Grady Way CALL TO ORDER AND PLEDGE OF ALLEGIANCE Mayor Law called the meeting of the Renton City Council to order at 7:00 PM and led the Pledge of Allegiance. ROLL CALL Councilmembers Present: Ed Prince, Council President Randy Corman Ryan McIrvin Ruth Pérez Armondo Pavone Carol Ann Witschi Councilmembers Absent: Don Persson MOVED BY PRINCE, SECONDED BY PAVONE, COUNCIL EXCUSE ABSENT COUNCILMEMBER DON PERSSON. CARRIED. ADMINISTRATIVE STAFF PRESENT Denis Law, Mayor Jay Covington, Chief Administrative Officer Preeti Shridhar, Deputy Public Affairs Administrator Shane Moloney, City Attorney Megan Gregor, Deputy City Clerk Gregg Zimmerman, Public Works Administrator Cliff Long, Economic Development Administrator Commander Dan Figaro, Police Department ADMINISTRATIVE REPORT Chief Administrative Officer Jay Covington reviewed a written administrative report summarizing the City’s recent progress towards goals and work programs adopted as part of its business plan for 2018 and beyond. Items noted were: March 5, 2018 REGULAR COUNCIL MEETING MINUTES  Beginning April 1, 2018, Medicare will start a year-long project to replace all current Medicare cards for beneficiaries to convert from using social security numbers to using alphanumeric ID numbers. All new Medicare cards will come in the mail. Nothing needs to be requested. There is a current scam whereby someone claiming to be from Medicare will call to say a card is on the way but that a temporary card is needed and a fee is required for the temporary card. They will ask for personal information so they can process the temporary card. Remember: Medicare handles all communications by mail unless you call them. AUDIENCE COMMENTS  David Hoffman, Local Government Affairs and Public Policy Manager with Puget Sound Energy (PSE), updated Council on the FEIS (Final Environmental Impact Statement) regarding the Energize Eastside Project and its three year environmental review process. Additionally, he provided information about various options that PSE offers to assist those in need to pay their energy bills.  Carl Kiminki, Renton, addressed council about concerns he has related to loud cars and motorcycles in his neighborhood at late hours of the night, and requested that the City's Police Department address the problem. Mayor Law assured Mr. Kiminki that the Police Department is looking in to finding solutions to address this problem. CONSENT AGENDA Items listed on the Consent Agenda were adopted with one motion, following the listing. a) Approval of Council Meeting minutes of February 26, 2018. Council Concur. b) AB - 2083 Community Services Department recommended approval of a contract with Hough Beck & Baird, Inc., in the amount of $493,354.50, for additional design services for the Sunset Neighborhood Park Phase II project. Refer to Finance Committee. c) AB - 2096 Utility Systems Division recommended approval of Amendment No. 2 to CAG-15- 137, with Carollo Engineers, Inc., in the amount of $344,916, for additional work associated with the 2016 Long-Range Wastewater Management Plan. Refer to Utilities Committee. MOVED BY PRINCE, SECONDED BY PAVONE, COUNCIL CONCUR TO APPROVE THE CONSENT AGENDA, AS PRESENTED. CARRIED. UNFINISHED BUSINESS a) Transportation Committee Chair Corman presented a report concurring in the staff recommendation to authorize the Mayor and City Clerk to execute Supplemental Agreement No. 2 with Parametrix, Inc. for additional design services for the Duvall Avenue NE (NE 10th Street to NE Sunset Blvd/SR 900) Improvements Project, in the amount of $155,457. MOVED BY CORMAN, SECONDED BY PÉREZ, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. LEGISLATION Ordinance for second and final reading : a) Ordinance No. 5879: An ordinance was read annexing certain territory to the City of Renton (Eric Ressler II Annexation; File No. A-17-001). NEW BUSINESS MOVED BY MCIRVIN, SECONDED BY PAVONE, COUNCIL ADOPT THE ORDINANCE AS READ. ROLL CALL: ALL AYES. CARRIED. Please see the attached Council Committee Meeting Calendar.
