Grady Way Renton, WA 98057-3232 Subject: Renton Highlands Preliminary Plat (180308) Street Modification – Jefferson Ave ROW Dear Matthew: We have prepared this letter to document and support the street modification proposedfor a portion of the new Jefferson Avenue NE right-of-way (ROW) required for the proposed Renton Highlands (Solera Subdivision) Preliminary Plat. PROJECT PROPOSAL The Solera Subdivision proposes 6 lots to support residential and mixed use development at the northern corner of NE 10th Ave and NE Sunset Blvd. The project requires extension of the existing Sunset Place (renamed Jefferson Avenue NE) to align with the existing tee- intersection of Jefferson Avenue NE and NE 12th Street. A modification from the City of Renton Street Standards is proposed for approximately 180- feet of the proposed Jefferson Avenue NE ROW to be dedicated internal to the site. Jefferson Avenue NE is classified as a Residential Access street which requires a 53-foot right-of-way with 26-foot pavement width, 8-foot planting strip, a 5-foot sidewalk. The proposed modification is connected to the concurrent modification requested for Sunset Boulevard. The Sunset Boulevard modification requires 10-feet of additional right- of-way dedication which is detrimental to the viability of the proposed development. In discussions with City staff, the applicant agreed to provide the non-standard street section on Sunset Boulevard along with a slightly reduced street section for a portion of Jefferson Avenue NE to alleviate some of the burden of the greater dedication on Sunset Boulevard. The modification proposes that approximately 180-feet of Jefferson Avenue NE ROW adjacent to Mixed-Use Building ‘A’ be 47-feet wide with 20-foot pavement width, 8-foot planter and 5-foot sidewalk PERFORMANCE CRITERIA The City identifies specific criteria it uses as the basis for granting modifications to standards. We have listed each of the relevant criteria below followed with our summary of how we are meeting the criteria. The modification substantially implements the policy direction of the policies and objectives of the Comprehensive Plan Land Use Element and the Community Design Element, and Mr. Matthew Herrera July 12, 2018 Page 2 the proposed modification is the minimum adjustment necessary to implement these policies and objectives. The modification works in cooperation with the Sunset Boulevard modification to support the City’s goal for an activated and successful street frontage on Sunset Boulevard by making space for the applicant to dedicate additional ROW on Sunset Boulevard for a buffered parallel parking lane. The modification will meet the objectives and safety, function, appearance, environmental protection and maintainability intended by the Code requirements, based upon sound engineering judgment. The proposed reduction of ROW will maintain fire access and through lanes through the site. The modification will not be injurious to other properties in the vicinity. No other properties will be affected by this modification. The modification conforms to the intent and purpose of the Code. This modification works in cooperation with the Sunset Boulevard modification to meet the intent of the code. The modification can be shown to be justified and required for the use and situation intended. The proposed modification is justified to achieve City engineering and planning objectives on Sunset Boulevard with no functional impact to Jefferson Avenue NE. The modification will not create adverse impacts to other properties in the vicinity. No other properties will be affected by this modification. Thank you for your attention to this project.
