HomeMy WebLinkAboutEarlington Towhhomes FPUD response_F.PDF July 13, 2018 Clark Close City of Renton 1055 South Grady Way Renton, WA 98057 Re: Earlington Townhomes FPUD (LUA18-000466) CORE Project No. 18045 Dear Clark, This memorandum is intended to explain how the applicant intends on satisfying the required elements necessary for final approval of the project. In a July 6th email to David Avenell containing the acceptance letter and NOA for the Earlington Townhome project, the following items were requested which are in addition to the FPUD checklist. These items are listed here along with our response. • “Deed of Dedication for ROW and REETA form” o The deed, legal description and associated exhibits for the required right-of-way to be dedicated to the City will be prepared and submitted to the City during construction, anticipating that the City will not accept the road until the improvements are complete. • “Any easements to the dedicated to the City of Renton” o Public storm, water and sewer easements and any access easements will be drafted for City review upon completion of the as-builts of said utilities and improvements and submitted with the initial Record Drawings. • “Storm system tract language” o As this project will be a condominium, no tracts will be created. It is understood that the storm water vault will be City owned, therefore an easement to the City will be created for access and maintenance. A covenant agreement between the condominium HOA and the City will also be drafted, if necessary, to address additional elements regarding the storm water management. • “Lot combination for the underlying parcels” o It is not anticipated that this will be necessary. Once the condominium has been recorded, the five underlying tax parcel accounts will be terminated at the County and a new account will be created for the condominium along with sub-accounts for each of the units. July 13, 2018 Clark Close Page 2 J:\2018\18045\Documents\Jurisdictional Comments\FPUD\Earlington Towhhomes FPUD response.docx • “The City does not approve Condo surveys, but we would like to see the condo survey as well to make sure all this information is represented on that survey to be recorded.” o Typical sequencing of condominium documents puts this survey several months out. It will not be recorded until this first building is built and substantially complete. While the City is welcome to view the condominium documents, it does not have jurisdiction over them. However, we will certainly work with the City to ensure H.E. Conditions 2, 3, 6 and 12 are addressed. All other conditions would be approved via other methods than the condominium. • “Also we would like to check the addressing for the units on the Condo survey. “ o Addressing is supplied to us from the jurisdiction but not shown on the survey (although it is often listed in the Declaration for the condominium).
