HomeMy WebLinkAbout08/11/2014 - Minutes srMtt' THE 915th MEETING BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY,CITY OF RENTON MONDAY,August 11th,2014 AT 9:00AM 2900 NE 10TH ST.RENTON,WASHINGTON 98056 MINUTES The Board of Commissioners of the Renton Housing Authority met for the monthly board meeting on Monday August 11th 2014.The meeting was held at the A.J.Ladner Administration Building,2900 NE loth St.Renton,Washington.Chairperson Marsh called the meeting to order at 9:00 am. 1. COMMISSIONERS PRESENT;Thomas Tasa,Gerry Marsh,Sally Eastey,Merna Wheeler,and Maxine Anderson.Also present:Mark Dropper,Executive Director,Owen Mayfield,Director of Finance and Accounting,and Kaelene Nobis,Executive Associate. 2. CONSIDERATION OF MINUTES MOTION by Commissioner Tasa and a second by Commissioner Anderson to approve the minutes of the 914th board meeting on July 14th 2014. Ayes:All Nays:None Motion Carried 3. AUDIENCE COMMENT (Speakers must sign up prior to the Board Meeting).Each speaker is allowed five minutes.The initial audience comment period is limited to one-half hour.A second audience comment period later in the agenda allows five (5)minutes for each person,for a total comment period limited to the time constraints of the board. 4. CONSENT AGENDA 4.1. Local Government Investment Pool—July 2014 4.7 million.0998%interest.Same as previous months. 4.2. Checks Issued Report—July 2014 Relocation payment amounts for tenants from sunset.27k checks to Brickshire fire. MOTION by Commissioner Tasa and a second by Commissioner Wheeler to approve the Consent Agenda. Ayes:All Nays:None Motion Carried 5. FINANCIAL 5.1 Financial Statements as of June 2014. RHA operated at a surplus of$652k for the first half of the year.The LIPH properties generated a$29k surplus.The Senior Properties generated a$106k surplus.The market rate properties generated a$489k surplus and the S8 program operated at a$28k surplus. Net Assets totaled$32.7M at the end of June with$8M classified as unrestricted.RHA held$8.5M in cash and liquid investments. Other notable events in June include the$100k investment made with TVI Investments in a FNMA bond maturing in 2019.RHA also collected the first draw from King County relating to the Kirkland Avenue Townhomes in the amount of$855K.The King County award is in the form of a 50 year note carrying a 1%interest rate. MOTION by Commissioner Eastey and a second by Commissioner Anderson to approve the Financials. Ayes:All Nays:None Motion Carried 5.2 Section 8 Utilization Update Utilization is 81.9%unit count and 82.88%cash.But there are 61 vouchers that are held by tenants who are on the street shopping for units.This is a success to relocate all of the that a measured approach to watching the program grow.At the end of the process will go from 381 to 415 vouchers.Uniform relocation act:what we need to do to help people relocate.Security deposit;rent protected;utilities reconnect and disconnect fee;and moving costs. 6. OLD BUSINESS 6.1. Agency Plan 2015 Agenda July 24th 2014;First reading,for adoption by Board resolution on October 13,2014 in accordance with any substantive public comments. Agency plan details:Sparsely attended.Possibly due to the movement of Sunset residents. Highlights of CFP budget:used 305k based off of last year's budget authority.This proposed budget has room for some good asset management tactics.Budgeting for capital improvements at multiple facilities. As well as some money towards design for replacement housing in sunset terrace redevelopment. 6.2. Annual Meeting of the Board of Commissioners Monday September 8,2014 at 5:30pm: following a recess of the traditional 9:00AM morning meeting,at Vince's Italian.Entrée options to be determined.Special Guest;Bill Hallerman,Executive Director,Catholic Community Services. 2014/2015 year:Maxine Anderson ascends to chair and Merna Wheeler becomes Vicechair. 6.3.KAT update. Building envelope was compromised.Trinity did an assessment and provided a best course of action:we cannot just put another building envelope on top,recommending that it is replaced. To do so,it needs to go under the pan head screws on the windows.Unfortunately the windows have not been installed correctly.Advice from the Pavilion/trinity as well as schemata:RHA cannot tell if the seals on the windows have been broken.The windows may have been compromised.6 points rejected on the KAT including floors,windows,door pans,handrails, weather barriers,building envelope and associated issues. Bond for value/replacement for windows possibly. 7. NEW BUSINESS 7.1.Board authorization for air travel and hotel in order for the Executive Director,Mark Gropper to attend the Association of Washington Housing Authorities,in Walla Walla WA September 11 and 12,2014.Commissioner Tasa makes a motion to approve the directors travel request,and Sally Eastey Seconds the motion.All are in favor. 7.2.Resolution seeking Board authorization for the executive director to purchase in accordance with fair market value appraisals three duplex parcels instrumental in the agency's Sunset Terrace neighborhood redevelopment; 1062 Glenwood NE, 1081 Harrington NE,and 1144 Harrington NE at the fee simple transaction purchase prices of $250,000,$250,000,and$309,000 respectively. Some discussion about the 309k price,even though above market value,due to the cost it was important to look at the value of the land in accordance of future use and the ownership of the adjacent properties. Due to redevelopment of the sunset terrace and the possibility of trade for land with the city in the land swap for the park,this property would be to our benefit to purchase for redevelopment efforts.Agreed that although the property is not a desirable cost,the implications of owning this land is desirable.Purchasing now,before the increase of land value due to the park and library and green connection is ideal. Commissioner Tom Tasa Makes a motion of support to purchase the two properties: 1062 Glenwood,and 1081 Glenwood.At 250k or appraised value,while allowing a 10%deviation. Commissioner Merna Wheeler seconds this.All are in favor. A Second motion by Commissioner Tom Tasa.Move to have Executive Directories authorized to purchase 1144 Harrington at 309k in accordance with appraisal or 10%of appraised at 309k. Sally Seconded. 8. July 14,SAO Audit entrance conference and Monthly Board Meeting,Mark telephoned in to participate *I" 411110 8.4.July 23,Sunset Terrace Master Plan committee meeting;City,Colpitts,Schemata,SRI, RHA 8.5.July 24,KAT window set on-site decision meeting.Outcome:reject window installation, obligate removal and reinstall of new.In addition to redo of the windows,building wrap, and trim removed during correction Pavilion will seek correction of subfloor profile seams and door threshold pan install.Champion will be notified of performance bond and retention lien. 8.6. July 24,RHA Agency Plan and CFP budget Annual Public Meeting 8.7.
