Grady Way Renton, WA 98057-3232 Subject: Renton Highlands Preliminary Plat (180308) Street Modification – Sunset Boulevard Frontage Dear Matthew: We have prepared this letter to document and support the street modification proposed along Sunset Boulevard required for the proposed Renton Highlands (Solera Subdivision) Preliminary Plat. PROJECT PROPOSAL The Solera Subdivision proposes 6 lots to support residential and mixed use development at the northern corner of NE 10th Ave and NE Sunset Blvd. The subdivision requires street frontage improvements along Sunset Blvd, Kirkland Blvd, NE 12th St, and Harrington Pl. After extensive discussions with City of Renton staff a modification from city of Renton street standards is proposed for the frontage improvements along Sunset Boulevard. The city established street section for Sunset Blvd currently prescribes 0.5’ curb, 8’ planter, 12’ sidewalk/trail and 1.5’ ROW dedication. In the interest of providing parking along Sunset Boulevard to support retail and commercial uses, the city has requested the developer to provide a modified street section of 0.5’ curb, 8’ planter, 10’ drive aisle, 7’ parking, 12’ sidewalk, 11.5’ ROW dedication . PERFORMANCE CRITERIA The City identifies specific criteria it uses as the basis for granting modifications to standards. We have listed each of the relevant criteria below followed with our summary of how we are meeting the criteria. The modification substantially implements the policy direction of the policies and objectives of the Comprehensive Plan Land Use Element and the Community Design Element, and the proposed modification is the minimum adjustment necessary to implement these policies and objectives. The modification is a direct request from City engineering and planning staff. Thus, the proposed Sunset Boulevard frontage design reflects the cities policies and community objectives. Mr. Matthew Herrera July 12, 2018 Page 2 The modification will meet the objectives and safety, function, appearance, environmental protection and maintainability intended by the Code requirements, based upon sound engineering judgment. The primary reason for this modification is to address safety concerns resulting from the current, city established, Sunset Boulevard street section. The buffered parking and drive aisle is intended to create a safer condition for parallel parking. The modification will not be injurious to other properties in the vicinity. No other properties are anticipated to be affected by this modification. The modification conforms to the intent and purpose of the Code. The purpose of the modification is to create a safer space for parallel parking while not impeding traffic on a major thoroughfare. The City has specifically requested this change. The modification can be shown to be justified and required for the use and situation intended. The modification is conducive to the City’s goal of creating active street edge conditions along Sunset Boulevard, as it provides a safer parking option for customers of commercial and retail businesses. The modification will not create adverse impacts to other properties in the vicinity. No other properties are anticipated to be affected by this modification.
