND CULTURAL PRESERVATION [help] a. Are there any buildings, structures, or sites, located on or near the site that are over 45 years old listed in or eligible for listing in national, state, or local preservation registers? If so, specifically describe. [help] No. b. Are there any landmarks, features, or other evidence of Indian or historic use or occupation? This may include human burials or old cemeteries. (SW 27th Street extends west from East Valley Road.) East Valley Road extends (1) north (as far as SW 16th Street, where it turns to the west into SW 16th Street, which connects with Lind Avenue SW) and (2) south to SW 41st Street (where the Valley Freeway has a westbound off-ramp and a southbound on-ramp) and continues south to SW 43rd Street (and beyond). SW 43rd Street has a bridge to the east over the Valley Freeway, which permits motorists to cross over to the east side of the Valley Freeway and turn left onto a northbound freeway on-ramp. SW 16th Street, SW 19th Street, and SW 27th Street (as well as SW 34th Street, SW 41st Street, and SW 43rd Street) all provide route alternatives for traveling to and from the subject parcel through the Employment Area to the west, northwest, southwest, and south of the subject parcel to reach north-south arterials Lind Avenue SW, Oakesdale Avenue SW, and West Valley Road, arterials that provide significant route options to the north and south.
