1. CALL TO ORDER
In Attendance: .
Members: Marlene Winter,AI Dieckman, Larry Reymann,Tim Searing, Shun Takano, and Troy Wigestrand
City Staff: Leslie Betlach, Cailin Hunsaker, Roberta Graver, and Vangie Garcia.
Chair Marlene Winter called the meeting to order at 4:35pm. Roll call was taken.All board commissioners
were present except for Troy Wigestrand,who arrived at 4:45pm.Tim Searing made a motion to excuse
Cynthia Burns,AI Dieckman seconded; all were in favor, motion carried.
2. APPROVAL OF AGENDA
Larry Reyman made a motion to approve the agenda as presented (amended by Roberta Graver on
1/9/2018, after it had been distributed to the Park Commissioners on 1/8/2018 in preparation for the
meeting),Tim Searing seconded; all were in favor, motion carried, and the agenda was approved.
3. APPROVAL OF MINUTES
AI Dieckman made a motion to approve the November 14, 2017 minutes,AI Dieckman seconded, all were in
favor, motion carried, and the minutes were approved.
Larry moved to have the December 5, 2017 minutes amended to reflect the correction that Jay Covington
and not the Mayor handed out the volunteer gifts.Tim Searing made the motion to approve the December
5, 2017 minutes as amended; Shun Takano seconded, all were in favor, motion carried.
4. ORAL COMMUNICATIONS/PUBLIC COMMENTS
Cailin Hunsaker introduced guest, Kira Le and her parents and described how she earned her Girl Scout
Award Project with a funding and installment project at the Cedar River pog Park. She raised funds,worked
with city Parks staff and other agencies, and enlisted volunteers to install canine agility apparatuses at the
park.She worked with Parks Manager Steve Brown and Parks Supervisor Stefanie Coleman to make sure it
met national standards. Kira's mother expressed great appreciation for the city staff who took the time to
meet with them a number of times during the process,when other agencies didn't even respond to their
initial request. Marlene Winter presented her with a gift mug and the board thanked and congratulated her
on her accomplishment.
BOARD COMMUNICATION
Other— Larry mentioned he spoke to an Animal Control employee at Coulon Park regarding the
enforcement of leash laws in the park and was told that the leash laws have recently changed and Animal
Control is having a hard time enforcing the law. Leslie indicated that the City of Renton Park Rules and
Regulations govern inside city parks.She said staff would check in to the leash laws, and report back to the
board the findings.
AI asked if the Clam Lights Holiday Lighting display is the same every year. Leslie said due to limited new
additional event funding the display changes minimally, and that Renton's venue is one of the few, if not the

only event that is available to the public without a fee. Leslie said staff would find out more about the
display and report back.
Larry said that he's heard positive comments back on the improvements at Bird Island at Coulon Park. Leslie
said that the island is not actually city property, but it's owned and managed by the Washington State
Department of Natural Resources and it was a City/State partnership project. Cailin said that three
interpretive signs will be installed and when the weather gets better,some screening will be going in to
deter access to the natural habitat area.
Larry shared that approximately 133,000 sockeye came through the Ballard Locks this summer, but only
about 40,000 survived the journey from there to the Cedar River to spawn in the Fall. Multiple factors are
suspects for this dramatic'pre-spawn mortality': disease, pollution, habitat degradation, and especially,
warm water in the Ship Canal.
5. DISCUSSION/ACTION ITEMS
Due to technical difficulties, items a. and b.were switched from the agenda order.
a. Eastside Rail Corridor—Cailin Hunsaker- Cailin shared from her recent PowerPoint presentation an
update on the removal of train rails and resurfacing of the trail section from 37st Street(Virgina Mason
Medical Athletic Center)to Mile Post 5 (just outside the north pedestrian gate of Coulon Park). Driveway
crossings have traffic cones for control measures for pedestrians on the trail to cross at the road crossing.
King County is at 90%design for trail resurfacing and structural rehabilitation on the May Creek and Ripley
Lane Trestles; completion expected early 2018.All existing chain link and catwalks will be removed.
b.Trails and Bicycle Master Plan Update—Leslie Betlach and Vangie Garcia—This is the third of three
updates for the Parks Commission. Leslie and Vangie shared an update using their PowerPoint presentation.
After recapping the overview of this plan to update the 2009 plan, to collaborate with King County on trail
connections,to incorporate new facility types and to maintain grant eligibility, highlights included:
• Providing multiple opportunities for public input
• Regional trails come into Renton city limits, but do not connect through the city
• Meetings were held with King County as they are the starting place for regional trails, so there will
be an appendix in the plan that will reflect the information from these meetings relating to
proposed trail alignments.
• Intersection analyses identified 4 possible options for connecting through the civic core
• Projects would focus on Level of Traffic Stress#1 and#2.
• Almost 70 projects were identified and will be prioritized based on public input to date and
evaluation criteria, need and demand, and level of traffic stress, etc.Some are new, like the Eastside
Rail Corridor Trail Connection and the Lake to Sound Trail connection (which was identified in the
2009 plan, but it's been renamed).
Boardmember comments included:
• Really want to see the regional trails connect through Renton.
• Most often look to use alternative, less-heavily traveled roadways to make trail connections.
• Supports greenway cross-sections and Level of Traffic Stress#1.
• Like the options presented in the Lake WA Boulevard N/Houser Way N Options A and B for getting
from Coulon through the Southport area.
Leslie will report back in February or March with a Draft plan.

6. ADMINISTRATOR'S REPORT
a. Fawcett Property–Acquisition of this almost 6 acre parcel closed after 3 years.This will enable future
development of the May Creek Trail. Leslie will give an update on the trail connection and impact of
I-405/Renton to Bellevue construction at a future meeting as requested by the Commission.
b. Community Services Division Reorganization–Cailin briefly described the recent council-approved
department reorganization.The Golf Course has been separated out of the Parks division as a stand-alone
division.To streamline and align efforts,the Neighborhoods, Resources, and Events division has been
restructured to be partly in the newly named Recreation and Neighborhoods division and the newly named
Parks and Trails division. Farmers Market and the Volunteer Program will now reside in the Parks and Trails
division.
7. OLD BUSINESS
a. Custer Facility Re-naming–No update at this time. Kelly will report out at the next meeting.
b. Bylaws Update–Kelly Beymer will schedule to meet with AI and Troy to review and plan the update and
prepare for approval.
c.Student Boardmember Vacancy–There is currently one student application on file.The vacancy will be
posted on the city website and on its social media outlets, as well promoting at Renton High Schools.
d. Homeless Camp Statistics–Cailin shared these comparable statistics:

Note:just prior to adjournment, it was noted that in the November 14, 2017 meeting minutes the guest
was misidentified as a Hazen High School Student instead of a Renton High School student.The correction
will be made to the minutes, and reapproved at the next meeting.
