Attachment A. Project Description
The Renton Housing Authority (RHA) proposes to receive Federal Rental Assistance Demonstration (RAD)
funds requiring part 58 review as part of a financing plan for three sites – Hillcrest Terrace, Evergreen
Terrace, and Cole Manor. Locations, age of buildings, and numbers of units are listed below. For the
Renton Housing Authority, RAD provides a transfer of subsidy type. Transaction/construction is financed
through tax credit equity and tax-exempt debt. This is considered a non-FHA transaction converting to
Project-Based Vouchers (PBV) and subject to Part 58 review.

RAD was created in order to give public housing authorities (PHAs) a tool to preserve and improve public
housing properties and address a backlog of deferred maintenance. The units remain permanently
affordable to low-income households. Residents continue to pay 30% of their income towards the rent
and they maintain the same basic rights as they possess in the public housing program. RAD maintains the
public stewardship of the converted property through clear rules on ongoing ownership and use. (Source:

A vicinity map below highlights the three properties that are the subject of this NEPA Categorical
Exclusion – Cole Manor, Evergreen Terrace, and Hillcrest Terrace. The sites are located in the City of
Renton in a neighborhood called the Renton Highlands. Due to their proximity and similarity of proposed
activities, they are reviewed together in the Categorical Exclusion.

Maintenance and rehabilitation activities are proposed at each site. The level of environmental review
consists of a categorical exclusion since rehabilitation of buildings and improvements would fit under 24
CFR 58.35 (a)(3)(ii).
(3) Rehabilitation of buildings and improvements when the following conditions are met:
(ii) In the case of multifamily residential buildings:
(A) Unit density is not changed more than 20 percent;
(B) The project does not involve changes in land use from residential to non-residential;
and
(C) The estimated cost of rehabilitation is less than 75 percent of the total estimated cost
of replacement after rehabilitation.
Other activities are considered categorically excluded, not subject to Section 58.5:
Affordable housing pre-development costs, including legal consulting, developer and other costs
related to obtaining site options, project financing, administrative costs and fees for loan
commitments, zoning approvals, and other related activities which do not have a physical impact, are
listed as a categorical exclusion not subject to §58.5 (see 24 CFR §58.35(b)(6)).

The proposed activities and categorization as Maintenance or Rehabilitation is presented in the table
below. The cost of rehabilitation does not exceed 75% of the total cost of replacement after
rehabilitation.

Prior environmental review for similar maintenance and rehabilitation activities at the subject sites
included a 2016 Environmental Assessment and Finding of No Significance for the WA011 Renton
Housing Authority Capital Fund and Operating Subsidy Proposed Activities for 2016 – 2020. Where
appropriate information and analysis from that Environmental Review Record is referenced in this
