SUBJECT: Site Plan Review for Medical Institutions, Assisted Living and
convalescent Care in low density residential zones (RC – R-8).
BACKGROUND: Site Plan Review is required for all development in commercial zones and
high density residential zones (R-10 – RMF) unless specifically exempt.
The most common exemption is for projects that are exempt from SEPA
Environmental Review (typically buildings less than 4,000 SF in size). A
large variety of uses are permitted within these zones including medical
institutions, assisted living, and convalescent care. A development
proposal for a medical institution, assisted living and/or convalescent
care in the commercial zones or high density residential zones would
require site plan review. However, site plan review is not required for
any development located in low density residential zones (RC – R-8). The
typical development pattern in low density residential zones is large lot
single family residential development with limited opportunities larger
scale uses within these zones. Medical institutions, assisted living and
convalescent care are one of a few large scale use permitted in the low
density residential zones. Larger developments that are permitted in low
density residual zones such as K- 12 education facility and outdoor
recreation facilities are subject to site plan review in low density
residential zones. Due to the scale and intensity of such uses site plan
review is appropriate particularly in low density residential zones where
impacts from large scale development could be more significant than in
high density residential zones or commercial zones.
DECISION: Amend RMC 4-9-200B.2 Site Plan Review to require site plan review for
medical institutions, assisted living facilities, and convalescent care.
JUSTIFICATION: To ensure consistency in the application of site plan review requirements
for medical institutions, assisted living, and convalescent care between all

zones and to ensure that proposed development is implemented in a
manner that advances the follow objectives in low density residential
zones:
a. Promote orderly community growth and minimize undesirable
development impacts;
b. To promote high quality design;
c. To protect and enhance the natural landscape, environmental
features and property values of the City;
d. To ensure convenient and safe pedestrian and vehicle access and
circulation; and
e. To promote coordination of public or quasi-public elements
within and between developments.
Site plan review should be required for medical institutions, assisted
living, and convalescent care in low density residential zones (RC – R-8)
consistent with the requirement in high density residential zones and
commercial zones.

RMC 4-9-200B.2 Site Plan Review
2. Site Plan Review:
a. When Required: Site plan review is required for all development in the IL, CO, CN, CD, CA, CV,
COR, UC, R-10, RMH, RM, and R-14 Zones, all development within the
Employment Area (EA) designation, and for the following types of
development, regardless of zone:

i. K-12 educational institutions.
ii. Parks.
iii. Outdoor recreation facilities.
iv. Rental services with outdoor storage.
v. Hazardous Waste Facilities: All hazardous waste treatment and storage facilities.
vi. Medical Institutions, assisted living, and convalescent care facilities.
b. Optional: When specifically authorized by the development standards, site plan review may
be used as a means to propose modifications to development standards
for developments otherwise exempt from site plan review.
