Project Narrative: The Site is located at 2801 NE Sunset Blvd in Renton, Washington. The Site is situated in the NW quarter of Section 9, Township 23, Range 5. The site is located at an elevation of approximately 100 feet above mean sea level (amsl). The subject site is flat with a regional topographic slope to the west-northwest. The Site is zone Center Village (CV) and is within the Commercial and Mixed Use (CMU) designation. Site improvements include a 20,219 square foot convenience store and a fueling canopy and fuel dispensers. The Site has been historically used as a service station and the current fuel system consists of three steel USTs (two 12,000-gallon and one 10,000-gallon) and two dispensers. Boring logs from the Phase II Environmental Site Assessment in 2012 indicated the subsurface soils are comprised of sand with some clay underlain by sandy clays beginning at approximately 25 feet below ground surface (bgs). Groundwater at the Site has been observed in onsite monitoring wells at between approximately 55 feet and 60 feet bgs. The existing USTs will be removed from their original UST cavity and the excavation will be backfilled with a commercial borrow source with ¾ minus (or similar) rock. The existing UST cavity is approximately 28 feet by 33 feet with an estimate depth of 12 feet bgs. No grading will be completed. The existing UST cavity will be backfilled and paved to match the existing parking area. It is estimated that approximately 400 cubic yards of ¾-minus rock will be used to backfill the UST excavation. The fueling canopy and all ancillary UST piping will also be removed. The estimated project costs are approximately $90,000. The project work will utilize standard heavy equipment and will the project will take between 1 and 2 weeks to complete. Work will be done during normal business hours (730 to 540) during the standard work week. No job trailers or other temporary structures will be used. During the project, no new structures will be installed, no trees will be removed. Once the project is complete, the only visual change will be the removal of the existing fueling canopy. 6. Construction Mitigation Description: The construction dates will be based on the City of Renton’s acceptance of this land use and SEPA application. We anticipate that the project will commence within 30 days of approval by the City of Renton. We anticipate that the project will take between 1 and 2 weeks to complete. As noted above, project work will commence Monday through Friday between the hours of 7:30 am and 5:30 pm. The limited soils removed from the UST excavation will be stockpiled on plastic and bermed as necessary to minimize stormwater runoff. When possible, we will direct load soils into the transportation vehicles. Due to the small nature of this project, we do not anticipate that any traffic control or traffic impacts will be necessary. We anticipate that the project work will be limited to the UST nest area and fueling canopy. All equipment will be staged onsite. Limited in bound and outbound trucks will be needed for the removal of the USTs, soil over burden and the importation of backfill. The final source for the backfill and the disposal location for the USTs has not been finalized and will be based on field conditions and subcontractor availability. 10.
