Verizon – Cedar River Trail COW
Project Description
Verizon Wireless proposes to install a temporary Cell on Wheels (COW) at Bryant Motors,
located at 1300 Bronson Way N. The COW is proposed to a height of 45’ and equipped with (3)
panel antennas and (1) microwave antenna. The COW is a self-contained unit with a mast for the
antennas and the electronic equipment cabinets on a trailer that is caged for security. Verizon
may need to use a mobile temporary generator while temporary power is being pursued. The
generator may not be needed but if it is required would be for a short term while the power is
installed to the COW from nearby power poles.
It may be necessary to guy the COW using ecology blocks as shown in the attached plans. The
proposal is to also install a temporary fence around the proposed COW compound and to pursue
power overhead to the COW or to a temporary pole, all without any ground disturbance.
The COW project which is proposed on property located in the Commercial Arterial (CA) zone.
The adjacent zoning is CA to the East, North, and West, with R10 zoning to the North. There are
currently a row of Arborvitaes that separate the subject CA property and the adjacent R10
property that will serve as a visual buffer to the base of the proposed COW. In addition there are
several power poles and taller trees in the area, and Light Standards at the City ballfield across
Bronson which are the approximate height or taller than the proposed COW mast, regarding
vertical structures near and close to the site.
Installing a Temporary Cell on Wheels at this location will allow Verizon to provide adequate
wireless services to the community on a temporary while Verizon pursues permanent site in and
around the community in order to provide adequate service on short and near term basis while
striving to improve the Verizon Network performance long term within the City of Renton.
Considerations
Commercial Arterial zoned property with mixed uses in an area, with high traffic that
include; businesses, retail stores, restaurants and housing. There are some residential
areas to North and NE of site with partial screening of base of the COW and other
vertical structures in the way of power poles nearby and larger trees between site and
nearby residential uses (please see photosimulations).
Proposal will not negatively impact parking, as the COW shall be located in an unused
part of the vacant lot.

Proposed COW measures 6’x14’and shall be confined to a 30’x 35’ lease area. The
proposed COW would be protected by a 6’ high chain link fence with access gate,
locking mechanism and Verizon Wireless signage mounted to the gate.
Temporary power will be requested from PSE from a nearby power pole at the site. In
addition, Verizon proposes to add a temporary utility pole with meter.
Project will not require any ground disturbance; the mast for the COW may require guyed
to ecology blocks (if necessary) that will be used as anchor points for the guying.
Compatible with the use of the property and surrounding properties.
Proposed COW will not negatively impact the building quality or surrounding area
visually.
The proposal is in compliance with all Federal, State and Local laws and ordinances
including FAA and FCC.
The proposal does not include any use or activity incompatible use of an airport or
airfield since the proposed structure is less in height than the other existing structures in
the area.
The proposal will not result in any negative impacts on the human or natural
environments, since the facility is in effect a utility on a vacant lot and provides essential
wireless communication services and benefits.
The proposal is to enhance the existing Verizon service as soon as possible given the
need for adequate wireless service to the area during peak demands.
