HomeMy WebLinkAboutInstallation Surety Request.pdfJune 25, 2018 Linda Krippner Krippner Consulting, LLC PO Box 17621 Seattle, WA 98127 Subject: Installation Surety Request and remaining steps for proceeding with the Sikh Temple Wetland Mitigation Project, File No. LUA17-000605 and C18003425 Dear Ms. Krippner: Bond Quantity Worksheet Approval: We have reviewed and approved the submitted Bond Quantity Worksheet for the Sikh Temple Wetland Mitigation project, dated June 25, 2018. Any changes to the wetland mitigation plan would require the submittal of an as-built planting plant to the City. An as-built planting plan would be subject to Current Planning Project Manager approval and the review of the final plan may require changes to be made in field for plantings. Surety Devices: This letter is also to confirm the surety amount due to the City: Wetland Mitigation Installation: $131,342.00 Please provide a surety device (a letter of credit or irrevocable set aside letter) for the installation of the wetland for the amount of $131,342.00. The surety device for the installation will be released once successful installation of the project has been confirmed. Next Steps: Print out one copy of the attached, approved construction plans and pay the attached invoice (with the finance dept. on the first floor of City Hall). Bring in the surety device, receipt for permit payment, and one copy of the approved construction plans to me (6th floor of City Hall) to obtain your construction permit and begin work on wetland mitigation installation consistent with the approved plan. An inspection with a City inspector is required to ensure erosion control is installed in accordance with City Standards. Mitigation Installation and Approval: Once the wetland mitigation has been installed (plants, signage, fencing, etc.) pursuant to the approved plan, please have your biologist provide me with written verification that the installation and an as-built plan subject to approval by the Current Planning Project Manager. Monitoring and Maintenance Surety Amount: In order to provide you with the amount of security necessary for the maintenance and monitoring of the mitigation plantings, signage, and fencing, we will need a copy of the signed maintenance and monitoring contract for this work. A draft (followed by a final) maintenance and monitoring contract (or contracts) for our review prior to execution of the contract shall be provided. The draft contract language must ensure compliance with both the performance standards of the Krippner Consulting, LLC, mitigation plan as well the maintenance and monitoring standards of the Renton Municipal Code. The scope of the contract must clearly cover the cost of plant maintenance and replacement as well. The language in the contract must also guarantee that "structures, improvements, and mitigation perform satisfactorily for a period of 5 years" (e.g. add provisions for plant replacement and weed removal referencing compliance with the survival rates noted in the final approved wetland mitigation plan. The draft contract must be followed up with a final signed contract once the City approves the draft version. Once the City approves the contract proposal, the applicant will need to provide a maintenance surety device (a letter of credit or irrevocable set aside letter) set at an amount totaling 125% of the cost to guarantee satisfactory performance for a minimum of five years. Monitoring and Maintenance Period Start Date: Once the mitigation project has been installed, please provide me with a written confirmation of installation pursuant to the final approved mitigation plan. The date the City receives this written confirmation will constitute the beginning of the minimum 5-year maintenance and monitoring period. Native Growth Protection Easement: RMC Section 4-3-050G3 requires that all critical areas and their buffers be placed in either a Native Growth Protection Tract or Native Growth Protection Easement. A draft native growth protection easement shall be provided to the Current Planning Project manager for review and approval prior to the completion of the installation of the mitigation. The Native Growth Protection Easement shall be recorded prior to the commencement of the maintenance and monitoring period. Please send all required information to my attention.
