This memorandum summarizes the trip generation and traffic mitigation fee calculations for the US
Bank Expansion project. The project site is located along the east side of East Valley Road, north of
SW 27th Street in Renton. The project is proposed to include a 2,673-square-foot addition to an
existing office building, which is currently utilized by US Bank. A site vicinity map in included in
Figure 1.

1. Trip Generation Calculations
Neither the use of the existing US Bank tenant space within the existing office building nor the
proposed use of the proposed expansion space is bank branch operations open to the general public
for provision of services to customers, such as bank transactions, opening accounts, etc. The trip
generation calculations for the proposed expansion space are based on data contained in the Institute
of Transportation Engineers’ (ITE) Trip Generation Manual, 9th Edition – Volume 2: Data (2012).
Because neither the use of the existing US Bank tenant space within the existing office building nor
the proposed expansion space is for use as a bank branch open to the public for provision of such
retail banking services to bank customers, the average trip generation rates for ITE Land Use Code
710, General Office Building, have been used for the proposed use. This use is consistent with the
use of the space in the existing building and the anticipated use of the expansion. The trip generation
calculated for the proposed US Bank Expansion is summarized in Table 1.

The US Bank Expansion is anticipated to generate 29 average daily trips with 4 AM and PM peak-
hour trips.
The City of Renton Policy Guidelines for Traffic Impact Analysis for New Development identifies
that a traffic impact analysis is only required for developments that generate 20 or more AM or PM
peak-hour trips. The US Bank Expansion will not exceed this threshold and, therefore, a full traffic
impact analysis is not required.
2. Transportation Impact Fees
The transportation impact fee for the US Bank Expansion has been calculated using the latest City of
Renton Fee Schedule. The City of Renton requires payment of transportation impact fees for office
at the rate of $7.29 per square-foot. The 2,673 SF US Bank Expansion would therefore have City of
Renton transportation impact fees of $19,486.17. It is important to note that this fee does not vest and
is calculated when the building permits are applied for.
